9 1) SOVEREIGNITY OVER HEALTHDATA 2) PROFILING, SUIVAILANCE and FORECASTING 3) ECOSYSTEMIC transparent, self-regulated market Will not happened by itself and by market mechanisms, hence deliberate disruptive innovation should be employed However, due to the complex, highly regulated function of healthcare services involving multiple stakeholders this innovation should be done in parallel and non-intrusive to the daily operations and the daily incremental innovation in services hence non-disruptive, disruptive innovation HIMSS Europe GmbH 9
10 The starting point is Three Abstract-level Fundamentals: 1) In Europe - health is something that we give to each other 2) Data is the only resource that increase in value by being shared, fused and used. Accessibility is more important than ownership 3) (European) healthcare provisions do not in general have the characteristics of commodity provisions HIMSS Europe GmbH 10
11 Healthcare provisions are different from commodity provisions Amartya Sen, the Indian-English welfare-economist and Nobel laurate in Economy in 1998 has in a detailed analysis showed the differences between healthcare and commodity provisions. HIMSS Europe GmbH 11
