3 1 Introduction The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at This service registered with the Care Inspectorate on 22 August Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve its service, we may make a recommendation or requirement. - A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. - A requirement is a statement which sets out what is required of a care service to comply with the Public Services Reforms (Scotland) Act 2010 and Regulations or Orders made under the Act, or a condition of registration. Where there are breaches of the Regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Inspectorate. Naddy Day Care is run by Nadira Stuart, referred to as the childminder throughout this report. Naddy Day care is registered to provide a care service to a maximum of six children at any one time under the age of sixteen, of whom no more than three are not yet attending primary school and of whom no more than one is under twelve months. Numbers are inclusive of the childminder's family. Minded children cannot be cared for by persons other than those named on the certificate. Overnight care will not be provided. 4 To provide balanced meals/snacks taking into account parents wishes. What we did during our inspection We wrote this report following an unannounced inspection. The inspection was carried out by a Care Inspectorate inspector. The inspection took place on Monday 17th August between the times 9:20 am and 11:40 am. As part of the inspection we took account of the completed annual return and self assessment forms that we asked the provider to complete and submit to us. We issued three questionnaires to the service to give to parents and carers before the inspection. Two completed questionnaires were returned to us prior to the inspection. During this inspection we gathered evidence from various sources, including the relevant sections of policies, procedures and records. This included: children's individual folders complaints policy medication policy child protection policy register of attendance record of accidents. We also: viewed the areas of the home used for childminding, spoke to the childminder about how she ran her service observed the childminder's interaction with the minded child interacted with the minded child. page 4 of 14

5 Views of people using the service One minded child was present during the inspection. He was too young to give his views on the service but appeared happy in the care of the childminder. Self assessment Every year all care services complete a 'self assessment' telling us how their service is performing. We check to make sure this is accurate. Care Inspectorate received a fully completed self assessment document from the childminder. We were satisfied with the way she had completed this and with the relevant information she had given us for each of the headings that we grade them under. What the service did well The childminder provides a homely environment for the minded child. We saw that she was responsive to the needs of the minded child, who appeared happy in her care. What the service could do better We discussed the following improvements with the childminder Childminder inspection report updating the child protection policy writing risk assessments obtaining written permission from parents for their child's photographs to be on Facebook carrying out fire drills with the minded children. 2 The grades we awarded We grade the quality of care and support, the quality of the environment and the quality of management and leadership. If the childminder employs an assistant, we also grade the quality of staffing. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. We assessed this through looking at how the childminder provided positive outcomes for children using the SHANARRI (Safe, Healthy, Achieving, Nurtured, Active, Respected, Responsible and Included) outcomes which were developed by the Scottish Government. Information on SHANARRI can be found at: Topics/People/Young-People/getting it right. New families were given a copy of the policies and procedures. This helped to ensure that they understood how the service was run. When the childminder updated a policy she shared this with parents.the childminder's settling in policy was flexible and took account of individual children's age and parents wishes. The childminder provided home cooked meals and snacks that took account of allergies and food preferences. Food was based on the NHS document 'Setting the table' which gave information and guidance on healthy eating for younger children. All children had personal plans, which contained information gathered from parents about their child's health, likes and dislikes. This included contact details for the child's doctor and health visitor. The meant that the childminder had the information required to care for the children. The childminder had completed a SHANNARI wheel for each child, saying how she would meet their needs. We reminded the childminder that information about children should be formally reviewed with parents at least once every six months. The childminder completed a daily diary for each child. This included information about activities they had taken part in, food eaten and how the child had been throughout the day. The childminder told us that the completed page 6 of 14

7 daily diaries were given to parents at the end of the week and verbal updates were given daily. Photographs of the child were ed to parents throughout the day. We suggested that the childminder ask parents what type of communication they would prefer, eg, written, verbal, . The childminder agreed to do this. This will be followed up at the next inspection. We discussed with the childminder that she offer more opportunities for the minded child to gain independence by offering support whilst he did tasks, such as hand washing and drying rather than doing it for him. The childminder understood the reason for this and agreed to offer more independence. The childminder had issued parents with questionnaires to gain their views on the service offered. Both parents who had returned the questionnaire were very positive about the service and no suggestions were made. One parent wrote "I like the fact that you are always out, fresh air is good". Parents who returned the Care Standards Questionnaires agreed and strongly agreed with the following statements: I received clear information about the childminder's service before my child started. The childminder provides a healthy and well balanced diet which meets my child's dietary and cultural needs. My child and I have a positive relationship with the childminder. A parent also write: "My child has built a good relationship with the childminder's child who is of a similar age". Grade The quality of care and support is graded 4 - Good page 7 of 14

8 Requirements Number of requirements - 0 Recommendations Number of recommendations Quality of environment Findings from the inspection We found that the childminder provided good evidence of how she met the areas of practice we looked at in relation to this Quality Statement. We saw the risk assessments that the childminder completed to cover the parts of her home and garden used by the minded children. These were reviewed monthly. She told us that in addition to this she carried out daily visual risk assessments. Safety equipment relevant to the age and stage of development of minded children was in place. We saw that the environment was safe for the minded child present. We discussed with the childminder that she should consider writing a paragraph risk assessment for each of the areas used by the minded children. In this she could identify the risks and what she has done to minimise them. This could be updated when changes were made to the environment. Families were given written information about the childminder's infection control policy. The childminder was booked onto a food hygiene course later this month. We saw that accidents were recorded and signed by parents. This ensured that parents had the relevant information should they need to access further treatment for their child. The childminder's house provided a range of environments for the children to play and relax in. This included the garden which gave them opportunities for fresh air. On the day of the inspection the children played outside. Inside the house, the children had access to the living room and kitchen. Toys were laid out so that children could choose from the range of toys available. In addition the childminder made very good use of resources within the community. This included a local playgroup, Bookbugs at the library, the park, page 8 of 14

9 soft play, Gorgie farm and the train station as the children were interested in trains. The childminder had not carried out a fire drill with children, although she had discussed with parents the evacuation procedure in case of fire. We suggested that she carry out fire drills with the children so that children would be familiar with the process. Both parents who returned the Care Standards Questionnaires strongly agreed with the following statements: The childminder's home is a safe, secure, hygienic, smoke free, pleasant and stimulating environment. The childminder provides a suitable range of equipment, toys and materials for the children. The childminder makes good use of resources in the community for example the library and park. 10 6 Quality of management and leadership Findings from the inspection The childminder provided good evidence of how she met the areas of practice we looked at in relation to this Quality Statement. As a member of the Scottish Childminding Association (SCMA) the childminder received their monthly magazine. The magazine contained information regarding new legislation in the field of early years, training courses and recommended reading, as well as ideas for games and activities. She also received Care News, the Care inspectorate magazine. The childminder had attended training delivered by the SCMA in Introduction to childminding, Safe and secure- child protection and Paediatric first aid. She was booked on to two training courses for the coming month, child led play and a two-day food hygiene course. The childminder had her Care Inspectorate registration certificate and insurance certificate displayed within the kitchen, alongside her certificates for training. The childminder had a complaints policy which told parents what they could do if they had a concern about the overall quality of the service provided by her. This included the contact details for the Care Inspectorate. The childminder had a child protection policy which she shared with parents. Since she had written the policy, the childminder had attended child protection training. We discussed the policy with her and how in light of the knowledge gained from the course, she should amend her policy. The childminder understood the reasons for this and agreed to change the policy. This will be followed up at the next inspection. We told the childminder about the Information commissioners office, who register organisations which process personal information electronically for the provision of childcare. We suggested that she contact them to find out if she was required to register. The childminder agreed to do this, we will follow this up at the next inspection. page 10 of 14

11 Both parents who returned the Care Standards Questionnaire strongly agreed with the following statement: Overall, I am happy with the quality of care my child receives in this service. A written comment included: "I feel a lot more relaxed since I found my new childminder. I can go to work knowing my child is in safe hands".
