3 The Chicago Housing Authority (CHA) Mission: To leverage the power of affordable, decent, safe, and stable housing to help communities thrive and low income families increase their potential for long-term economic success and a sustained high quality of life. Resident Services: Aims to increase the quality of life of all residents and support those on a pathway towards self-sufficiency. Provides services to residents, targeted to their needs, at critical milestones in their lives; Seeks to enhance initiatives and partnerships that work to promote improved health among vulnerable residents. 4 Several factors led CHA to become involved in smoke-free/smoking cessation efforts Research results: Resident health HUD strategic plan HUD guidance on smoke-free housing ARRA funding: CHA s first smoke-free buildings Leveraging Partnerships/funding to bring services to residents and support those interested in tobacco reduction and cessation CHA Wait List Survey (Feb, 2013) 39% preferred smoke-free housing

5 Research: CHA resident health challenges CHA adult residents face a higher incidence of health issues than the US adult population at large. The Urban Institute included health questions in two survey studies it conducted among CHA adult residents. Sinai Urban Health Institute (SUHI) Helping Children Breathe and Thrive in Chicago Hypertension (2+) Asthma Obesity Diabetes Arthritis US Total Demonstration 2011 CHA Panel Study 2011 Note: Hypertension (2+) and Asthma Stats. are from 2009 HUD Healthy Homes Grant ( ) Served 158 CHA residents (73 adults, 85 children) with asthma High number of program participants that smoked, and/or lived with a family member who smoked inside the home Of children with asthma, 48% lived with a smoker and 30% had a primary caregiver who smoked in the home. 6 CHA: Progressive Smoking Cessation Efforts Property began adding new smoke-free buildings to portfolio adopted a policy requiring all future public housing properties built, acquired or rehabbed to be smoke-free. Currently 11 properties and more than 800 public housing units are smoke-free. Services Partnered with the Chicago Department of Public Health (CDPH) and the Respiratory Health Association (RHA) regularly over the past five years Active participant in CDPH Healthy Chicago 2.0 Partnership to stay current on information and opportunities Tobacco Prevention Project funded by CDC included resident opportunities as Community Health Workers/Educators. 2,000 residents educated participated in city s Nobody Quits Like Chicago awareness campaign, jointly hosting information sessions and workshops and providing information to encourage tobacco-free living RHA has trained 20 CHA clinical team members to offer/lead Courage to Quit group series. To date: 7 group series completed; 41 residents participated.

7 Anticipated actions and challenges with HUD-wide Smoke free rule Develop a resident education campaign will be key Enforcing lease violations will be challenging Smoking cessation services will be needed on a large scale Continued efforts to collaborate with public and private health partners to bring resources and support to residents Health partners capacity to assist volume of residents/locations is unknown PHAs capacity/time to coordinate will be challenging PHA s budget to purchase services new expense Opportunity for residents in Community Health Educator roles for smoking cessation and living in tobacco-free environments (funds required) Include smoking cessation and smoke-free housing as part of a larger health strategy for the Housing Authority
