2 BACKGROUND INFORMATION The ADAMHS Board serves as the planning, funding and monitoring agency for mental health and substance use disorder (SUD) treatment, prevention and recovery services for Cuyahoga County residents. In accordance with the procedures and guidelines established by the Ohio Department of Mental Health and Addiction Services (OhioMHAS) and the Ohio Revised Code (ORC 340), the ADAMHS Board shall: a. Evaluate and assess community needs for mental health and alcohol and drug addiction programs and facilities; b. Set priorities and develop plans for the operation of mental health and alcohol and drug addiction programs in cooperation with other local and regional planning and funding bodies and with relevant ethnic organizations; c. Consider the cost effectiveness of services provided by the program and the program s quality and continuity of care. The Board may review cost elements, including salary costs, of the services provided by the program. ADAMHS BOARD OF CUYAHOGA COUNTY MISSION Enhance the quality of life for our community through a commitment to excellence in mental health and addiction prevention, treatment and recovery services coordinated through a person-centered network of community supports. ADAMHS BOARD OF CUYAHOGA COUNTY VISION Mental health, addiction, prevention, treatment and recovery services will be available and accessible for every county resident in need and the ADAMHS Board will provide a preeminent, seamless and integrated system of care. REQUEST FOR PROPOSAL (RFP) The ADAMHS Board is issuing this Request for Proposal (RFP) to gather information to make programmatic and funding decisions regarding the provision of treatment, prevention and recovery programs and services for Calendar Year 2019 (CY2019) beginning January 1, This is a competitive process open to all local entities -- non-profit, for-profit, faith-based, private and public -- that provide mental health and SUD treatment, prevention and recovery services. RFP SUBMISSION INSTRUCTIONS Each entity responding to this RFP is required to: 1. Complete a CY2019 Face Sheet one per agency. 2. Complete a CY2019 RFP Program Description Form (interactive pdf) - one per program. 3. Complete a CY2019 Line Item Budget Document (excel format) - one per program. 4. Complete a CY2019 Budget Narrative Form (interactive pdf) - one per program. 5. Attach Agency Financial Statements - one per agency. 6. Submit all documents via ONLY to: RFP@ADAMHSCC.ORG by 5:00 p.m., on Friday, August 24, ADAMHS Board of Cuyahoga County CY2019 Funding RFP Page 3 of 7

4 DECISIONS & CONTRACTS Submitting an RFP is not a guarantee of a contract. Decisions and selections of contract providers and allocations of funding for CY2019 should be finalized by the ADAMHS Board during the November 28, 2018 General Board meeting. Any provider that is awarded funding for CY2019 will enter into a contract with the ADAMHS Board prior to receipt of any payments related to such contract. Providers will be required to agree to all OhioMHAS Assurances. All decisions of the ADAMHS Board are final and allocations of funding are contingent upon the receipt and availability of funding from the Cuyahoga County Health and Human Services Levies and OhioMHAS. The ADAMHS Board requires that all provider agencies receiving funding participate in the Board s Shared Health and Recovery Enterprise System (SHARES), or any other necessary system designated for enrollment, claims, service authorizations and outcomes collection. A utilization review process shall be established as part of the contract for services. The ADAMHS Board may establish this process in any way that it considers to be the most effective and efficient in meeting local needs. ADAMHS Board of Cuyahoga County CY2019 Funding RFP Page 4 of 7

5 ADAMHS BOARD OF CUYAHOGA COUNTY PRIORITIES The ADAMHS Board sets priorities for behavioral health services to ensure that available dollars fund the best and most necessary services to support recovery. The CEO established a priority setting process for CY2019 that was focused on the principles of a Recovery Oriented System of Care (ROSC), community needs, impact on clients and families, impact on providers, strategic fit with the Board s mission & vision, external directives, partnerships, internal directives, and available resources. The ADAMHS Board is seeking high quality and innovative proposals to complement the following ten funding priorities for CY2019, which are not listed in ranked order, which were approved by the ADAMHS Board on June 27, 2018: High Quality Housing including Adult Care Facilities (ACFs) for adults with mental illness, Sober and Recovery Housing certified with National Alliance for Recovery Residences (NARR) standards, and Residential Care Facilities (RCFs) that meet State and National Residential Care and Assisted Living Regulations and Policies. Expanded Crisis Services for both children and adults. 24 Hours/Seven Days per Week Access for mental health and addiction treatment services, for adults and children, with in-person services delivered wherever possible. Peer Support for mental health and addiction, including innovative programs in Adult Care Facilities and Recovery Housing, and assistance with benefits enrollment and redetermination. Prevention and Early Intervention Programs and campaigns for mental health and addiction across the lifespan for children, adolescents, adults, and older adults, using both traditional and innovative approaches in the community such as Faith-Based programing. Employment Programs including sheltered and supported. Inpatient and Ambulatory Detoxification Services. Medication Assisted Treatment for Opioid Addiction Disorders. Piloting of Innovative Techniques and Programs, such as the new Bridge device for Ambulatory Detox. Transportation for clients to keep mental health and addiction treatment appointments. In addition to the funding priorities, the CEO also recommended and the Board approved the following internal system priorities to focus on components of the Recovery Oriented System of Care (ROSC), which entities may also submit an RFP: Client-Centered Funding Strategy. System Training. Stigma Reduction. Education and Prevention Campaigns. Workforce Development. Collaboration with Courts and Criminal Justice System. 6 CLIENT-CENTERED FUNDING STRATEGY FOR TREATMENT SERVICES Since Medicaid Expansion and Behavioral Health Redesign, mental health and addiction treatment services for more and more individuals are being covered. The ADAMHS Board has found that there is no longer a need to allocate and encumber funding by agency for treatment services. Therefore, the ADAMHS Board is piloting a change to the method of payment for treatment services in CY2019. Agencies providing treatment services will not receive a specific allocation. The treatment services for individuals who are not eligible or waiting for Medicaid will be paid from a pooled funding source through fee for service billing. The available pool of funding will be determined by CY2017 and CY2018 treatment funding usage. The ADAMHS Board will monitor the funding pool through monthly utilization reviews. To assist treatment providers through this transition, agencies will receive two months of funding based on the average of CY2017 and CY2018 utilization that will be reconciled against actual billing within six months. The provider will be able to bill for and receive payment for treatment services while also receiving the two months of funding. STANDARDIZED RATES FOR TREATMENT SERVICES The ADAMHS Board will develop standardized reimbursement rates for treatment services. At this time, the ADAMHS Board is planning to use an average of the new Medicaid rates regardless of the practitioner rendering the service. For example only: 15-minute Group Counseling MD: $ minute Group Counseling LISW: $80 15-minute Group Counseling LSW: $60 o ADAMHS Board would pay all 15-minute Group Counseling at an average of $80. The ADAMHS Board will also develop a list of Medicaid treatment services that it will be able to reimburse. The rates and list of treatment services will be set after the RFPs have been reviewed and staff has had the opportunity to analyze provider requests and budgets. 7 RFP REVIEW PROCESS Staff will review each RFP proposal submitted and will recommend funding decisions based on the following: 1. The quality, completeness, and accuracy of the proposal submitted by a provider and requesting clarification or revision if necessary. 2. Consideration of community-wide service needs and financial resources. 3. Data to support the overall need for the services proposed and 2018 Outcomes and Program data for services. 5. Qualifications of the provider to provide the proposed services including past experience, certification, and accreditations, etc., as well as new training, grants, expansion and new program planning. 6. The provider s demonstrated ability to serve its target population(s) and to fulfill the goals of its Provider Service Plan in past program periods if applicable. 7. The Provider s demonstrated ability to utilize all the funds awarded by the ADAMHS Board in previous years if applicable. 8. Compliance with State and ADAMHS Board reporting requirements. The CEO will provide preliminary recommendations for the CY2019 budget during the October 17, 2018 Committee of the Whole Board meeting for discussion and review.
