1 Every year, we see cities and counties across the state adopt policies to improve the health and wellness of their residents. These residents and their stories represent the real, tangible impact that these policies can have on a community. See Cheryl s story below. Cities and counties that have taken any policy action during 2015 toward raising their grades and helping residents like Cheryl, deserve special recognition. These 82 Cities and Counties on the Rise adopted local ordinances in at least one of the four policy categories. In most cases, their actions improved their grade, but in some, the ordinance(s) only contributed to increasing the points in the particular grade category. Either way, these policies are noteworthy and deserve acknowledgement. On the following pages are the 2016 Cities and Counties on the Rise, which are listed along with the grade categories in which they passed a policy. For further details about each municipality s grades and points, including their Overall Tobacco Control grade, see the county report cards that begin on page 31. Cheryl s Story Cheryl Welsh lives in Davis, and her story is indicative of many others who are exposed to toxic secondhand smoke. She represents those individuals who would benefit greatly should policies like these be adopted in her community. Cheryl lives in a duplex in Davis, and her neighbors are constantly smoking. According to her: I felt very alone for a few years in dealing with the smoke. Your home should be a sanctuary and a safe place but cigarette smoke is a health threat, the smell is offensive and the tension between the neighbor and I has been constant. She tried everything she could think of to remedy her situation, but ultimately she was still stuck with drifting smoke from her neighbors. Cheryl wishes to retire in the home where she lives, but fears that with this constant barrage of smoke, she will be unable to do so. With the help of the American Lung Association, Cheryl is working with her city council to get a smokefree multi-unit housing policy passed. She finally feels like there is hope that she can retire without constantly breathing in deadly secondhand smoke in the one place that she should feel the safest her home. 6
