3 Background The Law Enforcement Officers Naloxone Training Program (LEON) is the product of the collaborative efforts between Anderson County EMS (ACEMS) South Carolina Department of Alcohol and Other Drug Abuse Services (DAODAS) South Carolina Department of Health and Environmental Control (DHEC) Bureau of EMS Fifth Judicial Circuit Solicitor Office (FCSO) Greenville County Sheriff's Office (GCSO)

4 The LEON's goal is to provide a comprehensive training to law enforcement agencies all across South Carolina that focuses on The identification The treatment The reporting of Background drug overdoses attributed to opiates, such as heroin and narcotic pharmaceutical drugs.

5 Background The program was created pursuant to the 2015 passing of the South Carolina Overdose Prevention Act (SC Code Section ). The Act seeks to grant immunity from both civil and criminal prosecution, to doctors, pharmacists, caregivers, and first responders, who are engaged in the prescription, dispensing, and administration of Naloxone in an opioidoverdose suspected case.

6 Background The SC Bureau of EMS involvement included training and tracking of LEO naloxone usage through a secure web portal.

7 Study Objective Evaluate the impact of training and implementing a secure web portal to track prehospital naloxone administration by Law Enforcement Officers (LEOs).

8 Methods In January 2016, the SC Bureau of EMS began training LEOs on administration and reporting of naloxone. Training was provided in a train the trainer model. The secure web portal was created in February 2016

18 Results There were 1,266 LEOs eligible to participate in the pilot project. Within the first eight months of the project, 38.6% (489) had completed the required training. Each LEO who successfully completed training received a two dose unit of naloxone. Currently 649 completed the required training (100 more Friday)

19 Results The first reported field administration of naloxone was performed in the first two weeks of June By July 31, 2016, a total of 6 reported administrations had been performed in the field by LEOs. (8 as of 9/21/16) In 3 instances, there was a report of repeat administrations of naloxone by LEOs. Naloxone was resupplied to LEOs a total of 5 times.

20 Conclusion The South Carolina Overdose Prevention Act of 2015 demonstrated that LEOs can successfully administer and document the delivery of naloxone in the field. This project has led to a number of successes that can be considered saves. Further analysis will examine the long term success of this pilot project.
