3 THE ROLE OF DEPUTY UK YOUTH COMMISSIONER Background The UK Youth Commissioner is reforming her national team to comprise one Deputy UK Youth Commissioner and a team of Assistant UK Youth Commissioners each of which will be responsible for a specific aspect of the youth shaped Scouting strategy. The UK Youth Commissioner is therefore seeking a Deputy. Overview As a Deputy UK Youth Commissioner you will work as a part of the UK Youth Commissioner s team in the delivery of the youth shaped Scouting strategy, in line with vision Your key responsibilities will be to deputise for the UK Youth Commissioner where appropriate, lead on projects relating to local youth commissioner support, and to act as a link with the communications directorate to ensure all youth shaped Scouting communications are effectively scheduled. Role Description Purpose: Appointed by: Responsible to: Responsible for: Main contacts: The primary purpose of this role is to support the UK Youth Commissioner in making the outcomes of the agreed Youth Shaped Scouting Strategy a reality, and ensuring that Scouting is shaped by young people in partnership with adults. UK Youth Commissioner (via the Headquarters Appointments Committee) UK Youth Commissioner None Assistant UK Youth Commissioners [to be appointed], Team UK members (previously known at the UK Chief Commissioner s team), staff colleagues in the Communications and Operations Directorates, Youth Commissioners of the Nations, County [and equivalent] Youth Commissioners, key line managers in the Movement. Key tasks: - Take responsibility for areas of work relating to local youth commissioner support. - Work closely with the UK Youth Commissioner (UKYC) team and the headquarters communications directorate to ensure all communications regarding youth shaped Scouting are well scheduled, up to date, and of a good frequency. - Take responsibility for ensuring up to date case studies on youth shaped Scouting in sections, groups, districts and counties are accessible to members of the movement. - Deputise for the UK Youth Commissioner at agreed meetings and events. - Attend and contribute towards Youth Shaped Scouting Strategy Implementation Programme Board. 4 - Attend and contribute towards UKYC team meetings - Confidently chair meetings and conference calls with the UKYC team when required. - Any other tasks or responsibilities agreed with the UK Youth Commissioner. Time commitment: - UK Youth Commissioner s Team: two weekend residential meetings and two weekend-day meetings per year (to be attended in person). - Youth Shaped Scouting Strategy Implementation Programme Board: four mid-week evening meetings per year (can be joined by tele/video conference). - On average, approximately, ten weekends (or part weekends) per year in addition to the UK Youth Commissioner s Team and Youth Shaped Scouting Strategy Implementation Programme Board. - Approximately five hours per week to manage administration ( and telephone calls primarily). Terms of appointment: - The appointment is for an initial term of three years (subject to annual review with the UK Youth Commissioner), with the potential for reappointment for a further period of time. - This is a voluntary leadership role and is unremunerated, however, reasonable expenses in line with the Association s Expenses Policy will be paid. - Must successfully complete the Appointment Process (including acceptable personal enquiries and acceptance of the Association's policies). - During the five months of Provisional Appointment the relevant Getting Started modules must be completed and a Wood Badge must be completed during the term of the appointment. - Ongoing Safeguarding and Safety training must be completed as required. Person Specification Skills and abilities: - Ability to lead and motivate people in a voluntary environment. - Ability to work and engage with all Members of the Movement, from young people aged 6 to 25 to adult members. - Ability to contribute to strategy development and identify practical actions to achieve strategic objectives. - Ability to work within agreed limits (for example timescales, budgets, etc.). 5 - Ability to communicate effectively, orally and in writing. - Ability to work in effective partnership with staff colleagues. - Ability to speak and present publicly in a clear, articulate and motivating way. - Ability to effectively chair meetings. - Ability to listen to others and counsel when necessary. - Ability to be assertive and cope with challenging situations. - Ability to use technology, especially mobile , to carry out a range of tasks (confident in Microsoft Word, Excel and PowerPoint). - Ability to quickly assimilate a broad overall knowledge of Scouting s policies and structures. - Ability and willingness to undertake the appropriate adult training requirements. Knowledge and experience: - Knowledge and understanding of the Youth Shaped Scouting Strategy and Scouting for All. - Experience working in and leading teams. Personal qualities: - Approachable at all reasonable times. - A willingness to collaborate and promote the agreed, viewpoints rather than perpetuate personal views. - Commitment to The Scout Association s Fundamentals and the implementation of the Scout Programme. - Sufficient time available for the role, including mid-week and weekend engagements, sometimes including extensive travel. - No envisaged barriers to obtaining enhanced disclosure. Profile: - Aged 18 to 25 years old at the time of appointment. 6 HOW TO APPLY Key dates The closing date for nominations is 22 February 2017 at midday. Interviews will take place in London on Saturday 4 March 2017, you will need to be available on this date. Shortlisted candidates will be notified by Sunday 26 February Ideally, the chosen candidate will be free on the weekend of 31 March 2 April 2017 to attend the Summit National Conference. Process The process of making a recommendation for appointment to the role is undertaken by a Search Group. The Search Group for this role will be chaired by Hannah Kentish (UK Youth Commissioner) with the other members of the group being: - Matt Johnson (Area Youth Commissioner, Cardiff and the Vale of Glamorgan) - Karen Fulton (Head of Education) - Alex Peace-Gadsby (Chief Commissioner for England) - Justin Mullender (Internal Communications Executive) or David Hamilton (Director of Communications) - Tudor Westwood (Scotland Country Youth Commissioner) There will be two halves to the interview, which will in total take a maximum of one hour. One part will be a presentation on the topic of What steps need to be taken to move youth shaped Scouting away from being a concept and embed it in the weekly Scout Programme? This can be delivered verbally or with visual aids. The other part of the process will be a traditional interview panel. The Search Group is keen to receive nominations for the role from a wide range of individuals selfnominations are welcome. When completing the nomination form please provide as much relevant information as possible as this will assist the Search Group in considering who may be best suited for the role. Please refer to the role description and person specification to help the Search Group understand how the nominee meets the requirements of the role. It may be helpful to include experiences outside of Scouting that are relevant to the role such as in professional or other volunteer capacities.
