Purpose and Scope 1.1 The purpose of this technical guidance document is to define the process guidelines and SANAS approach for the seamless transition and implementation of both ISO/IEC TS :2016 and ISO/IEC TS : This document applies to all certification bodies accredited to ISO/IEC :2015 for QMS (ISO 9001, versions 2008 & 2015) and EMS (ISO 14001, versions 2004 & 2015). It complements directives as documented in TG Furthermore, all new applications are expected to consider the provisions of these technical specifications. 1.3 This document also defines SANAS accreditation scopes for management system certification (ISO/IEC ) for QMS (ISO 9001:2015) and EMS (ISO 14001:2015). Transition guidelines from NACE Revision 1 to NACE Revision 2 are also outlined in this document. 1.4 Provision is made in this document on migration guidelines to ISO 45001:2018 from OHSAS 18001:2007 with reference to applicable IAF documents also made. 2. Background The technical specification (TS), ISO/IEC TS :2016 on competence requirements for auditing and certification of environmental management systems, specifies additional competence requirements for personnel involved in the audit and certification process for Environmental Management Systems (EMS) and complements the existing requirements of ISO/IEC :2015. This TS was published in 1 st December 2016 with a 2-year transition period which will end on 30 November SANAS has developed checklist F211 to be used during assessments leading to the transition due date in order to monitor the implementation of this TS within the CB s competence management system. The technical specification (TS), ISO/IEC TS :2017 on competence requirements for auditing and certification of quality management systems, complements the existing requirements of ISO/IEC :2015. It includes specific competence requirements for personnel involved in the certification process for quality management systems (QMS). This TS was published on 14 th March 2017, again with SANAS Page 3 of 6

4 a 2-year transition period which ends by the 13 th March SANAS has developed checklist F212 to be used during assessments leading to the transition due date in order to monitor the implementation of this TS within the CB s competence management system. Regarding OHSAS 18001, the development of standards for OHSMS began in the early 1990 s and a lot of work was done by the OHSAS Project Group before the publication of OHSAS in 1999 and OHSAS in A revision of OHSAS was published in 2007, and a revision of OHSAS in Further consultations on developing an OHSMS International standard continued to take place, and eventually, a new work item proposal was presented to ISO in March 2013, which led to development of ISO Occupational health and safety management systems Requirements with guidance for use. While the OHSAS Project Group has full ownership of the copyright in OHSAS 18001, it has entered into royalty free licensing and copyright agreements with many National Standardization Bodies. This has facilitated the adoption and use of OHSAS at the national level, and promoted its implementation by organizations. In turn, this has led to a global improvement in OH&S culture which will now be globally embraced as ISO SANAS Transitional Assessments 4.1 These transitional assessments will be performed as far as possible with the scheduled annual assessments in order to avoid extra costs for the CB. 4.2 All records and documented changes in line with these technical specifications will be assessed during the scheduled annual visits and records shall demonstrate the following as a minimum: the internal audit and management review findings are aimed at ensuring effective implementation of ISO/IEC TS :2016 and ISO/IEC TS :2017; the actions in the CB s established transition plan are adhered to and monitored to ensure timely transition; the necessary changes made to certification competence management systems are implemented; and all changes are implemented in all fixed-office locations/branches, where applicable. 4.3 As indicated in the current SANAS P05 document, SANAS scoping approach for QMS and EMS accreditation under ISO/IEC is based on the statistical nomenclature for economic activities, NACE Rev.2 published by the Commission of European Communities (official Journal L393/1, ). SANAS has been reviewing current schedules of accreditation (SoA) and identified that some scopes are still based on NACE rev1, which therefore calls for a need to update these schedules to reflect NACE 2 classification codes. Considering this, SANAS has since started a process of determining the specific amendments needed for individual Certification Body (CB) schedules to reflect the changes brought about by NACE 2, and it is intended that this will be completed without undue burden on the CBs concerned. The aim is to complete this process by the end of September 2018 and it should be noted that this process will not result in any CBs scope being reduced. The intention is also to support the implementation of IAF MD Migration to ISO 45001:2018 from OHSAS 18001:2007 follows IAF Resolution which was passed by the IAF General Assembly in New Delhi, India on 4 th November 2016, a 3-year migration period to ISO 45001:2018 from OHSAS 18001:2007 was endorsed. For this, IAF has developed a migration plan and published a Mandatory Document IAF MD21:2018; Requirements on the Migration to ISO 45001:2018 from OHSAS 18001:2007. This document provides directives SANAS Page 4 of 6

5 and identifies activities which shall be considered by interested parties on migration arrangements before implementing ISO In addition, IAF has published another Mandatory Document IAF MD22:2018 on the application of ISO/IEC for the certification of Occupational Health and Safety Management Systems (OH&SMS). Therefore, SANAS accredited CBs for OHSAS 18001:2007 are required to establish a migration plan which will, as a minimum, demonstrate how this migration will be managed. This plan must also be submitted to SANAS for review. Migration assessments will be performed as far as possible with the scheduled annual assessments in order to avoid extra costs for the CB. 5. Changes to the Certificate and Schedule of Accreditation 5.1 Once the CB has demonstrated successful transition and effective implementation of ISO/IEC TS :2016 and ISO/IEC TS :2017 and the decision by the SANAS Approval Committee/AM review is for the continuation / maintenance / renewal of accreditation, the Schedule of Accreditation for EMS (ISO 14001) and QMS (ISO 9001) will be adapted to reflect these technical specifications, respectively. 5.2 It is important to note that the effective date on the certificate and three (3) year assessment cycles will remain unchanged, the only change will be the issue number and date on the schedules of accreditation for both QMS (ISO 9001) and EMS (ISO 14001). 5.3 Once the CB has demonstrated successful execution of its migration plan for ISO 45001:2018, both the OHSAS 18001:2007 and ISO 45001:2018 will be reflected on the schedule of accreditation until the migration due date, thereafter only the ISO 45001:2018 will be reflected on the schedule of accreditation. 6. Overview of changes in TS requirements 6.1 The publication of both ISO/IEC TS :2016 and ISO/IEC TS :2017 technical specifications include complementary competence requirements to the normative annexure A of ISO/IEC :2015.
