1 THE ISLES OF SCILLY PARENT CARERS GROUP STRUCTURE & ORGANISATION We are parent carers of children under the age of 19 who have any additional need. The additional need can be emotional, physical, educational, or anything else that means our children need more support from services than other children. We all have the best interests of our children at heart and want to work alongside professionals, through active participation, to improve the services available to all children with additional needs. As parents living with children with additional needs, we provide a wealth of experience and knowledge that is invaluable to shaping services. Due to the low population of the Isles of Scilly (total of approx. 2, 500) and small number of families with children who have additional needs, there is often only one instance of each diagnosis or additional need within the Islands. Promoting and increasing awareness within the local community about each additional need or diagnosis will encourage better empathy, support and understanding. The Isles of Scilly Parent Carers Group was established in 2009, with a membership of four. This membership has steadily grown across the Islands and comprises families. However, with a low population, our Group will remain small. Because of our geographical separation and distance from the mainland, it is important that the Group maintains links with mainland counterparts and families with similar conditions. We do not have the opportunity to access support groups specific to our children s diagnosis or need, and can often feel isolated. The terms of our grant funding prohibit us from using any of our grant from the Department of Education to support parents emotionally. This is an area identified as a need for families in every local survey to date and an area that needs to be developed.
2 Our Purpose Our purpose is to enable all parents, carers and families of children or young people with any additional need within the Isles of Scilly to have their views, experiences and ideas heard to ensure that existing and proposed services are of a consistently high quality and reflect the current and changing needs of families. Our intention is to work together with those who provide services for children and young people with disabilities or additional needs and their families, in the belief that the knowledge and expertise that we have gained - and continue to gain - can be used to help plan and improve the quality, range and accessibility of services. How We Will Achieve Our Purpose Encourage and promote a voice representative of all Isles of Scilly Parent Carers, by recognising and valuing the input from all Group members across the island communities. Raise awareness of who we are and what we do in the local community and on the mainland, in order to create better opportunities for our children. Get involved in issues across service boundaries including education, health, social care and leisure. Build effective and truly-participative partnerships with all service providers to determine the best possible outcomes for the families we represent. Provide effective pathways to communicate with parents. Offer training and support to parent carers to develop their skills and confidence to participate effectively within the Group at a level of their choice. Recognise value and represent the individual needs, experiences and views of families Membership of the Isles of Scilly Parent Carer Group We are open to anyone with personal experience of parenting (or caring in a parental role) any child with a disability or additional need from birth to 19 years. In order to become a member of the IOS Parent Carers Group, children must be receiving support from one or more external agency relating to education, long-term health care and/or social care. IOS Parent Carers Group encompasses all disabilities and spectrums. We welcome and actively encourage inclusion of parent carers from all sectors of the community. We cover all geographical areas of the Isles of Scilly. Members will be required to complete membership forms annually, at the AGM, to maintain accurate data about services being used and to facilitate grant funding applications.
3 Current year membership forms and previous year membership forms will be held securely. Old membership forms will be destroyed in front of two officers annually. All information collected from the membership forms is collated, anonymised and presented as statistics. Committee Anyone who becomes a member of the IOS Parent Carers Group is automatically a member of the committee provided they are receiving extra support for education, health or social care. As a member of the committee you are invited to attend all IOS Parent Carers Group meetings, although this is not compulsory. You have a voting right in any decisions that are made, one vote per member, and a right to bring anything to the agenda. Votes can be made, by a stated date, in any written format including so that your views can still be included even if you are unable to attend any of the regular meetings. There are three officer roles elected from group members: Chairperson, Treasurer and Secretary. For a meeting to be quorate (enough members to take votes and make decisions) two of the three officers and a minimum of three other members must be present. A simple majority will decide the vote and the Chairperson will not have a casting vote. In the circumstance that there is a tied vote there will be a discussion resulting in a new proposal and a new vote. Parent Carers Representation at Meetings with Service Providers A member who is representing the IOS Parent Carers Group at external meetings will be expected to: Regularly attend meetings unless they have previously disclosed reasons with an elected officer. Represent Group views accurately, being fully representative of all members without allowing personal opinions to cloud the issue. Refer to any individual parent views anonymously, with no names disclosed. Always declare any conflicts of interest or loyalties. Promote and protect the reputation and image of the IOS Parent Carers Group, and reflect its aims and values, as detailed in the Code of Conduct. Childcare costs incurred by a member representing the IOS Parent Carers Group at agreed meetings will be reimbursed: please see separate expenses policy.
4 ISLES OF SCILLY PARENT CARERS GROUP CODE OF CONDUCT Organisational Values The seven principles of public life, known as the Nolan Principles have been adopted by the Isles of Scilly Parent Carers Group (IOSPCG) to represent our Organisational Values. Participants are defined as members of the IOSPCG and any third party working for or on behalf of the IOSPCG. Selflessness: Participants in IOSPCG should take decisions solely in term of the members (and public s) interests. They should not do so to gain financial or other benefits for themselves, their family or their friends. Integrity: Participants in IOSPCG should not place themselves under any financial or other obligation to outside individuals or organisations that might influence their performance of duties. Objectivity: In carrying out IOSPGC business, including appointing representatives and third party suppliers, members should make their choices and decisions based on merit. Accountability: Participants in IOSPCG are accountable for their decisions and actions to the local community and wider public and must submit themselves to whatever scrutiny is appropriate. Openness: Participants of the IOSPCG should be as open as possible about all the decisions and actions that they take. They should give reasons for their decisions and restrict information only when the wider public interest clearly demands. Honesty: Participants in the IOSPCG have a duty to declare any private interest relating to their participation and to take steps to resolve any conflicts arising in a way that protects the public interest. Leadership: Participants in the IOSPCG should promote and support these principles through leadership and example. Confidentiality Members shall respect the confidentiality of personal and private information that may be shared by fellow participants in the working of IOSPCG or that may be revealed during the course of the IOSPCG activities.
5 Protecting Reputation Participants will, when speaking in public forum and/or in their role of representative of another organisation independent from IOSPCG, make it clear that their opinions are their own or that of the independent organisation(s). Participants will not make statements in the name of IOSPCG unless they reflect an agreed collective opinion of the group, even when this may not agree with their own personal views. Participants will strive to establish respectful and courteous relationships with all they come into contact with in carrying out activities in the name of the Isles of Scilly Parent Carers Group. All formal correspondence is to be agreed by two of the three Officers before sending to third parties.
6 ISLES OF SCILLY PARENT CARERS GROUP EXPENSES POLICY The following expenses may be reimbursed. ALL receipts are to be submitted with an expenses sheet. Off-island parents attending member meetings or agreed representation at other meetings will be reimbursed for the cost of a standard boat ticket. Taxis will only be reimbursed in exceptional circumstances and with prior agreement from the meeting organiser; for example, if a taxi is required due to medical reasons or because it is impractical to use an alternative form of transport. Cost of one meal (up to a maximum of 10) can be reimbursed to a IOSPCG representative attending an off-island for Parent Carers business. The cost must be pre-authorised by the Officers and receipts must be provided. Where possible, a standard boat ticket should be purchased for off-island travel. A special will ONLY be reimbursed with prior agreement from the Officers. Child care costs will be reimbursed at a maximum rate of 5 per hour, where supported by receipts. (Hand written is fine, showing date, times and name.) Costs will be reimbursed if a member has been asked by the Officers to represent the Parent Carers Group at a meeting or to attend training organised by the Officers. Please ensure that the Officers have agreed to your organised childcare in advance. Other expenses On occasion Isles of Scilly Parent Carers Group may be invited to attend a conference on the mainland that involves travel and accommodation. The Officers will be responsible for budgeting for these opportunities and there will be pre-set conditions and amounts for spending. All travel and accommodation expenses will be agreed before travel. Minor expenses Other minor expenses, supported by receipts, may also be reimbursed if agreed in advance, e.g. photocopying.
