1 Runnymede The Runnymede Community Safety Partnership identified the following priorities at the start of the assessment period: 1. Vehicle Nuisance and Inappropriate Use 2. Drugs and Alcohol 3. Burglary This brief update describes the current performance for each priority, and recommends whether or not they should remain a priority for Vehicle Nuisance and Inappropriate Use Incidents of antisocial behaviour Volume Category 01 July June July June 14 % change All ASB incidents 2,927 2, Rowdy/Inconsiderate Behaviour 1,276 1, Nuisance Neighbours Vehicle Nuisance / Inappropriate Use Total ASB incidents fell 6.6% in Runnymede this assessment. The majority of the complaints received refer to rowdy and inconsiderate behaviour/ nuisance which is as would be expected as this category tends to encompass a variety of issues. Vehicle nuisance / inappropriate use is second to this, although some way behind. The peak volume for total ASB was recorded at the start of the assessment period, with 308 incidents in July This is in keeping with historical trends for the borough, as June, July and August typically record volumes of ASB above the monthly average based on the whole year. It should be noted that the neighbourhoods in the borough may not be of equal size in terms of geography and population, and the above is purely based on volume of ASB. A rate per 1,000 residents is a better indicator of the risk of victimisation. This has not been calculated however, as population figures are not available based on police neighbourhood boundaries. Row Town, Ottershaw and Foxhills recorded the greatest reduction in total ASB (17.6%, down 59 incidents from 335 to 276), while Addlestone North and Bourneside recorded a small increase (2.34%, up 3 incidents from 128 to 131), as did Egham Town (0.79%, up 2 from 252 to 254). Complaints relating to vehicle nuisance and inappropriate use decreased 20.23% in the 12 months to 30 th June 2014, following notable decreases in the previous two years (July 2011 to June 2013). The peak volume for vehicle nuisance and inappropriate use was recorded at the start of the assessment period, with 50 incidents in July December 2013 recorded the lowest monthly figure for vehicle nuisance (21 incidents); the average monthly volume for the year was 34. Chertsey Meads and St. Anne s recorded the highest volume of vehicle nuisance and inappropriate use this assessment period (72 incidents), followed by Egham Town (49 incidents). It should be noted that the neighbourhoods in the borough may not be of equal size in terms of geography, population, or types of road use, and the above is purely based on volume of ASB. A rate per 1,000 residents is a better indicator of the risk of victimisation and might reveal areas experiencing a disproportionate level of vehicle nuisance; however, this has not been calculated for this refresh.

3 Results from the residents survey show that the percentage of residents who perceive speeding and antisocial driving, traffic congestion, and anti-social or inconsiderate parking as a very or fairly big problem in their neighbourhood reduced in , mirroring similar reductions seen across the county as a whole. 4 Drugs and Alcohol Drug offences increased 11.25% in the borough this assessment period, from 391 offences to 435. As would be expected, 90.8% of these were possession offences, while the remaining 9.2% were trafficking offences. Although based on a slightly different time period (April 2013 to March 2014), 9.6% of Total Notifiable Offences reported over the last financial year were flagged as drug related (350 of 3,631). This is a small reduction from the previous financial year, when 11.0% of TNOs were flagged as drug related (444 of 4,040). It is important to note that the majority of information held by Surrey Police in relation to drug use is gleaned from intelligence reporting which tends to give a more detailed picture than other police data, such as arrests which can be influenced by targeted activity. As this is a refresh document, favouring a focus on overall trends, this intelligence reporting has not been included here. More detailed analysis is suggested to identify the reason for the increase in drug offences, which appears to run contrary to the reduction in Notifiable Offences flagged as drug related. In addition, the CSP will be interested to know of any areas of note for drug offences, or those where proactive drugs operations have been in place. Again, based on a slightly different time period (April 2013 to March 2014), 8.3% of Total Notifiable Offences reported over the last financial year were flagged as alcohol related (303 of 3,631). This is a very small reduction from the previous financial year, when 8.6% of TNOs were flagged as alcohol related (347 of 4,040). There were 293 people in structured substance misuse treatment in Runnymede in , which equates to 0.52% of the population. This is a very slight decrease on the same period last year when 329 people (0.58% of the population) received treatment. There has been a change in the past 12 months in the proportion of clients in treatment for problematic drug use, compared to treatment for alcohol, as shown in the table below. Treatment services are not commissioned with a capacity in mind and it is not expected that services will turn potential clients away. Therefore, the numbers in effective treatment should reflect the need in the borough rather than the capacity of treatment providers. There is, however, an element of prioritisation based on needs and this is reflected in the tiered treatment system. The number of individuals in treatment for PDU has decreased from 53% of the treatment population in to 46% of the population in In comparison, those in treatment for alcohol problems increased to 40% in , from 36% the previous year. Both of these trends are contrary to those recorded in the previous assessment period.

5 The overall prevalence of increasing risk drinking in Surrey is approximately 21.0%; Runnymede s prevalence rate for increasing risk drinking is slightly lower than this, but just above the national and south east region averages, at 20.72%. The higher risk drinking rate for the borough is above the averages for Surrey, the south east region, and nationally, at 6.85%. The binge drinking rate is higher than that of Surrey and the south east region at 19.0%, but is lower than the national rate. The borough also ranks 7 th in the county for alcohol-related violent, and 4 th for alcohol-related sexual. The table below shows the regional and national rates for both. To be ranked 10 th in the most similar group, given the reduction in offences recorded this year, suggests that domestic burglary has reduced across the entire group Burglary in a building other than a dwelling Burglary in a dwelling The number of dwelling burglaries fluctuates quite sharply across the assessment period, although it does show a general downward trend up to May Peak periods occurred in September 2013 (40 offences) and, to a lesser extent, December 2013 (27). It is unknown what caused the spike in offences in September, although it is possible that the increased level of burglary was associated with residents being more active and away from their homes for greater periods of time if the weather is warm. It is also possible that residents may leave their windows open more often making them vulnerable to burglary. More detailed analysis is required to answer these questions. The increase in offences over the winter months, however, is consistent with burglaries increasing across the borough and countywide as burglary typically increases due to longer hours of darkness and more valuable goods located in the properties in the run up to Christmas. The lowest monthly figure for burglary dwelling offences was recorded in April 2014 (6 offences); the average number of domestic burglaries per month across the entire assessment period is 19. The borough ranked 9 th of fifteen in its Most Similar Family group for the rate of non-dwelling burglary offences per 1,000 population (where first is best), and 7 th in the county (rate = 3.1, MSF average = 3.1, Surrey average = 2.9). The trend across the assessment period is quite different to that of dwelling burglary, with a steady peak early in the assessment period, followed by a steady decline until April The greatest number of offences was recorded in October 2013 (30); the April spike recorded 26 offences. This is roughly in keeping with historical trends, which show generally increased levels of offending during the autumn period and again in spring, possibly linked to more sheds and garages being in use during these periods and subsequently being left insecure.

7 The lowest monthly figure for non-dwelling burglary offences was recorded in May 2014 (14 offences); the average number of non-dwelling burglaries per month across the entire assessment period is 22. Recommendations Vehicle nuisance and inappropriate, as well as general Anti-Social Behaviour, has reduced in this assessment period. However, this is still a high volume issue and should remain a high-level priority for the coming year. A watching brief should be maintained for localised problem or increases in particular neighbourhoods, however, as the reduction has not been uniform across the borough Drug offences increased 11.25% in the borough this assessment period, and alcohol related offending reduced only slightly. These issues should remain a priority for the borough for the coming year, although more detailed analysis of police activity is required to identify any trends related to targeted activity Overall burglary has reduced in this assessment period and could be removed as a highlevel priority for the coming year. A watching brief could be maintained for non-dwelling burglary, however, as this as has only decreased by a small amount The borough has seen sustained reductions in some areas, but has seen some notable increases in other areas, in particular: Violence against the person up 5.7% (within this category, violence with injury is up 22.3%) Sexual offences up 91.75% (serious sexual up 100%; other sexual up 62.5%) Theft of a vehicle up 9.7% Although the volumes for these offence types (with the exception of violence against the person) are fairly low, they may require further analysis and consideration as short-term priorities in the future because most are associated with significant harm to the victim. There have been increases in these crime types across the county, and it is possible that these increases are the result of changes to police practice relating to these offences, but this remains unclear at this time.
