2 STRATEGIC OBJECTIVES 1 SUPPORT FOR COMMUNITIES Engagement with communities and voluntary/faith institutions to support a cohesive, resilient borough and produce grassroots responses to the risks around extremism and radicalisation. SUPPORT FOR PARTNERS & PRACTITIONERS Tailored training, support, and resources for statutory partners and frontline professionals, to build understanding of the duty and confidence in their role in safeguarding vulnerable people from the risks around extremism and radicalisation. SUPPORT FOR INDIVIDUALS Bespoke multi-agency safeguarding support and interventions to protect vulnerable people from the risks around extremism and radicalisation. Page

3 THEME ACTIVITY OBJECTIVE LOCAL RISK-PROFILE Ensure multi-agency partnership participation in the annual risk-profile (CTLP) production process. 1 & Work with policing partners to agree process for informing key internal and external partners of in-year changes to local risks or priorities. Develop non-restricted summary of CTLP to provide external stakeholders (e.g. schools, community groups) with better understanding of local and pan-london risks and priorities, so as to support their own risk-assessment processes. 1 & 1 & CHANNEL PROCESS & CASE-MANAGEMENT PERFORMANCE & GOVERNANCE Continue formal incorporation of Prevent Problem-Solving Process (PSP) and Channel cases into single meeting to reflect pan-london best practice. Agree annual Terms of Reference and core partners for Channel Panel process, and review/update information-sharing protocols where necessary. Establish service standard timescales for key case-management processes (e.g. response and initial assessment, information-gathering, and initial contact with subject). Produce publishable guidance outlining the pathway of a Prevent referral, to improve understanding of case-management processes amongst professionals and the public. Develop and agree formal front door and pathway for cases involving vulnerable adults not meeting existing Social Care thresholds. Establish appropriate monitoring framework for Prevent enquiries, referrals, and cases to ensure development of outcomes-focused practice, and to highlight areas requiring further training or guidance. Agree annual programme of partnership reporting into Safeguarding Boards to enable oversight of, and partner support for, delivery to meet the requirements of the Prevent duty. Work with Safeguarding Boards Chair and Manager to agree the appropriate use of the Safeguarding Board thematic subgroups to drive delivery of specific workstreams around the delivery of Prevent. 1, & 1, & 1, & Page

4 CHILDREN S & ADULTS SAFEGUARDING SCHOOLS & EDUCATION PROVIDERS Develop and agree range of performance indicators and evaluation metrics around the delivery and impact of Prevent activity in Southwark for inclusion in internal monitoring and submissions to committees. Work with relevant professionals to produce annual review and refresh of Southwark Practice Guidance on Safeguarding Children from Extremism to reflect evolving good-practice and case-studies. Work with Adults Service and pan-london colleagues to consider options for developing practice guidance around Prevent practice in relation to vulnerable adults. Prioritise development of bespoke WRAP training package for frontline Social Work and Safeguarding practitioners to increase understanding of Prevent duty within safeguarding context. Work with service partners to ensure that all Adults and Children s Service practitioners can access inperson WRAP training as part of professional development offer, in addition to WRAP e-learning offer. Create accessible practitioners hub of resources, guidance, and national good-practice examples relevant to safeguarding against extremism/radicalisation, and signpost good resources available online. Ensure other briefings / training related to safeguarding against extremism and radicalisation are prioritised for frontline Children s and Adults Service practitioners where they become available e.g. on online radicalisation, radicalisation cases in Family Court. Consider opportunities for developing Prevent practice leaders with Children s & Adults Services as a means of encouraging internal ownership of the duty and driving the development of strong safeguarding practice in this area. Conduct scoping exercise of wider need for Prevent-related training and information amongst those with safeguarding responsibilities (e.g. carers / foster parents / children s homes / supported premises etc.) and ensure appropriate prioritisation of this delivery in coordination with service partners. Recruit Home Office-funded Prevent Education Officer to provide additional resource for ongoing work with Southwark schools and educational partners in relation to the Prevent duty. Develop localised Prevent presentation and WRAP training package for teachers, and ensure refreshed offer of in-school training sessions made available to all schools within Southwark. 1 & & & & & & & Page 4

5 Page 5 SCHOOLS & EDUCATION PROVIDERS (continued) FURTHER & HIGHER EDUCATION Produce and disseminate Prevent Guide for Schools ; incorporating information about local referral mechanism and case pathways, updated self-assessment compliance checklist, and sample good-practice resources and links. Work with pan-london colleagues to develop relevant lesson plans and classroom resources for both primary and secondary schools, to support the discussion of sensitive topics and improve resilience of young people to extremist and terrorist propaganda and narratives. Prioritise as far as possible support for schools within annual Home Office project commissioning process, to ensure that positive support is provided to Southwark schools and young people through this delivery. Develop process for directing tailored one-to-one support to borough schools around compliance with the Prevent duty and imbedding of good practice within day-to-day safeguarding. Work in partnership with Education Safeguarding to develop understanding of local home-education landscape, and ensure that specific advice around safeguarding young people from radicalisation and extremism risks are incorporated within local-authority guidance to parents. Work with Education colleagues to develop profile of other educational settings in the borough, and prioritise outreach to these settings to support their training and compliance needs. Ensure WRAP training and relevant Prevent-related briefings are made available to local-authority staff within Education in order to improve their understanding of the applicability of the duty to their day-today working, and to support them in advising local institutions and partners in this area. Support local HE/FE institutions in establishing or updating referral and information-sharing processes in relation to Prevent, to ensure that these are incorporated within existing safeguarding procedures. Coordinate with BIS Regional HE/FE Prevent team to ensure local institutions can access in-person WRAP training in addition to e-learning for raising understanding of Prevent duty amongst staff. Support local institutions in complying with their obligations under the Prevent duty, including through the dissemination of sector-relevant advice and best-practice examples. Consider opportunities for establishing links with HE/FE expertise in relevant fields (sociology, psychology, Social Work etc.) to further our understanding of radicalisation and vulnerability to extremism/terrorism.

6 NHS & MENTAL-HEALTH COMMUNITY & VOLUNTARY SECTOR Continue partnership with Southwark CCG and SLaM to ensure their involvement in Channel casemanagement panels, and in providing appropriate mental-health assessment and intervention for vulnerable individuals. Support NHS partners in the ongoing delivery and evaluation of WRAP training for NHS staff and health partners across the borough. Develop case-studies of NHS referrals / Channel cases involving clinical/mental-health support for use in partner training and/or professional development. Consider opportunities for further partnership-working with SLaM and other relevant partners to improve understanding around the links between mental-health / behavioural conditions and vulnerability to extremism or radicalisation, in order to improve practice in this area and provide better outcomes for vulnerable individuals supported by Prevent. Conduct ongoing engagement with full range of community and voluntary-sector partners across the borough, to raise awareness of the Prevent agenda and improve buy-in around key activities to safeguard vulnerable people from risks around terrorism, extremism, and radicalisation. Consider establishment of Community Prevent Forum or other means of engaging directly with communities around the Prevent agenda empowering individuals to develop grassroots responses, and building awareness of and confidence in the local delivery of Prevent. Explore options for securing resources/funding for local CVS organisations to develop and deliver grassroots projects in support of the Prevent agenda, and support organisations in bidding for such funds where appropriate. Work with community partners to develop effective local communications/messaging campaigns around local Prevent priorities where appropriate, and support partners in developing compelling counternarratives in response to extremist or terrorist propaganda or causes. Work with colleagues to develop tailored guidance for voluntary and community organisations around good-practice safeguarding and governance, to include information about their responsibilities under to the Prevent duty and signposting of support and advice. & & & & & 1 Page 6

7 FAITH INSTITUTIONS DIGITAL RESILIENCE / ONLINE SAFETY Work with colleagues to organise and deliver Multi-faith Safeguarding event open to all local institutions, to raise awareness of topics including Prevent and CSE within a wider safeguarding focus, and to provide access to expert guidance and resources to improve practice across the sector. Develop a briefing for faith institutions and their leadership around governance good-practice in relation to extremism/radicalisation risks, and work with local faith communities to increase their understanding of these risks and how they can respond. Partner with local faith institutions to promote the Charity Commission s annual Safer Giving campaign, to highlight the risks around the use of donations for extremist/terrorist causes, and to encourage safe, responsible charitable giving by individuals. Disseminate any relevant Charity Commission guidance and other good-practice for faith institutions, and support any local faith institutions who wish to develop their own best-practice responses to safeguarding their congregations to the risks from extremism/terrorism/radicalisation. Relevant colleagues to test compliance of council IT systems against filtering requirements of Prevent duty, to ensure that extremism/terrorism material cannot be access or disseminated. Annual review of IT compliance to be incorporated within routine testing schedules, including review of public venues owned/run by council or commissioned partners (e.g. libraries, community centres) to ensure borough-wide compliance. Conduct scoping exercise of Internet cafes within the borough, and work with policing partners to raise awareness of online extremism/radicalisation and encourage development of robust policies to mitigate risks. Prioritise e-safety / digital resilience wherever possible in relation to the delivery of commissioned Prevent projects in the borough, to ensure that parents, families, and young people are supported with expert advice and accessible resources to keep children safe online. Develop standard presentation / briefing resources around online extremism/radicalisation risks for dissemination and use by community partners as part of training / awareness-raising activities. 1 & 1 & 1, & 1 & Consider opportunities for public campaign or messaging around online risks, with signposting of relevant 1 Page 7

8 LOCAL-AUTHORITY PREMISES YOUTH OFFENDING TEAM PROBATION SERVICES resources and advice for parents and young people. Conduct scoping exercise of local-authority premises and those used by council-commissioned partners, as well as hireable venues run by local community/voluntary/faith organisations. Develop and agree guidance in relating to use/hire policies to ensure that all such premises are compliant with the Prevent duty and cannot be used in support of extremist or terrorist groups or causes, and coordinate with police and other partners to publicise mechanism for raising concerns or accessing further support. Work with Youth Offending colleagues to identify their training and support needs in relation to the Prevent duty, and work with pan-london colleagues to identify effective case-studies from other Channel panels as a means of increasing understanding and identifying good-practice. Support Probation Services with staff training where applicable, and ensure that any relevant case-studies or practice is shared with these services to improve case-management outcomes.
