1 SPECIALIST HOMELESSNESS SERVICES Going Home Staying Home District This fact sheet provides an overview of the new specialist homelessness services SHS in the FACS District of NSW. Going Home Staying Home The NSW Government is adopting a new approach to the delivery of specialist homelessness services through the Going Home Staying Home reforms with an increased focus on early intervention so access the right support locally, when they need it and before they reach crisis point. Under this new system, who become homeless will be rehoused as quickly as possible or supported in crisis or transitional accommodation until they can be safely housed or reconnected with family. The new system puts a stronger focus on continuing to support after their crisis has been resolved so they don t become homeless again. Under the reforms, the total budget for specialist homelessness services delivered by nongovernment organisations in NSW will grow from $135 million in to $148 million in Over 149 new specialist homelessness services are being established across NSW. New SHS in the District The District has a budget of $10.2 million per annum for three years for specialist homelessness services. Funding of $8.6 million per annum has been allocated for the restoration of services in the City of Local Government Area for three years. This additional funding is in recognition of concerns about the scale and pace of the Going Home Staying Home reforms and the need for more time to ensure that the sector can fully implement them. Inner city services are funded jointly by South Eastern and Districts as the Local Government Area falls within both Districts. Funding for inner city services, including the restoration funding, is included in the South Eastern District budget. District and South Western District also jointly fund two new services in the -Bankstown area. A total of ten new services will be implemented in the District, including two new services to be implemented jointly with South Western District. These services will support over 3,200 clients every year who are experiencing homelessness or are at risk of homelessness. In addition, there are nine new services in the inner city area, which are being implemented jointly with South Eastern District. As part of the Going Home Staying Home reforms, the Service Support Fund was established to deliver new projects that will complement Going Home Staying Home and the wider approach to 1 Going Home Staying Home: SHS in the District

2 reducing homelessness. A total of six new services will be implemented in the District under the Service Support Fund to the end of January The new service system will continue to focus effort on in the community known to be most at risk of homelessness, for example women experiencing domestic and family violence, rough sleepers, young leaving care, with mental health issues, and living in unsafe conditions. Services will work in partnership with first to know agencies to support before homelessness occurs. Implementation phase The District is currently working with new providers and existing specialist homelessness services to ensure continuity of service provision for clients. Contracts for nine new services have been signed and services should be established by 1 November One new service is currently under secondary procurement. A District Homelessness Implementation Group will guide the implementation of the reforms locally to aid with the transitioning of services. Link2home Link2home is a single state-wide information and referral service available 24 hours a day, 7 days a week, on Link2home provides information about local services, assesses s needs and refers to appropriate services. YWCA NSW The Service will provide prevention and early intervention, supported crisis and transitional accommodation, and help to rapidly rehouse young ready for independent living with some support. It will also provide post crisis support to help keep young housed. The Service will work collaboratively with other agencies and will help connect young to education, training and employment opportunities as well as to positive family and community networks. The diversity of the community creates a need for special tailoring of service provision to address varying cultural and religious needs. The Service will also provide targeted strategies for young exiting Out of Home Care and those with complex needs. The Service has a strong focus on culturally and linguistically diverse young and Aboriginal young. 2 Going Home Staying Home: SHS in the District

3 Inner West Youth Youth Off The Streets Limited 1.The Uniting Church in Australia Property Trust through Wesley Mission 2. YWCA NSW The Service targets young who are homeless or at risk of becoming homeless in the Inner West. This multipurpose youth homelessness service will: identify young at risk early to prevent the escalation of issues leading to their homelessness; support young to engage with family, education and training; provide supported crisis and transitional accommodation while young are assisted to go into long term housing; provide post crisis support and follow-up to help keep young housed; and provide intensive responses for complex needs. This Service is accessible to Aboriginal, young exiting Out of Home Care, and young from culturally and linguistically diverse backgrounds. District Boarding House Outreach Service Newtown Neighbourhood Centre Inc. 1. s and Girls Emergency Centre Incorporated 2. Community Restorative Centre The Service will target living in boarding houses in the District to address issues where this accommodation is not appropriate for their needs and is putting them at risk of becoming homeless. It will help them to resolve issues with the quality and standard of their accommodation or find alternative housing. The Service will provide outreach support to residents of boarding houses through case coordination and wrap around supports, and by connecting with complex needs with other specialist support and treatment agencies. This Service has a strong focus on services for Aboriginal and from culturally and linguistically diverse backgrounds. Homelessness Early Intervention Service Mission Australia 1. Domestic Violence NSW Service Management The Service will provide early intervention and prevention support to tenants at risk of homelessness by addressing the issues that are placing the tenancy at risk. It will also work with residing in insecure accommodation or overcrowded circumstances by assisting them to find and maintain suitable long term accommodation. 4 Bankstown Multicultural Family Homelessness Support Service Bankstown CALD To be confirmed To be confirmed The Service will provide families who are homeless or at risk of homelessness due to domestic and family violence with safe and supported crisis and transitional accommodation. It will also assist vulnerable families, including women and men with children. The Service will provide safe houses for women with or without children who are escaping domestic and family violence, and help them to be rapidly rehoused in private rental or social housing. Once housed, post crisis follow-up will be provided through wrap around support and the use of brokerage funds. The Service will link with other support, including Staying Home Leaving Violence. This Service will ensure responses are accessible to families from culturally and linguistically diverse backgrounds, including women and children escaping domestic violence, single parents with children, couples with children, and refugees. Inner West Family Homelessness Support Service St Vincent de Paul Society NSW and : : The Service covers the, and Local Government Areas. It will support women and children escaping domestic and family violence, single parents with children, and couples with children who are homeless or at risk of homelessness. The Service will provide holistic homelessness responses, including: supported crisis and transitional accommodation; safe houses for men and women with children leaving domestic violence; rapidly rehousing these families and, once housed, post crisis support/follow-up; and wrap around support brokerage or other assistance, as required. This Service has a strong focus on responses for Aboriginal families and families from culturally and linguistically diverse backgrounds. YWCA NSW This Service will support young men and women with children who are homeless or at risk of becoming homeless, and will provide transitional accommodation linked to support. The Service will support a pathway towards independent living by assisting clients to develop parenting, budgeting and living skills, and will link young parents to education and training, and to positive family and community networks. The Service will help young parents establish and sustain long term housing through partnerships with housing providers, private real estate agents and mainstream services. It will provide families with a crisis response, transition accommodation, and safe houses for women with children leaving domestic and family violence. The Service will also assist men with children and other families who are homeless or at risk of becoming homeless. This Service will aim to house rapidly and once housed, provide post crisis support through wrap around support and the use of brokerage funds. This Service has a focus on responses for women and children escaping domestic and family violence, single parents with children, and couples with children, including Aboriginal families and families from culturally and linguistically diverse backgrounds. Transgender Homelessness Support Service Transgender The Gender Centre Inc This Service targets transgender persons aged 25 years and over at any stage of transition who are at imminent risk of homelessness or currently homeless. The Service will provide the transgender community with supported accommodation, and aims to re-house rapidly. Once housed, post crisis support will be provided through wrap around support packages to maintain stable housing. Lesbian, Gay, Bisexual, Transgender, Intersex or Queer Youth Homelessness Project The Twenty Ten Association Incorporated The Service will provide responses for young under the age of 25 who identify as Lesbian, Gay, Bi Sexual, Transgender, Intersex or Queer (LGBTIQ), who are homeless or at risk of becoming homeless. It will support young to engage with family, and education and training, and help to prevent the escalation of issues leading to homelessness. The Service will provide transitional accommodation with support, and help to rapidly rehouse those who become homeless. It will also provide intensive, multi-disciplinary support working with other agencies for with complex needs, and follow-up support to ensure clients who were previously homeless do not become homeless again. This Service will ensure responses are accessible to Aboriginal young and young from culturally and linguistically diverse backgrounds. 5 Going Home Staying Home: SHS in the District

It will work with young, women and men, and will provide targeted support to Aboriginal. This Service will deliver innovative solutions to reduce the drift of into the inner city, and support clients in crisis while the capacity of the system to intervene early to prevent homelessness is strengthened. The Service will intervene early to prevent homelessness, rapidly re-house who have become homeless, and provide supported accommodation. It will also provide intensive responses for clients with complex needs who are homeless or at risk of homelessness. The Service will deliver support to chronically homeless and those at risk of becoming homeless, including those who are couch surfing, or leaving custody, juvenile justice, out-of-home care or health institutions. The Service will also lead the ongoing delivery of Camperdown Support Services. It will work with young, women and men, and will provide targeted support to Aboriginal. Inner City Assertive Outreach and Case Coordination for Homeless Vulnerable and Complex Clients Service Neami Limited This Service will work with clients with complex needs who are sleeping rough, where outreach workers directly engage with clients on the streets offering assistance and case management. It will provide a targeted response for Aboriginal men and women. The Service will work in partnership with health services, general practitioners and other organisations to address the needs of the chronically homeless. The Service will have a Housing First approach which focuses on helping clients access and sustain long-term supported housing solutions. This Service has a strong focus on responses for Aboriginal. Inner City Rapid Response YWCA NSW Partner: The Haymarket Foundation This Service will work with young, women, men and families to support them to find and sustain long-term housing options. It will target new arrivals to inner city to support them to return to their safe and supportive community of origin. The Service aims to lessen the likelihood of the client becoming entrenched in the homelessness service system. It has a strong focus on responses for Aboriginal and is accessible to from culturally and linguistically diverse backgrounds. Inner City Homelessness Prevention and Support Service for People Launchpad Youth Community Incorporated 1. The Ted Noffs Foundation 2. Weave Youth and Community Service This Service will support young experiencing homelessness or at risk of homelessness, and will provide prevention, early intervention, supported crisis and transitional accommodation, rapid rehousing, and intensive responses for complex needs. The Service will have strong partnerships with other organisations; advocate for young to support access to services, health, education and training; and facilitate sustainable housing options. This Service has a strong focus on responses for Aboriginal young who are rough sleeping or couch surfing, leaving out-of-home care or the juvenile justice system, or who are at risk of becoming homeless, and is accessible to young from culturally and linguistically diverse backgrounds. 7 Going Home Staying Home: SHS in the District

St George Community Housing This Service will support single women and women with children experiencing homelessness or at risk of becoming homeless, including clients experiencing domestic and family violence. It will provide a multidisciplinary service model for clients with low to complex needs, including those with mental health issues. The Service will provide prevention, early intervention, supported crisis and transitional accommodation, rapid rehousing, and intensive responses for complex needs. This Service has a strong focus on responses for Aboriginal women and is accessible to women from culturally and linguistically diverse backgrounds. Inner City Complex Needs Care and Support Service The Station This Service is a soft entry point for single men and women who are chronically homeless and who fall through the gaps of other services. The Service will offer essential support to assist with daily living requirements. It will also engage clients to develop a case plan that links them into appropriate services to facilitate their access into long term accommodation options. This Service has a strong focus on responses for Aboriginal and is accessible to from culturally and linguistically diverse backgrounds. Inner City Service for Homeless who are Survivors of Childhood Sexual Abuse (Restoration Funding Service Package) and Girls Emergency Centre Inc. Partner: Stepping Out This Service will provide a specialised response to women and women with children who are experiencing homelessness and who are survivors of childhood sexual abuse and have complex needs. It will provide prevention and early intervention, rapid rehousing, crisis and transitional accommodation, and intensive responses for clients with complex needs. Services will include outreach support and multi-disciplinary case planning to deliver wraparound services. This Service has a focus on responses for Aboriginal women and is accessible to women from culturally and linguistically diverse backgrounds. Inner City Rapid Rehousing Response Service for Experiencing Domestic and Family Violence (Restoration Funding Service Package) Domestic Violence Service Management This Service will provide specialist service responses to women who are experiencing domestic and family violence and who are at imminent risk of homelessness, experiencing homelessness, living with friends or family, or living in crisis accommodation. The Service will support women to access private rental housing and the Start Safely rental subsidy or social housing, where they are eligible and are a priority. This service will work with women to develop goal-oriented, client-centred case plans and assisted them to sustain their tenancies and transition to independent living. The service will provide ongoing outreach support once a client is safely housed or ensure the client is being supported by another appropriate service. It will provide prevention and early intervention, rapid rehousing, and intensive responses for complex needs. 9 Inner City Service for with Complex Needs (Restoration Funding Service Package) B Miles Foundation Detour House Community Restorative Centre This Service will support women with complex needs who are experiencing homelessness or at risk of becoming homeless and who require specialised responses due to a range of circumstances or issues such as mental health issues, alcohol and other drug misuse issues, and exiting correctional facilities or health institutions. This Service will use a multi-disciplinary model and will provide prevention and early intervention, rapid rehousing, supported crisis and transitional accommodation, and intensive responses for clients with complex needs. This Service has a strong focus on responses for Aboriginal and is accessible to from culturally and linguistically diverse backgrounds. Crisis Support Service for People who are Chronically Homeless with Complex Needs (Restoration Funding Service Package) The Haymarket Foundation This Service will target men and women who are experiencing chronic homelessness and who have complex needs. It will provide crisis assistance, including an eight-bed intoxicated persons unit for women, and provide multidisciplinary and intensive responses appropriate to address their complex issues. The service will develop partnerships to strengthen integrated and specialised responses and facilitate Housing First responses to this complex client group. The Service will target strategies to reduce clients drifting into the inner city to receive homelessness services. It will provide crisis and transitional responses, and intensive responses for clients with complex needs. This Service has a strong focus on responses for Aboriginal and is accessible to from culturally and linguistically diverse backgrounds. Inner City Homelessness Extended Service (Mission Australia) (Restoration Funding Service Package) Mission Australia This Service extends the responses to be provided through the Inner City (Mission Australia). The service will provide support to clients through the Mission Australia Centre and a newly-established Aboriginal Case Management Team. It will also provide support to young through The Crossing Service, support the case management of all Common Ground clients, and maintain Missionbeat s operational hours at levels. It will provide prevention and early intervention, rapid rehousing, crisis and transitional responses, and intensive responses for clients with complex needs. This Service has a strong focus on responses for Aboriginal and is accessible to from culturally and linguistically diverse backgrounds. 10 Inner City Homelessness Extended Service (The Salvation Army) (Restoration Funding Service Package) The Salvation Army (New South Wales) Property Trust : and : People: This Service extends the responses to be provided through the Inner City (The Salvation Army) and will enable crisis beds to be provided at levels while a staged approach to the reduction in congregate crisis accommodation is undertaken. It will provide outreach support to Common Ground clients, to be negotiated with Mission Australia on a needs basis. The Service will target strategies to reduce clients drifting into the inner city to receive homelessness services. The Service will provide prevention and early intervention, rapid rehousing, crisis and transitional responses, and intensive responses for clients with complex needs. This Service has a strong focus on responses for Aboriginal and is accessible to from culturally and linguistically diverse backgrounds. This Service has a strong focus on responses for Aboriginal and is accessible to from culturally and linguistically diverse backgrounds. GHSH Service Support Fund District As part of the Going Home Staying Home reforms, the Service Support Fund was established to deliver new programs that will complement Going Home Staying Home and the wider approach to reducing homelessness. The following table summarises the providers in the District that have been successful in their application for the Service Support Fund.
