4 Mayor s Gang Prevention Task Force (MGPTF) History Started by Mayor Susan Hammer in 1991 to reduce gang delinquency/victimization when asked for help by resident. San José recognized a new trend of high risk youth attending and getting kicked out of teen centers. Brought municipal, education, social services (including mental health and substance abuse), justice, faith and business organizations together to reduce crime. Established prevention, intervention and suppression as the strategy continuum. In 1991, MGPTF utilized a 70% prevention, 30% intervention allocation strategy. In 2016, MGPTF Utilizes a 30% Prevention, 70% Intervention strategy (leaning on partners for additional prevention services.
5 San José Youth Gang Challenges Over 6,500 validated gang members (many more non-validated gang associates) Approx. 102 validated gangs in San José; /200 in Santa Clara County 58% of victims and 58% of offenders of gang-related crimes were 19 years or under 47% of female victims and 52% of female offenders of gang crimes were 17 years old or younger
6 MGPTF Strategic Work Plan The purpose of the MGPTF Strategic Work Plan is to formalize the vision, goals, and direction of the MGPTF. The MGPTF is committed to continuous improvement, and as gang and cultural trends change; we must stay current. In order to achieve this end we actively update this document every three years.
7 MGPTF Guiding Principles We value our youth. We cannot arrest our way out of this problem. We will address this community challenge with a community response. We will hold our youth accountable for their actions and assist them to get back on the right path. We will not give up on any youth and are committed to facilitating personal transformation. Vision Safe and healthy youth connected to their families, schools, communities, and their futures. Mission We exist to ensure safe and healthy opportunities for San José s youth, free of gangs and crime, to realize their hopes and dreams, and become successful and productive in their homes, schools and neighborhoods. Strategic Goals Strengthen Existing Continuum of Services Establish MGPTF Community of Learning Implement Web- Based Management Information System Outcomes Local, State, and National Collaboration Community Education and Mobilization Reduced Gang Violence Informed and Engaged Community Well Trained and Funded Direct Service providers Safe Schools, Community Centers, and Neighborhoods Seamless Delivery System
8 MGPTF Structure Policy Team Sub-Committees Meets every other month Chaired by Mayor and Chief of Police Members include County Supervisor, District Attorney, Chief of Probation, Public Defender, Director of Public Health, etc. Interagency Community Engagement Technical Team City-Schools Collaborative Technical Team Meets monthly 180 individuals and organizations representing residents, faith leaders, CBO s schools, City and County service providers, mental health, SA etc. 8
9 MGPTF Policy Sub Committees Tech Team Inter-Agency Community Engagement School-City Collaborative This subcommittee is comprised of community-based, governmental and law enforcement organizations and serves as the link between the Policy Team and organizations delivering services. This subcommittee is comprised of intergovernmental Policy Leaders who advocate for resources, address bureaucratic issues and work to leverage their organization s capacity to address gang violence. This subcommittee focuses on disseminating information, engaging the community to address youth related gang violence, and connecting the community to resources. Current Goals: - Host Annual Gang Summit - Coordinate Faith Efforts - Youth Voice efforts This subcommittee is tasked with addressing issues that impact San José schools and the community as a whole.
10 MGPTF Service Delivery BEST Youth Intervention Services Neighborhood Services The City established the San José BEST grant program to be the funding arm of the MGPTF, providing grants to non-profit and faith-based community-based organizations that provide gang prevention, intervention, and suppression programs to at-risk, high-risk, gang-impacted, and gangintentional youth and their families During , $2.2 million of the $5.6 million ongoing BEST budget appropriation was allocated to fund BEST grants The Youth Intervention Services branch of the MGPTF is comprised of the following 6 internal city programs: - Safe School Campus Initiative - Female Intervention Team - Clean Slate Tattoo Removal Program - Late Night Gym - Trauma to Triumph (Hospital Based) - San Jose Works (Jobs Initiative) These programs operate with over 40 staff members who, in addition to running the programs mentioned above, provide extensive case management to youth The MGPTF Neighborhood Services Unit coordinates neighborhood improvement programs including the Anti-Graffiti Program, Anti-Litter Program and Project Hope. The Anti-Graffiti Program removes over 2 million square feet of graffiti each year The Anti-Litter Program coordinates over 17,500 volunteers hours annually to address litter in neighborhoods Project Hope is a neighborhood engagement strategy that works with neighborhoods to address crime, blight and develop better consumers of City services.
11 MGPTF Evaluation In the spirit of continuous improvement and results-based accountability the MGPTF has always emphasized evaluating it s efforts. To measure success in our BEST funded programs, these evaluations have focused on effort, satisfaction, service productivity for asset development changes, and service productivity for agency-selected changes that are targeted to their specific service delivery model. From the MGPTF with Resource Development Associates conducted a Comprehensive Retrospective and Prospective Evaluation of BEST services
