2 Our focus. Your priorities. This policing plan will outline the priorities your community identified during our most recent consultation. It will inform you of the action we have taken up till now to address those priorities and how we plan to continue to address them throughout the year. Our focus is to reduce crime and disorder, to increase public reassurance within your community and to keep people safe. We will continue to work closely with our partners and find effective long-term solutions to the issues you raised. Local Priorities You identified that the policing priorities for Elgin City North are as follows: 2. Drugs The misuse of drugs is an issue across all areas of the country, not just within the City of Elgin. You told us you were concerned that drug users engage in other forms of crime to fund their habit, causing harm to individuals, families and wider society. 3. Road Safety and Road Crime You told us that inconsiderate, careless and anti-social driving is a concern for you, and we know that it s consequences can, in the worst cases, be serious. We have listened to your concerns and are working hard to make improvements in the Elgin City North area. 1. Antisocial Behaviour You told us that you wanted us to deal with antisocial behaviour and alcohol fuelled crime, including assault, littering and other quality of life issues.
3 Our actions to date. Antisocial Behaviour We have continued to focus activity in the area of High Street and the Plainstones during weekend evenings and early mornings, when we know that alcohol fuelled violence, disorder and damage is likely to occur. We have worked cooperatively with the licensing authority and licensees to make sure that the sale of alcohol is undertaken in a responsible manner. We have also worked closely with departments within the local authority and others to address quality of life issues such as dog fouling, littering, and nuisance neighbours. Road Safety and Road Crime Combining information you provided to us with information from our own analysis, we were able to direct local officers, sometimes with the support of specialist roads policing officers, to local hot spots where speeding or careless and inconsiderate use of motor vehicles was likely to occur. These high visibility patrols positively influenced driver behaviour, deterred inappropriate driving practices, and dealt in a robust manner with offenders. Drugs We have focused on drug supply by gathering and developing intelligence on those dealing illegal drugs. We have used all lawful means to deter and disrupt their activity, including the execution of search warrants. We have worked in a positive way with licensees and their staff to address the issue of drug use within licensed premises. Officers have made good use of intelligence led stop and search powers to deter and detect crime, and specialist officers have worked in our schools explain the dangers of drugs to the students as well as exploring some of the myths that surround drugs.
4 In the coming months. Antisocial Behaviour Targeted patrols under the banner of Operation Avon will continue to address youth annoyance and under-age drinking. High visibility patrols in our town centre area at the appropriate times will reduce the number of minor assaults, vandalisms and incidents of alcohol fuelled antisocial behaviour. We will continue to work with other agencies to address littering, dog fouling and other quality of life issues affecting people in the ward. Road Safety and Road Crime We will continue to deploy high visibility patrols to those areas worst affected by speeding and other forms of inappropriate motor vehicle use. We will gather and develop intelligence on people suspected to be regular drink or drug drivers, and we will focus enforcement activity on them. By doing this we intend to make our local roads safer. Drugs We will encourage the community to tell us about drug activity in our ward, and promise that all information provided will be used to good effect. Officers will make appropriate use of their statutory powers of stop and search to detect offenders. Where we have reasonable cause to suspect drug dealing within properties, we will seek and execute drug search warrants. Where we can, we will share information with the local authority, and other housing providers, if their tenants are known to be dealing drugs. By doing this we intend to make our ward a hostile environment for drug dealers. We will supplement our enforcement activity with educational inputs.
