3 1 Introduction G4 Minders is provided from a family home in the Yoker area in the west of Glasgow. The current registration allows the childminder to care for a maximum of 6 children at any one time under the age of 16 years of whom no more than 3 are not yet attending primary school and of whom no more than 1 is under 12 months. This is inclusive of the childminder's own family. Minded children have access to the downstairs rooms while attending the service: these comprise the playroom, living room, kitchen and toilet. Children also have regular access to the enclosed rear garden. On the day of the inspection, two minded children aged 9 and 13 years were present in addition to the childminder's own four children aged between 8 and 14 years. We were satisfied that the childminder adhered to the conditions of her registration. Through viewing the aims and objectives for the service it was noted that the childminder's main aim was to "work with children to assist and support their development and wellbeing in a warm and friendly environment." What we did during our inspection We wrote this report after an unannounced inspection that took place on the afternoon of Tuesday 1 December 2015 and by arrangement we returned on Thursday 3 December to complete the inspection. The inspection was carried out by an Inspector from the Care Inspectorate. We issued a questionnaire to parents of the children who used the service, who were siblings and this was completed and returned before the inspection. The questionnaire response demonstrated that the family accessing the service was highly satisfied with the quality of care and support provided by the childminder. In this inspection, we sampled a range of evidence, including the relevant sections of policies, procedures, records and other documents: - Information relating to minded children's placement arrangements, their care and support and their progress - Child Protection - Infection prevention and control - Risk assessments - Accident and Incident logs page 3 of 12

4 - Storage and Administration of Medicines - Promoting Positive Behaviour - Payment - Evidence of current Public Liability Insurance - Evidence of learning the childminder has undertaken - Monitoring systems - Observations and discussions with the childminder and the two children in her care. Views of people using the service We sent out two care standard questionnaires and asked the childminder to give them to families who used her service. Prior to inspection we received two completed questionnaires from the same family. We explained to the childminder that in future one questionnaire per family would suffice. The respondent agreed with all statements related to the quality themes we inspect against other than that the childminder helped their children deal with changes in their family life. The parent did not feel this statement was applicable to them. Overall they were happy with the quality of care that their children received from the service. We observed that the childminder had created an environment where the children felt relaxed and confident to speak openly with the Inspector. We asked the two minded children to complete questionnaires about the quality of the service. They were both very happy and reflected this in their written comments, such as: "I feel happy when I come here because we have lots of things." "We make decisions on activities we do or outings." Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. The childminder completed a self-assessment with information about the service she offered. This was the childminder's first inspection and selfassessment however she had made a very good attempt to evaluate her practice using the SHANARRI wellbeing indicators. page 4 of 12

5 This had helped her to highlight how the children in her care were Safe, Healthy, Achieving, Nurtured, Active, Respected, Responsible and Included. What the service did well The childminder provides a homely service where she plans and delivers activities that take account of children's individual interests. This includes making good use of community resources such as the park and cinema. The childminder is committed to her own continued professional development so that she can ensure good outcomes for the children in her care. What the service could do better The childminder should continue to take forward her identified areas of improvement to deliver positive outcomes for the children in her care. This includes plans to participate in online training on GIRFEC and to identify training that she can attend on Infection Prevention and Control. 2 The grades we awarded We grade the quality of care and support, the quality of the environment and the quality of management and leadership. If the childminder employs an assistant, we also grade the quality of staffing. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. Both children and their parents were encouraged to share information about children's individual routines, likes/dislikes and interests in 'all about me' style folders. page 5 of 12

6 The childminder also recorded registration information that we would expect to see in children's personal plans, such as their medical history including additional support needs, their GP and emergency contact details. During our visit we observed that the childminder knew the children well and spoke to them in a caring and respectful manner. The childminder had a policy for managing children's behaviour however the ethos within this was about promoting positive behaviour therefore we talked to the childminder about using terminology that reflected her approach. Children told us that their childminder was - "very good because she is helpful" and "very good because she gets involved in a lot of things." The children had only attended the service for a short time but we could see that the childminder planned to give them child friendly questionnaires, so that she could find out their views of what would make her service better. The childminder had a list of activities on the wall and there were also photographs of activities that children had previously participated in to help them plan what they would like to do next. This approach made it more likely that the service was relevant to children's individual interests and helped ensure that everyone felt respected and included. It was clear throughout the inspection that there was mutual respect between the childminder and the children. We saw positive interaction with children helping to make a healthy meal of salad and burgers, which matched the food preferences highlighted when they first registered with the service. The childminder included a Healthy Eating policy statement in the welcome information given to families and provided snacks or meals for children that reflected this. The childminder had undertaken Food Hygiene training in her previous post and was familiar with the national nutritional guidelines 'Setting the Table'. Through discussion we were satisfied that the childminder had a sound knowledge of nutrition and was vigilant about any allergies that children might have. For example one of the children had a suspected nut allergy and the childminder was making sure her home was a nut free environment until this diagnosis had been confirmed. These measures ensured that children were safe, healthy and nurtured. page 6 of 12

One child had written in our questionnaire that "I love playing with the toys that are here". We noted that some of the toys were for nursery age children therefore we talked to the childminder about storing these until needed. This would give the minded children more space to play and reduce trip hazards; thus keeping them safe. We acknowledged that the childminder already had checklists for risk assessing all areas accessed by children, which made it less likely that children would have accidents. The childminder had completed a Paediatric First Aid Course which meant that she was well prepared to take action if there were any accidents or emergencies involving the children in her care The childminder had a range of policies in place to ensure that the environment was safe, secure, pleasant and stimulating for children. The childminder was familiar with the Health Protection Scotland publication - 'Infection Prevention and Control in Childcare Settings' (September 2014) and followed this guidance for ensuring children's environment and resources were clean and to minimise the risk of cross infection. For example, children could independently access the toilet facilities where there was a sink with plenty of liquid soap for them to wash their hands and separate clean towels for minded children. Both minded children were school age however as the childminder intended taking children under school age in the future we discussed additional infection control measures that would need to be in place, such as appropriate nappy changing procedures. page 7 of 12

8 The childminder planned to identify a course on infection control to support her on going professional development and should continue with those plans. Understanding the infection control measures needed at children's different stages of development and ability would contribute to keeping children safe and healthy. Grade The quality of environment is graded 5 - Very Good Requirements Number of requirements - 0 Recommendations Number of recommendations Quality of staffing We only assess this where the childminder employs an assistant. 6 Quality of management and leadership Findings from the inspection The childminder had managed the service to a good level. We concluded this through speaking with the childminder, examining a sample of her records and through feedback from minded children and their mother. The childminder was a member of the Scottish Child Minding Association (SCMA) and had used their training and resources to develop her knowledge and understanding of best practice to support children's health, safety and wellbeing. For example SCMA training attended included 'Preparing for Inspection' and 'Safe & Secure/Child Protection'. page 8 of 12

9 All of the childminder's training certificates were on display to reassure parents that the childminder was competent in the skills needed to look after children and keep them safe. SCMA is a national umbrella organisation whose main aim is to promote childminding as a quality childcare service. The childminder had submitted a self-assessment as all registered services are required to do as part of the regulatory process and this was done well, providing us with relevant information about how her service was organised using the wellbeing indicators from Getting it right for every child (GIRFEC). GIRFEC is the approach promoted by Scottish Government to ensure that people work with children in a consistent way. It provides a framework for practitioners to assess children's individual needs and help improve outcomes for children and families. The childminder had an Independent Learning Account (ILA) in place to fund her future training therefore we talked about how GIRFEC training would help develop her understanding of how she could use the wellbeing indicators to develop her practice and support children to do their best. We also signposted the childminder to the HUB section of our website where she would find legislation, guidance, research and other resources to support her continued professional development. This would give her more ideas for practicing good outcomes for supporting children - The childminder had been providing her service for less than one year and was keen to develop her monitoring systems. She should continue with these plans. We could see that the childminder had methodically prepared individual folders for minded children using some of the templates provided by SCMA. We advised that not all information needed to be included on an individual basis, such as risk assessments for the environment and fire drill records. Personal plans should be proportionate to children's pattern of attendance and individual care needs. Managing paperwork effectively would free time for the childminder to plan and monitor how best to meet children's individual needs. The childminder should involve children and parents/carers in any proposed developments to her service, through asking for ideas and feedback. This will make it more likely that the service is relevant to their needs and contribute to everyone feeling respected and included.
