In accordance with Artiol-e "21 of the Convention of 1931 for limiting the Manufacture and regulating the Distribution of Narcotic Drugs, the Acting Secretary-General has the honour to communicate the above-mentioned report to the parties to the Convention. The report is also communicated to other States and to the Advisory Committee on Traffic in Opium and other Dangerous Drugs. (For the form of annual reports, see document O.C.16QO). I. Laws and Publications. I. REPORT OF THE EXCISE DEPARTMENT. A. GENERAL.. 1 and 2. No new lav/s or.statutory regulations were issued, 3. A copy is transmitted herewith of the "Report of the Director General on the Administration of His Majesty's Excise Excise Receipts and Expenditure for the year 1938 (B.E.2481 )i* II. Administration, 1. (a) None, (b) None, so far as the Excise Department is concerned, (c) See the annual reports on prepared opium for the years 1937 and 1938,(**) 2. Morphine injection as a substitute for opium smoking is still favoured by the poorer.chinese opium addicts. III. Control of International Trade. 1. The system has worked satisfactorily. 2 & 3. There continues to be a large illicit traffic in opium (chiefly prepared opium) coming across the northern land frontiers into the interior of Thailand, nevertheless this traffic shows some diminution due, it is believed, to the reforms in the administration of opium smoking establishments explained in the annual report concerning prepared opium for the year 1937(y) and also to the reduction of poppy cultivation in the western provinces of China. Some opium is also smuggled by sea, mostly in vessels plying between China and Bangkok, 2. A certain quantity of opium is clandestinely cultivated by semi-wild hill tribes in the' mountainous regions of north and northeastern Thailand, chiefly for their own consumption. It is impossible to give any reliable estimate of the area under clandestine cultivation or of the amount of opium harvested. Periodic raids to destroy growing poppy crops and to seize poppy seeds and opium produced are undertaken by the administrative authoritiesi Successful suppression, however, is almost impossible in view of the inaccessibility and the difficult character of the hill country, 3. The total number of prosecutions for all offences against the Opium Law was 8448 (or nearly 5 per cent less than in 1938). There were 7401 convictions and 157 acquittals. Host of these prosecutions were in respect of illicit imports or possession of illicitly imported opium; detailed figures are not available. Penalties in accordance with the Opium Law B.E.2472 as amended were imposed. 4. Hone as regards raw opium. Details as to prepared opium seizures will be given in the annual report on prepared opium, 5. Raw opium confiscated during the year amounted tn 2l8kg* 761 gr. 3 B.,RAW MATERIALS. VII, Raw Opium. 1, 2 & 5(a. Reference has already been made in Part V ab to the clandestine cultivation of opium by the hill tribes in Northern and North-Eastern Thailand. In last year's R&partj!*) some details were given of the experimental control 'over this cultivation in two small areas in the Provinces of Chiengrai and Chiengmai. During the year under review, this experimental control ".was extended to other small hill areas in those Provinces and in"the Han. Experimental growing of opium in small plots on the plains was also carried out by officials of Excise Department in the above-mentioned Provinces during the year. In order to present a synoptic view of the progress of this experiment, the following table is given showing all the statistical data so far available regarding these experiments since their inception in will be noted that the figures are shovm for Bhuddist years ending on March 31st - for that gives a truer picture of the season s crop than for the Christian year. When the opium was re-weighed, on receipt into the Opium Stores at Bangkok a somewhat greater net weight was found, due to differences in the meth'od-of ascertaining the tare of the packages in which the opium was contained.

II. Administration. 1. (a) There was no important modification in the administrative arrangements for the execution of the international Conventions. (b) There was no development as regards the organisation and working of the special administration referred to in Article 15 of the Limitation Convention, as the present s'taff Has been found sufficient to meet the requirements for carrying out the necessary measures, (c) Hitherto no important or general difficulties have been encountered, 2. There is no information as to new developments regarding addiction in this country. III. Control of international trade. 1. The import certificate system for controlling the importof harmful habit-forming drugs into Thailand is working satisfactorily, Thailand not being a producing country, export authorisations do not exist. 2. There has been no change in the Ministry -off authorities for issuing import certificates, export authorisations, diversion or transit certificates, 3. There is no important modification in the conditions of issue of import certificates to report, 4. Thailand is not an.exporting country. 5. No case of forgod or falsified import certificates or export authorisations has come to the knowledge of the authorities during the year. 6. Transit, transhipment, diversion, free ports, free zones and bonded warehouses do not exj.st in the y noflyn,, 7. Thailand has no dealings with countries which have not adopted the system of import certificates. 8. Since the Indian hemp Act, B.E.2477 (1934) has come into force, the importation of Indian hemp is prohibited, unless an authorisation from the competent official has been obtained. IV. International Co-operation, 1. Ho treaty or international agreement has been entered into during the year.... 2, Co-operation between Thailand and other countries conctj in the drug traffic is at present limited to the exchange of copies of import certificates and export a u t h o r i s a t i o n s i n.accordance with Article 13 of the Geneva Convention, The exchange is effected di between the competent offices of the countries concerned.
