3 Mental Illness and Substance Abuse in Santa Barbara County 13 National prevalence rate for diagnosable mental illness in a given year is 22% (NIMH, 01), which translates to approximately 66,000 of Santa Barbara County s adult population (Census 2000, adults 18+).
