During prohibited hours, only the proprietor and their employees are allowed to be on the premise. Bona fide cigar stands, newsstands, drugstores, restaurants, hotels, motels and grocery stores may remain open during prohibited times so long as alcoholic beverages are not sold or served. During prohibited times, all alcoholic beverages must be covered up if the business remains open. Businesses with a Class R Restaurant license may sell and serve beverages of low alcohol content and light wine with meals between the hours of 12:00 noon and 10 p.m. on Sunday. Bottle clubs are exempt for closing times. Sunday Sales In the Parish of Ouachita, there are laws prohibiting the sale of alcohol on Sundays. See the above section for details. Page 2 of 8 v. 0413
3 Noise Regulations Responsible Alcohol Service for The Parish of Ouachita does have laws governing noise created by businesses. Generally speaking, you should not create a level of noise that disturbs your neighbors. For specific requirements of the noise ordinance, you should consult an attorney. Litter You should always maintain the premises by conducting daily litter pick- ups. Zoning Zoning laws restrict what sort of activity can or can t occur in your establishment. Please review with your manager or owner what is and is not allowed at your particular location. Leaving premises with alcohol In the Parish of Ouachita, it is illegal to consume alcoholic beverages on any sidewalk, street or curb adjacent to a licensed establishment. Local Licensing of Servers and Local Server Training The Parish of Ouachita does not require servers or managers to get local server or Bar Cards. The Parish of Ouachita does not require any form of local server training. The new state law that requires servers to attend this course also says that servers do not have to attend local server training courses if they participate in a state- approved course. By 2000, you will have to participate in state- approved courses. Other Regulations In the Parish of Ouachita, there are seven types of retail alcohol license: Class A Beer is for the selling of low alcohol content beverages on or off- premise; Class B Beer is for the selling of low alcohol content beverages off the premise; Class C Beer is for selling alcohol of less than 3.2% alcohol by volume in original packaging for on- premise consumption; Class C Liquor is for the selling of beverages of high alcohol content for on or off- premise consumption; Class D Beer is for selling alcohol of less than 3.2% alcohol by volume in original packaging for off- premise consumption; Class D Liquor is for the selling of beverages of high alcohol content in original packaging for off- premise consumption; and Class R restaurant is for bona- fide restaurants. In the Parish of Ouachita, hotel- motel hospitality rooms are exempt from likening requirements. In the Parish of Ouachita, it is illegal to lie or sleep in any licensed establishment. In the Parish of Ouachita, all licensed establishments must post a sign at says: WARNING: Drinking during pregnancy may cause severe physical or mental birth defects". 4 In the Parish of Ouachita, all licensed establishments must be well lighted and outside windows and door open to view from the outside. It is illegal to sell or serve beverages of more than.5% alcohol in Ward One and Ward Nine of the Parish of Ouachita. It is illegal to sell or serve beverages of more than 3.2% alcohol by weight in Ward Seven and Ward Eight of the Parish of Ouachita. It is illegal to sell or serve alcohol of more than 6% alcohol by weight in Ward Six of the Parish of Ouachita. City of Monroe Hours of Operation In the City of Monroe, it is illegal to sell or serve alcohol and all businesses that sell alcohol must close between the hours of 2 a.m. and 6 a.m. Monday through Saturday and between the hours of 2 a.m. Sunday and 6 a.m. the following Monday. Businesses with a Class R restaurant license may sell and serve beer or wine, only with meals prepared and served on the premise between the hours of 10 a.m. and 10 p.m. on Sunday. Hotel/motel hospitality rooms, bottle clubs, bona- fide private clubs and the city governmental complex are exempt from closing laws. Bona- fide cigar stands, newsstands, drugstores, restaurants, hotels, motels and grocery stores may remain open during prohibited times so long as they do not sell or serve alcohol and all alcoholic beverages are covered up. During prohibited hours, only the proprietor and his employees are allowed to be on premise. Sunday Sales In the City of Monroe, there are laws prohibiting sale of alcohol on Sunday. The City of Monroe does not require any form of local server training. The new state law that requires servers to attend this course also says that servers do not have to attend local server training courses if they participate in a state- approved course. By 2000, you will have to participate in state- approved courses. Other Regulations In the City of Monroe, it is illegal to sell or serve alcohol in any dwelling house, boarding house, lodging house or rooming house. In the City of Monroe, it is illegal to lie or sleep in any place where alcohol is kept or sold. In the City of Monroe, it is illegal to sell or serve alcoholic beverages in any place where gasoline or motor fuel is sold except for sales of packaged alcohol for off- premise consumption. In no way shall sale of alcohol constitute the principal business of such an establishment. In the City of Monroe, every business that sells or serves alcoholic beverages must post a sign in a conspicuous place that says, : WARNING: Drinking alcoholic beverages during pregnancy may cause severe physical or mental birth defects. These signs are available from the City of Monroe. In the City of Monroe, it is illegal to sell or consume alcoholic beverages on any sidewalk or street adjacent to a licensed establishment. Town of Sterlington Hours of Operation In the Town of Sterlington, it is illegal to sell or serve alcohol and all businesses that are licensed to sell or serve alcohol must be closed, between the hours of midnight and 6 a.m. the following day, except from midnight Saturday until 6 a.m. on Monday. Cigar Stands, newsstands, drugstores, restaurants, hotels, motels and grocery stores may remain open but all alcoholic beverages must be covered up during prohibited times. Only the owner and employees may be in a licensed establishment during prohibited hours. Sunday Sales In the Town of Sterlington, there are laws prohibiting sale of alcohol on Sunday. Other Regulations In the Town of Sterlington, it is illegal to sell or serve alcohol in a boardinghouse, lodge house or rooming house. In the Town of Sterlington, it is illegal to sleep on the counters, tables, chairs or floors of a licensed establishment. In the Town of Sterlington, licensed establishments must be well lighted and all outside doors and windows open to view from the sidewalk or outside. City of West Monroe Hours of Operation In the City of West Monroe, it is illegal to sell or serve alcohol and all businesses that sell alcohol must close between the hours of midnight and 5 a.m. Monday through Saturday and between the hours of midnight Saturday and 5 a.m. the following Monday. Sunday Sales In the City of West Monroe, there are laws prohibiting sale of alcohol on Sunday. See the above section for details.
