Schedule of Meetings for Remainder of School Year Nutrition, Wellness, and Fundraising Guidelines created and approved by SHAC with the initiation of the Wellness policy in 2016 including attachments reviewed. Several questions have arisen from PTA, campuses, and principals regarding foods provided. The committee discussed at length the current recommendations, the history of the legal requirements, and the concerns. The committee discussed suggesting PTAs consider changing the names of the events such as Donuts with Dad and Muffins with Mom to Dining with Dad and Munchies with Mom to encourage other food options. We also discussed how Child Nutrition can assist in helping streamline flow of such events to allow parents and students to have longer time together. Macie is to be out for several months this Spring. The Committee has exceeded policy requirements with meetings. 5. Next Meetings Wednesday, March 21, 2018 Wednesday, July 18, Adjournment 12:59 Y Y The committee unanimously agreed to recommend continuation of the current guidelines without change which require campuses to utilize an exempt day if they wish to provide non-smart snacks food on campus during the school day. Foods cannot be provided during meal times or in meal service areas. Macie and Lauren to follow up with PTA councils in April/May to discuss the Wellness Policy and Plan as well as Nutrition Guidelines as PTAs plan for the following year. 3 Administrative Procedures Nutrition, Wellness, and Fundraising Page 1 of 3 Attachment(s): 3 July 20, 2016 DEFINITIONS Meal Period 30 minutes prior to and 30 minutes following breakfast and lunch meal service. Smart Snacks The USDA standards for all foods sold in schools. Foods and beverages served are required to meet specific nutrient requirements for calorie, sodium, fat, and sugar limits. See (attached) for additional guidance regarding Smart Snacks. Smart Snacks calculator - nce_product_calculator/ Fundraiser An event that includes any activity during which currency, tokens, tickets, donation for, or other forms of payment are exchanged for the sale or purchase of a product. Celebration An event where food or beverages are provided at no cost to students. Exempt Days Food and/or beverages served during an exempt day may NOT be served during meal periods or in the school meal service area. Campuses may designate up to 6 days total per school year as exemptions to the following: Fundraisers which do not meet the Smart Snacks rule, and/or Celebrations which do not meet the Smart Snacks rule An exempt day form must be kept on file at the campus and submitted to the Child Nutrition office by September 30 of each school year. NUTRITION GUIDELINES The following information regards federal, state, and local nutrition laws and policies pertaining to elementary, middle, and high school campuses. This information may be shared with all faculty, staff, and parents. Campuses shall not allow food or beverages be provided to students anywhere on campus during meal periods (see definition of meal period above). Campuses should not provide access to any foods or beverages which do not meet the Smart Snacks rule anywhere on school grounds during the school day unless the day has been designated as exempt. Such foods and beverages should not be sold or given away to students on school grounds by administrators or staff, students or student groups, parent or parent groups, guest speakers or any other person, company, or organization. 4 Parents may bring outside food for their child to eat during breakfast or lunch, but may not provide food for any child other than their own even with permission from that child s parent. GUIDELINES FOR FUNDRAISING WITH FOOD AND BEVERAGE Fundraisers with food and/or beverages may NOT occur during meal periods (see definition of meal period above). Fundraisers which meet the Smart Snacks rule may be held at any time or day during the school year except during meal periods. Each school may designate up to 6 days per school year to sell food and/or beverages which do not meet the Smart Snacks rule (see definition of exempt day). FOODS IN THE CLASSROOM Campus Celebrations: Celebrations which meet the Smart Snacks rule may be held at any time or day during the school year except during meal periods (see definition of meal period above). The school may use an exempt day for celebrations which do not meet the Smart Snacks rule (see definition of exempt day). Food for Instruction: Food should not be used for instructional purposes unless the food is required for teaching students about nutrition or foods of different cultures. Foods used to enhance any classroom lesson should only be used for educational purposes; only a small taste should be provided. Foods used for instructional purposes shall not take the place of a meal. Student Birthdays: Parents may provide a treat of their choice for their child s class on the date of their child s birth during the last 15 min of the school day. Parents should be sensitive to any existing food allergies in the classroom and provide treats that would not endanger any students involved in the celebration. For parent convenience, healthy treats and non-food items are available through the Child Nutrition department. Parents can view the birthday celebration menu on the Café Meals Catering page on the district website. Campuses, administrators, and staff shall not use food as a reward unless specifically documented in a student s IEP. E Instruction No. 17 Page 2 of 3

6 Administrative Procedures FAQ s Related to Hays CISD Nutrition, Wellness, and Fundraising Policy: 1. Are there any Smart Snacks approved items which could be used for celebrations? Yes. There are a variety of food and beverages that meet the Smart Snacks rule including items such as ice cream, cookies, popcorn, pizza, and juice. Please contact Child Nutrition for assistance finding items which meet your needs and the requirements of Smart Snacks. Snacks can be purchased through Child Nutrition at a low cost. 2. Can we have any type of food fundraiser during the school day? Yes. Fundraisers that sell non-food items and/or foods and beverages that meet the Smart Snacks rule may be held at any time or day during the school year except 30 minutes prior to and 30 minutes following meal periods. In addition, each campus is allowed 6 exempt days each school year to hold fundraisers and/or celebrations that do not meet the Smart Snacks rule. 3. Can administrators and/or staff use food for instructional purposes? Yes. A small sample of food is allowed to enhance lessons about nutrition, food or culture. However, you should not serve a meal during a lesson as this may interfere with a student s breakfast or lunch intake. 4. Can parents bring outside food such as fast food for their child to eat during lunch? Yes. Parents may provide any food for their own child. However, parents cannot provide food for any children other than their own. 5. Can parents bring food for students other than their child to consume during the school day? No. A parent can only bring food and/or beverages for consumption by their child. A parent cannot bring any food item to another child even with parent permission. 6. Can we have celebrations during meal periods? No. You cannot have a celebration or food fundraiser 30 minutes prior to and 30 minutes following meal periods. 7. Can parents bring baked goods or other treats to celebrate their child s birthday? Yes. Parents can bring a treat on the date of their child s birth for their child or their child s class in the last 15 minutes of the school day or after school. However, these treats cannot be distributed in the cafeteria and should be free of any known allergens. D45-A Nutrition Guidelines Page 1 of 1
7 United States Department of Agriculture Smart Snacks in School USDA s All Foods Sold in Schools Standards USDA recently published practical, science-based nutrition standards for snack foods and beverages sold to children at school during the school day. The standards, required by the Healthy, Hunger-Free Kids Act of 2010, will allow schools to offer healthier snack foods to children, while limiting junk food. The health of today s school environment continues to improve. Students across the country are now offered healthier school lunches with more fruits, vegetables and whole grains. The Smart Snacks in School standards will build on those healthy advancements and ensure that kids are only offered tasty and nutritious foods during the school day. Smart Snacks in School also support efforts by school food service staff, school administrators, teachers, parents and the school community, all working hard to instill healthy habits in students. Nutrition Standards for Foods Any food sold in schools must: Be a whole grain-rich grain product; or Have as the first ingredient a fruit, a vegetable, a dairy product, or a protein food; or Be a combination food that contains at least ¼ cup of fruit and/or vegetable; or Contain 10% of the Daily Value (DV) of one of the nutrients of public health concern in the 2010 Dietary Guidelines for Americans (calcium, potassium, vitamin D, or dietary fiber).* Foods must also meet several nutrient requirements: Calorie limits: Snack items: 200 calories Entrée items: 350 calories Sodium limits: Snack items: 230 mg** Entrée items: 480 mg Fat limits: Total fat: 35% of calories Saturated fat: < 10% of calories Trans fat: zero grams Sugar limit: 35% of weight from total sugars in foods *On July 1, 2016, foods may not qualify using the 10% DV criteria. **On July 1, 2016, snack items must contain 200 mg sodium per item
8 Smart Snacks in School: USDA s All Foods Sold in Schools Standards Nutrition Standards for Beverages All schools may sell: Plain water (with or without carbonation) Unflavored low fat milk Unflavored or flavored fat free milk and milk alternatives permitted by NSLP/SBP 100% fruit or vegetable juice and 100% fruit or vegetable juice diluted with water (with or without carbonation), and no added sweeteners. Elementary schools may sell up to 8-ounce portions, while middle schools and high schools may sell up to 12-ounce portions of milk and juice. There is no portion size limit for plain water. Beyond this, the standards allow additional no calorie and lower calorie beverage options for high school students. No more than 20-ounce portions of Calorie-free, flavored water (with or without carbonation); and Other flavored and/or carbonated beverages that are labeled to contain < 5 calories per 8 fluid ounces or 10 calories per 20 fluid ounces. No more than 12-ounce portions of Beverages with 40 calories per 8 fluid ounces, or 60 calories per 12 fluid ounces. Other Requirements Fundraisers The sale of food items that meet nutrition requirements at fundraisers are not limited in any way under the standards. The standards do not apply during non-school hours, on weekends and at off-campus fundraising events. The standards provide a special exemption for infrequent fundraisers that do not meet the nutrition standards. State agencies may determine the frequency with which fundraising activities take place that allow the sale of food and beverage items that do not meet the nutrition standards. Accompaniments Accompaniments such as cream cheese, salad dressing and butter must be included in the nutrient profile as part of the food item sold. This helps control the amount of calories, fat, sugar and sodium added to foods by accompaniments, which can be significant. Public Comment USDA is seeking comments on these standards. The formal 120-day comment period is open through October 28, We also want to continue to receive feedback during implementation of the standards, so that we are able to make any needed tweaks to the standards based on real-world experience. Feedback from students, parents, school food staff, school administrators, State agencies and other interested parties is critical to ensuring successful standards.
