3 Problems Duplicate data and wasted effort: Awardees have to curate and combine data that is scattered across public and private sources- ORCID, SCOPUS, PubMed, RPPRs, Vivo, Trellis, etc. Poor tracking and measurement Federal funders can t track their impacts on scientist careers, especially across different agency funders. Inefficient biomedical networks (mentoring, reviewer selection, collaboration, etc.) do not fully use modern technology National Academies findings on Burden- (also related legislation-see Appendix for more information): [A]gencies often require the submission of [the same] information in very dissimilar forms and formats [T]hey make use of diverse databases [that] may be inaccurate or outdated, which means the investigator may need to invest significant time and effort to make certain that the information is corrected and/or up to date [U]se of multiple diverse databases creates difficulties with research proposals that involve researchers from diverse disciplines. The committee recommends that Congress task a single agency with overseeing and unifying efforts to develop a central database of investigator information. Each investigator should be assigned a unique identifier linked to the database and accessible to all federal funding agencies. In order to assure the currency of information in the database, information in the database should be maintained by individual investigators. The database should include each investigator s relevant personally identifiable information, CV, and a list of the investigator s publications or links to a third-party site listing the investigator s publications. 3
