3 Introduction The purpose of the Nebraska High School Youth Tobacco Survey (YTS) is to ascertain youth tobacco use by using representative samples of public high schools in the State. The YTS collects detailed information regarding the quantity and frequency of tobacco use by adolescents. It also measures knowledge, perceptions and attitudes on health risks associated with tobacco use, indicators of the impact of media and advertising, minors access to tobacco products, school tobacco curriculum, tobacco initiation, addiction and cessation, and exposure to secondhand smoke. The 2017 YTS represents the eigth administration of the survey in Nebraska since However, this is the fourth administration of the survey under the Nebraska Student Health and Risk Prevention (SHARP) Surveillance System. SHARP consists of the coordinated administration of three school-based student health surveys in Nebraska, including the YTS, the Youth Risk Behavior Survey (YRBS), and the Nebraska Risk and Protective Factor Student Survey (NRPFSS). Under SHARP, all three surveys are administered during the fall of even calendar years. The Nebraska SHARP Surveillance System is administered by the Nebraska Department of Health and Human Services and the Nebraska Department of Education through a contract with the Bureau of Sociological Research at the University of Nebraska-Lincoln. The 2017 YTS was funded by the Nebraska Department of Education and the Nebraska Department of Health and Human Services. Questionnaire Design The 2017 Nebraska YTS questions were adapted from the National YTS, which is developed by the Centers for Disease Control and Prevention (CDC). The questionnaire was administered in English only. A copy of the questionnaire can be found in Appendix A. Sampling Design The YTS targets public high school students in grades 9-12 in Nebraska. The sampling frame consists of the Nebraska Department of Education Membership Information by County data file, obtained through the Nebraska Department of Education website, which provides a list of all schools in Nebraska with the school type (public, private, alternative, etc.), school and school district codes, corresponding address, county, and enrollment by grade level. This list is then reduced to only include public schools with students in 9, 10, 11, and/or 12th grade. The CDC drew the 2017 YTS sample for Nebraska using a two-stage cluster sampling design. In the first stage, a random sample of public high schools was selected with probability proportionate to school enrollment. Eligible schools were then recruited to participate. They were first informed of this eligibility via mailed letter at the beginning of This letter informed them of the opportunity to participate i n the YTS in the upcoming fall. In March, active recruitment both through mailed letter, phone, and/or e - mail by BOSR began in an effort to get as many schools to participate as possible. In the second stage, within each of the participating schools, a random sample of classrooms was selected and all students in those classrooms were targeted for participation. The CDC develops this sampling plan and draws this sample, so more information is best found at Data Collection Process School and student participation in the YTS was voluntary. In addition, the Nebraska YTS honored the parental consent procedures within participating schools. Though the YTS does not require active (or informed) consent, some Nebraska schools required active parental consent (parents were required to Bureau of Sociological Research 2017 Youth Tobacco Survey Methodology Report 3

4 sign a permission form for their child to participate in the survey) while others used passive consent (parents were informed about the survey and given the opportunity to deny permission). These consent documents can be found in Appendix B. Consents were offered in English and Spanish. The YTS is a self-administered, paper-and-pencil booklet survey administered within the classroom. Data were collected starting in September 2016 and concluding during February Once a school agreed to participate in the YTS, BOSR worked with the school to choose an administration date and sent the school the surveys and instructions for administration. School staff coordinated the administration of the survey within each participating school, which consisted of administering the survey to the selected classrooms and returning the completed surveys to BOSR. Response Rate Of the 60 sampled schools, 47 completed the YTS survey between September 2016 and February 2017 for a response rate of 78.3%. A total of 2,329 of the 2,879 sampled students completed the survey for a response rate of 80.9%. The overall response rate in 2017 was 63.4%, which was calculated by multiplying the school response rate by the student response rate. Data Processing Once YTS data collection was complete, BOSR mailed the completed surveys to the CDC contractor for the YTS, RTI. RTI then scanned the surveys to create the dataset. Data Cleaning Data cleaning was completed by RTI. Data Weights After receiving the completed surveys, RTI cleaned and weighted the Nebraska data before returning it to the Nebraska Department of Health and Human Services. The 2017 data were weighted to represent all public high school students in Nebraska as a result of having an overall response rate greater than 60%, which is the level determined by the CDC to be representative. The weights adjusted for student nonresponse and the student distribution of gender, grade, and race/ethnicity.
