2 How serious is the opiate problem in Fairfield County? The Use of Opiates in Fairfield County has increased from levels in the 1990's that were barely detectable to epidemic proportions in 2010.

3 How serious is the opiate problem in Fairfield County? How serious is the problem? Who is using opiates? Why are opiates so widely abused? How can we resolve the crisis? What happens if we fail?

4 Treatment 67% of all clients at The Recovery Center in May of 2010 were opiate addicted.

6 Criminal Justice Trends In 2003 the Fairfield County spent $350,000 incarcerating opiate addicts. By 2008 the cost of incarcerating opiate addicts increased to $2.5 million. More than 90% of opiate addicted persons in jail were repeat offenders. 85% of all Fairfield County drug court participants are addicted to opiates.

9 How serious is the opiate problem in Fairfield County? 22% of 12th graders have used opiates at least once. 9% have used opiates on 20 or more occasions.

10 Who is Using Opiates? A surprising number of opiate addicts are: Teens & young adults Females Rural & suburban communities

12 Why are Opiates so frequently abused? Opiates produce a sense of well-being and euphoria more powerful than all other drugs of abuse. Tolerance for opiates increases rapidly.

13 Why are Opiates so frequently abused? 58% of 12 th graders live in a household where someone had received a prescription painkiller during the past year.

14 Why are Opiates so frequently abused? 13.9 Million doses of Hydrocodone and Oxycodone were legally dispensed to the residents of Fairfield, Athens, Hocking and Perry Counties in This is equal to 52 pills for every man, woman and child.

15 Why are Opiates so frequently abused? At Least 25% of the patients we see in the Emergency Department at Fairfield Medical Center are on chronic opiate therapy; many of them shouldn t be. We (physicians) create the problem and then sustain it by not being confrontational with our patients. It s unpleasant for them and it s unpleasant for us. It s a vicious cycle. - Michele DeCoste, MD, FACEP

16 How Can We Resolve the Opiate Crisis? Educate physicians and dentists. Develop measures and benchmarks to assure appropriate practice standards for opiate therapy.

17 How Can We Resolve the Opiate Crisis? Make sure that all Ohioans are INFORMED consumers of opiate medications.

18 How Can We Resolve the Opiate Crisis? Provide effective intervention for those persons that are currently addicted.

19 How can we effectively intervene? Drug Court must be available for those persons who have committed criminal offenses to support their opiate addiction.

20 How can we effectively intervene? Treatment alone is not sufficient. Medication Assisted Therapy is critical for abstinence and long-term recovery.

21 How can we effectively intervene? Suboxone is an opioid partial agonist. Its maximal effects are less than those of full agonists like heroin and methadone. At low doses Suboxone produces sufficient effect to enable addicted individuals to discontinue the use of opiates without withdrawal.

22 How can we effectively intervene? Other promising Medication Assisted Therapies such as Vivitrol should be more fully explored. Some severely opiate addicted persons may require Methadone.

23 How can we effectively intervene? Without Medication Assisted Therapy most opiate addicts will relapse.

24 What We Are Doing Opiate Task Force Committees Medical Committee Treatment/Corrections Committee Community Relations Committee Measurement Committee Fund Raising

25 What Happens If We Fail? Today, there are thousands of Opiate addicted Ohioans. Without effective intervention many will become chronic offenders and long-term burdens on our criminal justice system. Others will overdose and die.
