6 2017 Fewer Restrictions Croatia transposed and implemented the EU TPD, allowing products that were previously prohibited Sweden like Croatia, products now permitted after implementing the EU TPD Switzerland rejected draft law on tobacco products which legalised sale of e-cigarettes containing nicotine but restricted advertising. New draft for public consultation Nov 2017, implementation 2020/2021. New law likely to legalise e-cigarettes and permit advertising.

7 2017 More Restrictions Barbados (no use in public places, no sales to minors) Brunei Darussalam (no sales, imports, includes fines) Cyprus (EU TPD plus taxes) France (now bans use in workplaces and public places) Georgia (regulates as tobacco) Netherlands (EU TPD, previously fewer restrictions) Slovenia (EU TPD, previously fewer restrictions, plus ban in public places) Turkmenistan (no sales or importation) Uruguay (extended existing ban on sale and imports to no use in public places)

8 Future changes: New Zealand March 2017: NZ govnt announces that it tends to legalise the sale and supply of e-cigarettes and e-liquids as consumer products Will also introduce age of sale, ban most forms of advertising, prohibit use in smokefree public places, set safety standards Implementation likely mid/late 2018

9 Future changes: New Zealand How did this come about? Strong push from civil society including vapers Influential researchers Key clinical advisor (McRobbie) at NZ Ministry of Health Strong links with the UK and interest in evidence from the UK

10 Future Changes: Canada Bill S-5 will amend the existing Canadian Tobacco Act and follows a House of Commons Standing Committee Report Nicotine containing e-cigarettes without Health Canada (medicinal) approval were illegal in Canada from 2009 although ban not enforced New Act will permit the manufacture and sale of vaping products in Canada

13 Wales: Bill passes without public places vaping ban Public Health (Wales) Bill passed in May 2017 without the inclusion of a prohibition on vaping in workplaces and enclosed public places Decision to drop this provision was taken in 2016 but some attempts at revival failed No current proposals to introduce additional e-cigarette regulations in Wales

14 Other UK developments Public Health England s Stoptober campaign includes e-cigarettes for the first time Draft NICE guidance on smoking cessation acknowledges the role of e-cigarettes for smoking cessation CAP/BCAP consults on allowing health claims
