4 Ultraviolet radiation (UVR) from both the sun and indoor tanning is a known human carcinogen. In August of 2009, the World Health Organization s International Agency for Research on Cancer (otherwise known as IARC) reclassified indoor tanning devices into the highest cancer risk category, making a definitive link between tanning devices and skin cancer including the most deadly form of skin cancer melanoma. The study was a meta-analysis of over 20 studies and concluded that the risk of melanoma increases by 75% for a person that uses tanning beds before the age of 35. Skin cancer is the most common cancer diagnosed in Canadians. It is important to know that melanoma is the most serious form of skin cancer because it can spread throughout h the body is the 3rd most common cancer in young women between the ages of 15 to 29 (representing about 11%).
5 With the knowledge that indoor tanning is known to cause cancer and the apparent social acceptance of tanning, particularly among young people, tanning is becoming the new tobacco. In the same way smoking was glamorized in the past, now it s not only cool to have a tan it s seen as a sign of health and vitality. For example, being tanned is an important accessory for students graduating from high school. In the same way that myths and misunderstandings arose around smoking, we are seeing the same thing happening around the so called health benefits of tanning.
6 There are many myths about the benefits of indoor tanning. For instance many people hear that Myth #1: There is a safe way to tan. Reality: Any change in skin colour is skin damage, which can lead to premature aging and skin cancer. Indoor tanning equipment can emit UVR at levels that are five times stronger than the mid-day summer sun. in addition many ypeople p falsely believe that... Myth #2: Going to a tanning salon to get a base tan provides protection from a sunburn. Reality: Having a base tan provides at the very most 2-4 SPF, which is not adequate protection from the sun.. The CCSociety s position is that a minimum SPF of 15 is required for adequate protection. Another common argument made to justify the use of tanning beds is that... Myth #3: Tanning beds provide vitamin D. y g p Reality: Tanning beds are not a safe way to get your vitamin D. A few minutes of unprotected sun exposure and/or taking a vitamin D supplement are much safer methods. The CCS recommends consulting with your doctor on the best method for you.
7 In the same way that tobacco companies market to youth, similar methods are being used by the tanning industry. The marketing practices of the indoor tanning industry no doubt leads to confusion and a false sense of security for those weighing whether or not to tan, particularly among youth. These false and misleading claims have resulted in legal complaints launched against various players from the tanning industry. 1. Competition Bureau of Canada versus Douglas McNabb of Fabutan In 2006 The Competition Bureau of Canada filed a complaint against Fabutan and its President Doug McNabb for making false and misleading statements about the health benefits of indoor tanning. A consent agreement was reached by which Fabutan and Douglas McNabb had to stop making representations to the public linking indoor tanning with the unproven benefits of vitamin D, and reduced risk of certain diseases. If Fabutan does promote the benefits of vitamin D, they have been ordered to do so with a full disclosure about the harmful effects of UV radiation and to emphasize the fact that vitamin D can be obtained using methods other than indoor tanning. In addition, any claim about a base tan must come with a full disclosure that a base tan only provides a SPF of 2-4, while health Canada recommends at least 15 spf. Fabutan has agreed to pay an administrative monetary penalty of $62, US Federal Trade Commission (FTC) versus the International Tanning Association The Federal Trade Commission i also charged the Indoor Tanning Association with making false health and safety claims about indoor tanning - for example denying the link to skin cancer. The association agreed to a settlement that bars it from any further deception. The Indoor Tanning Association represents tanning facilities and suppliers of tanning equipment. The FTC complaint alleged that in March 2008, the association launched an advertising campaign designed to portray indoor tanning as safe and beneficial. The campaign included two national newspaper ads, television and video advertising, two Web sites, a communications guide, and point-of-sale materials that were provided to association members for distribution in local markets. A similar agreement to the competition bureau case was reached. 3. Canadian Cancer Society versus Joint Canadian Tanning Association and Fabutan The Canadian Cancer Society national public issues office has also brought forward 2 complaints in The first alleges that Fabutan has not abided by their consent agreement outlined in the first complaint case mentioned earlier. The second complaint is against the Joint Canadian Tanning Association (JCTA) who is a member-based organization that receives funding from indoor tanning providers in exchange for representation and pro-tanning advocacy to all levels of Government in Canada and to the media. The JCTA are responsible for relaying pro-tanning news and medical data to their member groups and for initiating political actions on their members behalf. The Canadian Cancer Society alleges that on a number of occasions, the JCTA has made misleading and false statements regarding both the benefits and the risks associated with indoor tanning. At this point no decision regarding this case has been made.
8 Next we ll look at government regulations.
9 The Federal Government Regulates Tanning Beds through the Federal Radiation Emitting Devices Act. The label you see here is required on every piece of tanning equipment. The act covers areas such as the use of timers, labelling and instructions that must accompany each piece of equipment. Every piece of tanning equipment must have permanently affixed to its external surface. This label l should be clearly l legible and readily accessible to view by the user immediately before use. Bill C-497 in the House of Commons will require larger radiation warning labels on tanning beds placed in areas on the bed where they can clearly l be seen by users. It will draw a clear link between tanning beds and cancer and recommend that persons under 18 avoid use. It is important to note that neither are included in current labels.
10 Designed to give tanning salon owners, operators and users of tanning equipment a fundamental understanding of ultraviolet radiation and its effects on people. It discusses the risks of tanning, provides information on certain cosmetic and medicinal products that increase ultraviolet effects, and provides a list of general guidelines. The final section contains a series of questions for tanning salon personnel to test their knowledge and understanding of the information in this booklet. Essentially an employee take an open book exam, as many times as they want in order to pass, and makes recommendations regarding whether or not a person has the right skin type to tan. Are the General Guidelines being followed? The Canadian Cancer Society conducted a survey to find out. In 2007, undercover youth researchers were hired to survey 79 out of 85 tanning salons identified in the Toronto area. The purpose of the survey was to determine: if artificial tanning facilities were following Health Canada s voluntary safety guidelines and to further assess the need for provincial regulation around the practices of the artificial tanning industry.
11 This graph shows that: 60% of salons surveyed did not ask the age of the minor. Additionally: 51% of facilities would have let the researchers tan even after they revealed ldthey were under the age of f16. 99% of facilities did not recommend against tanning even when researchers were identified as having fair skin. 96% of all personnel operators did not communicate with the researchers about Health Canada s tanning guidelines.
12 There are also provincial guidelines for tanning salon operators. Here we see that while minors are not prohibited from using tanning salons, the use of tanning salons by minors is not recommended. In BC, the use of tanning salons especially by minors - is not recommended in the provincial guidelines.
13 Taking this into consideration and in response to IARC s reclassified of indoor tanning devices into the highest cancer risk category, the Canadian Cancer Society is asking for legislation to prohibit those under the age of 18 from using indoor tanning devices. Our recommendations also include: A ban on advertising aimed at those under the age of 18; and Government regulation of the indoor tanning industry. 1.Mandatory registration of UV-emitting devices 2.Licensed staff 3.Regular inspection of equipment and premises 4.Prohibit tanning industry use of misleading phrases ( safe, no harmful rays, no adverse effects ) 5.Clear health risk labeling on UV-emitting devices
14 There is widespread support for legislation. We ve seen that in 2003 and 2005, the World Health Organization (WHO) recommended that no person under 18 years old use artificial tanning beds. In 2005 an IPSOS Reid opinion poll (commissioned by the Vancouver Island Health Authority (VIHA)) showed strong support for an age restriction that would protect children and youth from a recognized skin cancer causing agent. In addition to the WHO and VIHA, this slide shows other organizations in support of the research and Canadian Cancer Society s position. 1. Canadian Dermatology Association 2. Canadian Medical Association - CMA calls for banning use of indoor tanning facilities for those under 18; CMA calls on governments to require signage in tanning facilities outlining carcinogenic potential and other health risks 3. BC Cancer Agency 4. Public Health Association of British Columbia 5. BC Centre for Disease Control 6. Health Officers Council of BC have a Resolution to call upon the BC Government to ban indoor tanning under the age of American Medical Association 8. European Society of Skin Cancer Prevention
15 The Health Officers Council of BC also calls upon the provincial government to restrict the use of tanning beds by those under the age of 18.
16 With the weight of evidence mounting, many countries have awakened to the dangers of tanning beds, launching legislation to regulate and reduce their use, especially among young people. Of note is Brazil with a nationwide ban on cosmetic tanning since Other nations with indoor tanning legislation include: Bli Belgium Iceland Finland Northern Ireland Norway Scotland Spain Sweden United States: 10% tax on indoor tanning (July 2010)
17 This January, the Capital Region District on Vancouver Island was the first in Canada to enact a bylaw prohibiting under 18 youth from using indoor tanning salon. The bylaw also requires tanning salons to: Post UVR warning signs Provide information on the risks of artificial tanning Ensures use of protective eyewear And properly used, maintained and sanitized equipment
18 We do we need legislation? A bylaw works for that municipality legislation applies to everyone in the province. For example, if a bylaw states youth can t tan in one city, they can go to a tanning salon in a neighbouring community without a ban. Indoor tanning is particularly dangerous for youth. As noted earlier, any use of indoor tanning equipment before the age of 35 has been found to increase the risk of melanoma by 75%. Public education isn t working: According to the 2006 National Sun Survey funded by the Canadian Cancer Society, 27% of young women are using tanning equipment, despite public health education on the dangers of indoor tanning. This signifies the need for a public health h policy that protects youth hfrom exposure to a known carcinogen. As we have shown, tanning operators may not comply with the voluntary guidelines set out by Health Canada. Banning indoor tanning for youth under the age of 18 is the right thing to do from a public health perspective and it will clearly establish the BC government s leadership in this regard.
19 Vancouver Island Communities have taken an additional step. Last month, the Association of Vancouver Island and Coastal Communities (AVICC) endorsed the Township of Esquimalt's UBCM Resolution for Age Restrictions on Indoor Tanning. To strengthen the case for provincial legislation, we are requesting Kamloops City Council to support the Esquimalt Resolution by submitting a resolution to UBCM for consideration.

51 Ajax Project Highlights g The Ajax property involves an approximate 500 Mt copper gold resource, including the historic i existing east and west Ajax pits. The preliminary economic assessment (PEA) contemplated a capital expenditure of approximately $ 535 M, deploying leading edge open pit mining technology, coupled with a highly automated 60,000 tpd mineral processing and concentrating plant, and high density tailings storage. The project is being developed as a robust operation capable of producing approx 50,000 t of copper and 100,000 oz of gold annually during its 23 year mine life. The project will employ an estimated 1000 people during the two year construction period and 350 to 400 full time positions during the operational phase of the mine. The project is contemplated to form an important part of the community, contributing both to the growth of the municipal tax base and as an economic stimulus to businesses in the region. 4
