3 1 Foreword Welcome to the Kent and Medway Domestic Abuse Annual Report for 2013/14. This follows a similar format and layout from previous annual reports and highlights the key achievements during the last year as well as our vision and actions in tackling domestic abuse. As always this is underpinned with data and statistical analysis which we have tried to keep relevant and meaningful. In last year s foreword I reflected upon the challenges we face and without doubt everyone involved in domestic abuse has contributed to another significantly successful year in dealing with this crime and the associated impacts on our society. The challenges are still there for us with increasing numbers of domestic abuse incidents and MARAC referrals both of which can be attributed to an increased awareness of domestic abuse and calls for assistance among the communities in Kent. The profile of domestic abuse continues to increase particularly among key partners and responsible/accountable agencies and organisations. Yes we all have funding and staffing issues as well as competing priorities, but more than ever the way forward is about how we can share resources and collaborate in our day to day business. Not an easy one to achieve, however, the diverse nature of domestic abuse and the large numbers of staff from numerous organisations, does indicate that by working innovatively and together the impact/outcomes can be greater as well as reducing the duplication, cost and competition of services. A shining example of this is the IDVA commissioning and we must ensure this continues to be funded and improve year on year. Furthermore each district now has its own dedicated one-stop-shop to serve the communities and our website goes from strength to strength. The new domestic abuse strategy was launched in November last year and this provides our focus for the next three years, building upon the success and achievements from the previous strategy document. Please take time to read this report, particularly as it defines where we have come from, where we are now and where we want to be in the future. All of which are not possible without the continued support and dedication of everyone involved in dealing with all aspects of domestic abuse and our continued efforts to prevent, protect and respond accordingly. 4 2 Introduction The Kent and Medway Domestic Abuse Strategy Group (KMDASG) works towards ensuring a more co-ordinated approach is adopted by all agencies to tackle domestic abuse. Thank you to all the agencies that contributed to the development of our KMDASG Domestic Abuse Strategy and Delivery Plan which was issued in October Our four objectives within the new Strategy are: 1. Preventing Abuse to prevent domestic abuse from happening in the first place by challenging the attitudes and behaviours which foster it and intervening early to prevent it. Key outcomes: Raise awareness of domestic abuse issues with children and young people to ensure they understand what constitutes positive relationships and how to seek support when necessary. Implement findings of Canterbury Christchurch University research of positive health relationship programmes for children and young people. Raise awareness of domestic abuse within the workforce and public. 2. Provision of Services provide adequate levels of support when domestic abuse occurs. Key outcomes: Engage all health organisation partners in their identification of those affected by domestic abuse and ensure they provide appropriate advice, support and referrals to safeguard families. Capture domestic abuse survivor voices and experiences to help shape existing and new services. Address equality of service provision to all those affected by domestic abuse. 3. Justice Outcomes and Risk Reduction take action to reduce the risk to domestic abuse victims and ensure that perpetrators are brought to justice. Key outcomes: Improve criminal justice outcomes for victims of domestic abuse in Kent and Medway. Reduce risk of on-going harm to those experiencing domestic abuse who have been assessed as being at the highest level of risk through effective case management processes at Multi Agency Risk Assessment Conferences (MARAC). page 4

5 Focus on offending behaviour to increase rehabilitation rates for domestic abuse perpetrators thus safeguarding victims in the future. 4. Partnership Working work in partnership to obtain the best outcomes for those affected by domestic abuse and their families. Key outcomes: Providers of substance misuse and mental health services understand links with domestic abuse to ensure victims and their families receive appropriate safeguarding and support. Agencies capture data on domestic abuse to inform needs analysis and future commissioning decisions to provide the best possible support to those affected by domestic abuse. Domestic abuse in recognised as a safeguarding issue by all multi-agency boards. Central Referral Unit to ensure that all victims of domestic abuse referred to them receives the appropriate risk assessment and onward referral. Partnership resources are targeted most appropriately to ensure best value in the provision of high quality domestic abuse services. The KMDASG looks forward to working with all our partners to achieve our objectives over the coming years. Since 2012 the KMDASG has split its functions between two groups, one executive group and one operational, as the KMDASG felt this reflected the need to further strengthen and clarify its role to ensure that it could influence key partners most effectively and have a positive impact on outcomes delivered to tackle domestic abuse. To assist in the implementation of the Governments overarching strategy Call to End Violence Against Women and Girls, 2010 Action Plan, and the Kent and Medway Domestic Abuse Strategy The KMDASG should act as an effective co-ordinating body, with a strong voice reflecting local Domestic Abuse Forums, Community Safety Partnership priorities and the interests from the Criminal Justice Board, Locality Boards and the Safeguarding Vulnerable Adults and Children s Board To maintain links with the Police and Crime Commissioner and Police and Crime Panel, to ensure domestic abuse continues to remain a priority issue. KMDASG Executive responsibilities include: To address domestic abuse issues through joint collaborative working of county wide agencies. page 6

7 To continue to improve joint working between agencies, including information sharing, to enable a co-ordinated approach to addressing domestic abuse. To receive progress reports in respect of prevalence, performance and activity against appropriate national, county & local target sets. To provide guidance on major cross agency projects and management information support systems. To aim to secure and sustain funding for domestic abuse services. To ensure management information is up to date to inform implementation of the Strategy. To ensure effective communication between the Strategy Group and Operational Group. The purpose of the Kent and Medway Domestic Abuse Strategy Group Operational Group is: To support delivery against the aims within the Kent and Medway Domestic Abuse Strategy s Delivery Plan. The four Kent and Medway objectives of: 1. Preventing Abuse 2. Provision of Services 3. Justice Outcomes and Risk Reduction 4. Partnership Working To prepare on a three year basis a Kent and Medway Domestic Abuse Strategy that will be reviewed and refreshed annually. KMDASG Operational responsibilities include: Maximise co-ordination and co-operation of service delivery at an operational level between partners with the aim of reducing domestic abuse across Kent and Medway. To monitor and report on progress in respect of prevalence, performance and activity against appropriate national, county & local target sets, to the KMDASG. Advise the KMDASG on emerging policy, priorities and solutions and the most effective use of available resources. To work in partnership to meet the needs of victims and their children of domestic abuse and enable access to specialist support. To reduce the risk of repeat victimisation and increase confidence in reporting. page 7

8 To support victims through the legal system and ensure offenders recognise and understand their behaviour, are held accountable and are encouraged to attend rehabilitation services. Liaise with other agencies and disseminate best practice consistent with developing guidance. 4 Position Statement 4.1 Reported Incidents of Domestic Abuse All domestic abuse incidents reported to Kent Police (crimes and non-crime secondary incidents) are recorded. Since 2006, over 20,000 domestic abuse incidents have been reported to Kent Police every year. Chart 1: Domestic Abuse Incidents Reported to Kent Police / / / / / / / /14 From the Kent Police data we find that during 2013/14: A total of 25,365 incidents of domestic abuse were reported, an increase of 8.4% from the previous year. Medway (5265 incidents 13.8% higher than previous year)), Thanet (3127 incidents 11.9% higher than previous year) and Swale (2073 incidents 2.8% higher than previous year) reported the most incidents. The same areas also reported the highest number of incidents during 2012/13. page 8

9 The areas with the lowest number of reported incidents for the year were Sevenoaks (917 incidents 4.5% higher than previous year), Tunbridge Wells (1159 incidents 15.3% higher than previous year) and Tonbridge and Malling (1284 incidents 7.8% higher than previous year. 10 In Table 1 we can see that the areas with the highest DA incident reporting to population rates are Thanet (which continues to increase), Medway (which has also increased) and Gravesham (even though the rate has dropped slightly from the previous year). 4.3 Multi Agency Risk Assessment Conference (MARAC) Data MARACs started running in Kent and Medway during July 2008, going live across all Kent Police Areas by August At a MARAC agencies will have shared information and be asked to commit resources to those victims and families accessed at highest risk of future serious abuse/ danger. This is an increase of 14% in the numbers of MARAC referrals received since the same 12 month period to March 2013 (1357 referrals were received during 2012/13, which was an increase in referrals of 30% when compared to 2011/12). As would be expected based on the incident levels of domestic abuse and much larger local population, Medway is the busiest MARAC in our area followed closely by Thanet. Again, as could perhaps be expected from reported domestic abuse incident levels, Sevenoaks has the fewest number of cases referred to MARAC. page 10

11 During 2011/12, there was a peak in MARAC referrals across all areas in July During 2012/13 peak months in the numbers of referrals they received seems to be more varied across the different MARACs, however July, October and November 2012 were particularly busy months for several of the MARACs. During 2013/14 a different pattern emerges again; April 2013 and July 2013 had the lowest number of referrals whilst November 2013, December 2013 and March 2014 received the highest number of referrals during the year. 5 Key Achievements 2013/ Independent Domestic Violence Advisors (IDVAs) In April 2013 the new Kent and Medway IDVA Service was commissioned to work with domestic abuse victims, specifically supporting the work of Multi-Agency Risk Assessment Conferences (MARACs) and the Specialist Domestic Violence Courts (SDVCs) across Kent and Medway, with the aim of reducing the harmful effects domestic abuse has on its victims. The main objectives of the service are to: Increase the safety of victims of domestic abuse and their families. Reduce repeat victimisation. Improve the health and wellbeing of victims of domestic abuse. Increase the confidence of victims to access services and support. Increase the conviction rate for domestic abuse related offences within the SDVCs. Specialist Domestic Violence Courts aim to: Greatly increase the number of perpetrators brought to justice. Further improve the support, safety and satisfaction of victims; helping them to take back control of their lives. Maximise the use of rehabilitation programmes for offenders. They involve the police and specially trained prosecutors, magistrates, legal advisors and victim support staff working closely together to provide swift, supportive and efficient justice. Key to their success is the work of the Independent Domestic Violence Advisors (IDVA) attached to the courts who support victims every step of the way through the court procedure and, importantly, beyond. Since 1 st July 2013 all domestic abuse related prosecutions across Kent and Medway are dealt with by SDVC processes; vulnerable victims can also be supported locally by the SDVC IDVAs at domestic abuse related trials. During 2013/14 the Kent and Medway IDVA Service has: Received 1854 referrals; Supported 1292 MARAC clients; page 11

13 5.2 Domestic Abuse One Stop Shops Domestic Abuse One Stop Shops offer free advice, information and support from a range of agencies under one roof, generally one morning or afternoon each week, to help victims of domestic abuse. 14 Maidstone recorded the biggest percentage increase (325%) in total visitors during 2012/13 due in the part to the Maidstone One Stop Shop opening part way through the previous year. Ashford had the highest number of visitors to a single one stop shop (n=239) however when the two Canterbury District one stop shops are combined (Canterbury and Herne Bay) they saw the most visitors overall within a local authority area (n=257). The recording year for one stop shops runs from July to June. As stated previously between July 2012 and June people were assisted at the domestic abuse one stop shops. Since July 2013 with additional data still outstanding from all of the one stop shops to complete the reporting year in full (July June 2014), 1602 people have been assisted at the domestic abuse one stop shops so far. 15 Chart 3: One Stop Shop Feedback 5.3 Kent and Medway Domestic Abuse Website The KMDASG website ( was developed during 2012 and was officially launched in November As well as providing general information and resources relating to domestic abuse, the website will enables people to search for information on specialist services using a postcode, town name or council area. Information on the website is divided into 5 main sections: 1. For those affected by domestic abuse; 2. For concerned friends and family members; 3. For those concerned they are being abusive; 4. For young people; 5. For professionals. Following a short consultation exercise last year, the young people s section of the website underwent further development during the autumn of 2013 to add specific content and structure as requested by the young people who provided feedback to us. page 15

17 Visitor numbers to the DA website continue to grow. In the three month period from January 1st 2014 to March 31st 2014 there were 3,536 unique visitors to the website (out of 4,661 visits in total), up 21.85% from 2,902 during October 2013 to December 2013, and up 56.81% from 2,255 during January 2013 to March During 2014 additional work is being undertaken to redesign the professionals section of the website. 5.4 Domestic Homicide Reviews (DHR) Since April 2011, multi-agency Domestic Homicide Reviews have been undertaken across Kent and Medway to fulfil the statutory requirements set out in Section 9 of the Domestic Violence, Crime and Victims Act (2004). Kent and Medway DHR Protocols are in place for use by all agencies involved in the DHRs. The Kent and Medway Domestic Homicide Review Steering group continues to monitor the progress of all the DHRs that have been commissioned and to ensure recommendations that are produced by DHRs are progressed and learning from the Reviews is cascaded. A number of DHRs have been now been completed and published on the Community Safety pages of Kent County Council and Medway Council websites. A series of DHR Lessons Learned Seminars were held during January, February and March 2014 to cascade the findings from these DHRs to front line professionals across Kent and Medway. Work has also been undertaken during 2013/14 to align common processes within Domestic Homicide Reviews and other types of Serious Case Reviews across Kent and Medway with a series of shared templates and resources developed and agreed for use by all relevant boards/partnerships involved in managing these processes. 5.5 KCC Select Committee on Domestic Abuse The Domestic Abuse Select Committee was put forward at the Crime and Disorder Policy Overview and Scrutiny Committee in July 2011 as a result of concerns that victims of domestic abuse often fell through the safety net or discontinued pursuing their cases in Court due in part to a lack of clarity on referral points. The Select Committee produced its final report in December 2012 and in February 2013 the KMDASG agreed to be the accountable body for delivering the recommendations set out within the final report due to the multi-agency nature of the work required to tackle domestic abuse. A Task and Finish Group, comprised of Kent County Council (KCC) lead officers along with key partners, including Kent Probation, Kent and Medway NHS, Kent Police and a range of local Domestic Abuse Services, met throughout 2013 to consider the work that could be done to assist the achievement of the recommendations identified within the Select Committee Report. 18 concluded in December 2013 and the KMDASG reported back to the KCC Scrutiny Committee in April The agencies and teams involved in the implementation of the Domestic Abuse Section Committee s recommendations made significant progress in the achievement of the majority of those recommendations during Of the 14 recommendations within the Select Committee Report, 12 were completed and 2 were on-going (work was still being undertaken by the partners involved but some of the elements of these particular recommendations will take longer to achieve and/or require the commitment of significant funds to address the gaps in service that have been identified). Work to address any on-going issues identified within the recommendations is now being taken forward by either the key agency/ team involved or by the relevant partnership group. The KMDASG also used the work undertaken by the Select Committee to inform the development of the new Kent and Medway Domestic Abuse Strategy, which was issued in 2013, therefore a number of the recommendations will continue to be priority areas of work for the KMDASG over the life of our new Strategy. 6 Next Steps 2014/15 The key priorities for the Kent and Medway Domestic Abuse Strategy Group during the coming year will include: Monitoring the implementation of the KMDASG DA Strategy and Delivery Plan for To work to continue to ensure domestic abuse remains a priority within the County Community Safety Agreement and is implemented by County and Local Community Safety Partnerships. To support the work of the Kent Safeguarding Children Board, Medway Safeguarding Children Board, Kent & Medway Safeguarding Adults Board and other relevant partnership boards, in addressing domestic abuse across the county. To continue to monitor the outcomes of the Kent and Medway IDVA Service and support the development of the Specialist Domestic Violence Court network and continue to work with stakeholders involved in these services. To further develop the professionals section on the Kent and Medway Domestic Abuse Website and to continue to promote and monitor use of the site. To identify and cascade the lessons that can be learned from domestic violence homicide reviews with a view to improving policies and practice at a local and national level and preventing future homicide and incidents of domestic abuse. page 18

19 To develop a programme of multi-agency domestic abuse training that will be delivered by our member agencies. To support the MARAC structure redesign process and work towards securing sustainable funding for the proposed MARAC structure this identifies across Kent and Medway. page 19
