Backgrund Against the backdrp f the accident at TEPCO s Fukushima Daiichi nuclear pwer plant (NPP) in March 2011, the Directr General f the Internatinal Atmic Energy Agency (IAEA) cnvened the IAEA Ministerial Cnference n Nuclear Safety in June The Cnference adpted a Ministerial Declaratin which, inter alia, requested the Directr General t prepare a draft actin plan n nuclear safety cvering all the relevant aspects relating t nuclear safety, emergency preparedness and respnse, and radiatin prtectin f peple and the envirnment, as well as the relevant internatinal legal framewrk. On 22 September 2011, the IAEA General Cnference unanimusly endrsed the IAEA Actin Plan n Nuclear Safety. The Actin Plan defines a cmprehensive prgramme f wrk, in 12 majr areas, t strengthen nuclear safety wrldwide. The actin related t cmmunicatin and infrmatin disseminatin requests the IAEA Secretariat t rganize internatinal experts meetings t analyse all
2 Page 2 relevant technical aspects and learn the lessns frm the Fukushima Daiichi nuclear pwer statin accident. 1 This meeting is being rganized in respnse t that request. B. Objectives The verall bjective f this internatinal experts meeting (IEM) is t gather and share knwledge and experience gained in the light f the Fukushima Daiichi accident cncerning severe accident management, as well as t identify lessns learned and best practices. The specific bjectives f the IEM are t: Share imprvements made t severe accident management prgrammes fllwing the Fukushima Daiichi accident; Discuss the apprpriate regulatry treatment f severe accident management; Discuss hw t effectively train and equip peratrs t effectively implement severe accident management guidelines (SAMGs); Identify any knwledge gaps related t the implementatin f SAMGs and the ways t fill these gaps; Discuss linkages between n-site and ff-site respnse plans during a severe nuclear accident; and Identify ptential pririty areas fr research and develpment. The IEM is expected t be f particular interest t relevant gvernment ministries, nuclear facility managers and nuclear regulatrs, technical supprt rganizatins (TSOs), natinal nuclear safety authrities, internatinal rganizatins, and natinal and internatinal research rganizatins wrking in the fields f severe accident management and emergency respnse. C. Frmat An pening address will be delivered by an IAEA senir management representative. The IEM will cnsist f a plenary sessin and several parallel wrking sessins. The plenary sessin will include keynte presentatins by invited internatinal experts. Presentatins will be given by experts frm the IAEA and ther internatinal rganizatins, as well as frm Japan and ther IAEA Member States, and will fcus n natinal respnses t the Fukushima Daiichi nuclear accident. The plenary sessin will prvide an pprtunity t take a retrspective lk at what has been achieved since the accident and t summarize the wrk that remains in the area f severe accident management. 3 Page 3 well as by TSOs, thus ffering a brad glbal visin n severe accident management in the light f the Fukushima Daiichi accident with a view t stimulating discussin. The parallel wrking sessins will feature presentatins and discussins by internatinal experts and participants which will fcus n the technical and regulatry aspects f severe accident management, including cnsideratins f emergency respnse. Discussins will be held frm the perspective f perating rganizatins, regulatry bdies, gvernmental rganizatins and TSOs. An anntated prgramme will be made available n the IEM web page (see Sectin K belw) in due curse. Summaries f all the technical presentatins and discussins, including lessns learned, and recmmendatins fr further activities, as well as input fr future research and develpment areas and their pririties, will be prepared by the Chairpersn and the c-chairpersns f the IEM and will be presented at the clsing plenary sessin. D. Tpics The participants f the IEM will share knwledge and experience, as well as identify lessns learned, in the areas described belw. Other nging IAEA activities will prvide additinal inputs fr the meeting. The verall themes f the five wrking sessins and the specific tpics t be cvered are as fllws: Enhancements t severe accident management guidelines Guidelines fr multi-unit accidents, spent fuel pls and lw pwer and shutdwn mdes Cnsideratin f damaged infrastructure bth n-site and ff-site t the plant Enhancements t the analytical basis fr the develpment f SAMGs Regulatry issues related t severe accident management Member State activities regarding the prper regulatry treatment f SAMGs Requirements fr staff training, bth ff-site and n-site exercises and equipment qualificatin Validatin requirements fr SAMGs and the peridicity f their review Effective implementatin f severe accident management guidelines Operating rganizatin perspective n training prgrammes Industry-wide prgrammes fr sharing knwledge n severe accident management Industry prgrammes fr emergency equipment maintenance, testing and qualificatin and arrangements fr access t this equipment in an emergency
4 Page 4 On-site emergency respnse planning and interface with severe accident management guidelines Lss f emergency respnse equipment and systems Operatr fatigue and lss f key persnnel Access t vital equipment during a severe accident Off-site emergency respnse planning fr severe accidents in the presence f extreme natural events Off-site t n-site interface and cmmunicatin challenges Cmmand and cntrl issues Lss f emergency respnse equipment and systems and critical ff-site infrastructure Presentatins will be given n each tpic by internatinally recgnized experts in their respective areas. E. Cntributed Papers Cncise papers n issues falling within the tpics utlined in Sectin D abve may be submitted as cntributins t the IEM. All papers, apart frm invited papers, must present riginal wrk and shuld nt have been published elsewhere. (a) Submissin f synpses Experts frm IAEA Member States wh wish t present a paper at the IEM must submit an extended synpsis (in English) f maximum 800 wrds (i.e. tw A4 frmat pages f single spaced typing, r the equivalent, including any tables r diagrams and a few pertinent references), tgether with a cmpleted Frm fr Submissin f a Paper (Frm B) and Participatin Frm (Frm A), t the cmpetent fficial authrity fr subsequent electrnic transmissin t the IAEA (fficial.mail@iaea.rg). These dcuments must be received by the IAEA by 15 January In additin, the synpsis must be sent electrnically t: iem7@iaea.rg. The synpsis shuld give enugh infrmatin n the cntent f the prpsed paper t enable the Selectin Cmmittee t evaluate it. Intrductry and general matters shuld nt be included. Authrs are urged t make use f the Extended Synpsis Template available n the IEM web page (see Sectin K). (b) Acceptance f papers The synpsis will be cnsidered nly if the Participatin Frm (Frm A) and Frm fr Submissin f a Paper (Frm B) have been received by the abve-mentined deadline and thrugh the apprpriate fficial channels.
5 Page 5 In rder t prvide ample time fr discussin, the number f papers that can be accepted fr ral presentatin is limited. If the number f relevant and high quality papers submitted fr selectin exceeds the acceptable number, sme f them may be selected fr pster presentatin instead. Authrs will be infrmed by 15 February 2014 as t whether their paper has been accepted by the Selectin Cmmittee n the basis f the synpsis submitted. At the same time, authrs will be advised as t whether their paper has been accepted fr ral presentatin. Advance cpies f presentatins/psters have t be submitted by 15 February The IEM Secretariat reserves the right t exclude papers that d nt cmply with the IAEA s quality standards and/r d nt apply t ne f the tpics listed in Sectin D. F. Participatin The IEM is targeted at experts frm IAEA Member States with experience in the peratin f NPPs, as well as frm IAEA Member States that are in the advanced stages f develping new nuclear pwer prgrammes. All experts designated by Member States t participate in the meeting are requested t register nline in advance thrugh the IEM web page (see Sectin K). In additin, they are required t send a cmpleted Participatin Frm (Frm A) and, if applicable, the Frm fr Submissin f a Paper (Frm B) and the Grant Applicatin Frm (Frm C) t the cmpetent natinal authrity (e.g. the Ministry f Freign Affairs r Natinal Atmic Energy Authrity) r t ne f the rganizatins invited t participate, fr subsequent transmissin t the IAEA (fficial.mail@iaea.rg). A participant will be accepted nly if the Participatin Frm is transmitted thrugh the cmpetent natinal authrity f a Member State f the IAEA r by an rganizatin invited t participate. Participants whse fficial designatins have been received by the IAEA will receive further infrmatin n the IEM apprximately tw mnths befre the beginning f the meeting. This infrmatin will als be psted n the IEM web page. G. Expenditures N registratin fee is charged t participants. The IAEA is generally nt in a psitin t bear the travel and ther csts f participants in the meeting. The IAEA has, hwever, limited funds at its dispsal t help meet the cst f attendance f certain participants. Such assistance may be ffered upn specific request t nrmally ne participant per cuntry prvided that, in the IAEA s view, the participant n whse behalf assistance is requested will make an imprtant cntributin t the meeting. If gvernments wish t apply fr a grant n behalf f ne f their experts, they shuld address specific requests t the IAEA t this effect. Gvernments shuld ensure that applicatins fr grants are submitted by 15 February 2014 and that they are accmpanied by a duly cmpleted and signed Grant Applicatin Frm (Frm C). Apprved grants will be issued in the frm f a lump sum payment that usually cvers nly part f the cst f attendance.
6 Page 6 H. Wrking Language The wrking language f the IEM will be English. All cmmunicatins, synpses and full papers must be sent t the IAEA in English. I. Visas Designated participants wh require a visa t enter Austria shuld submit the necessary applicatin t the nearest diplmatic r cnsular representative f Austria at least fur weeks befre they travel t Austria. Since Austria is a Schengen State, persns requiring a visa will have t apply fr a Schengen visa. In States where Austria has n diplmatic missin, visas can be btained frm the cnsular authrity f a Schengen Partner State representing Austria in the cuntry in questin. J.
