2 School Nutrition Programs Administrative Review This report summarizes the results of the administrative review for the School Nutrition Programs sponsored by the Egyptian CUSD 5, RCDT number , conducted on March 13, 14, 2018, by Kim Nesler, Principal Consultant The results of the review were discussed at an exit conference on March 14, 2018, with Linda Davis, Administrative Assistant The purpose of the review was to monitor the sponsor s compliance with Federal and state program regulations. The following areas of program compliance were evaluated: Afterschool Snack, if applicable Certification and Benefit Issuance Civil Rights Dietary Specifications and Nutrient Analysis Food Safety Fresh Fruit and Vegetable Program, if applicable Local School Wellness Policy Meal Counting and Claiming Offer Versus Serve On-Site Monitoring Professional Standards Reporting and Recordkeeping Special Milk Program, if applicable Verification Water During the review, technical assistance was provided to the sponsor in the following areas: Afterschool Snack Food Safety Offer Versus Serve
3 During the review, the following problems were identified. All other areas were found to be in compliance. Site: Egyptian Sr High School (10059) March 13, 14, 2018 Eleven grab and go breakfasts observed did not contain all required components. When "Offer versus Serve" is implemented, children must take at least three of the four food items including a minimum of ½ cup fruit or vegetable. Breakfast and lunch were observed on-site during the review and the following issues were found: 1) At breakfast, the portion size of the fruit did not meet meal pattern requirements. The minimum serving size of the fruit must be 1 cup. 2) At lunch, it was unclear if the meat/meat alternative met the meal pattern requirements for the meat/meat alternative component because a Child Nutrition (CN) label was not available for the cheese sauce. Appropriate documentation, including Child Nutrition (CN) labels, Product Formulation Statements (PFS), or standardized recipes, must be available to validate the contributions of the food items to the meal pattern requirements. The lunch weekly requirements for February 5 through 9, 2018, were evaluated and the following issues were found: 1) The minimum weekly portion requirement was not met for the red/orange vegetable subgroup at lunch. The minimum weekly portion requirement must be met for each vegetable subgroup. 2) The weekly minimum meat/meat alternate ounce equivalents were not offered at lunch. Menus must contain a minimum of ten meat/meat alternate ounce equivalents per week for grades 9 through 12. 3) The weekly minimum grain/bread ounce equivalents were not offered at lunch. Menus must contain a minimum of ten grain/bread ounce equivalents per week for grades 9 through 12. The lunch daily requirements for February 5 through 9, 2018, were evaluated and the following issues were found: 1) The minimum meat/meat alternate serving size was not offered at lunch on February 5 and 8, A minimum of two ounce equivalents must be offered on a daily basis. 2) The minimum grain/bread serving size was not offered at lunch on February 5, A minimum of two ounce equivalents must be offered on a daily basis. Production records do not contain the required information for the selected week. All foods items served were not included. Production records must accurately reflect the specific foods/condiments used, recipe or product name, grade groups, portion sizes, student and total projected servings, amount of food used, and the number of leftovers.
4 The breakfast weekly requirements for February 5 through 9, 2018, were evaluated and the following issues were found: 1) The breakfast menu did not meet the weekly grain/bread ounce equivalent requirement. Menus must contain a minimum of nine grain/bread servings per week for grades 9 through 12. 2) The grain/bread ounce equivalents offered were not whole-grain rich at breakfast. The weekly minimum grain/bread ounce equivalents required each week must be whole-grain rich. 3) At breakfast, the amount of fruit juice available to students on a weekly basis exceeds the allowable amount. The amount of juice available on a weekly basis must not exceed half of the total weekly fruit portion. The breakfast daily requirements for February 5 through 9, 2018, were evaluated and the following issue was found: 1) The minimum fruit serving size was not offered at breakfast on all days. A minimum of 1 cup of fruit must be offered on a daily basis. Offer versus Serve "Offer versus Serve" has not been implemented correctly at breakfast and lunch. Students were required to take a milk. Other than the requirement to select a fruit, students must be allowed to decide which components they will select. The site held a food fundraiser that did not meet the Smart Snack requirements. The Beta Club was selling Gatorade and chips to grades 6 through 12. Items were not evaluated to see if they met the Smart Snack requirements. Fundraisers involving the sale of foods and/or beverages are prohibited for grades K-8 unless they meet the Smart Snack requirements. Appropriate documentation, such as a Nutrition Fact label, must be available to validate compliance for future fundraisers. Food Safety, Storage, and Buy American Temperature logs are not completed. On a daily basis, the temperatures of prepared cold/hot foods and all storage areas must be recorded. These temperature logs must be maintained on file for six months. After-School Snack Program The minimum fruit/vegetable serving size was inadequate for the selected week. A minimum of 3/4 cup must be offered on a daily basis. Sponsor: Egyptian CUSD 5 March 13, 14, 2018 Households have not been notified of the availability of the Summer Food Service Program. to households regarding the Summer Food Service Program must occur before the end of the school year. Fiscal Action
5 As a result of the problems cited, an overclaim for March 2018 has been identified for the following program: 1) School Breakfast Program - $22.99 Federal regulations allow this office to waive overclaims less than $600.00; therefore, the School Breakfast Program overclaim will not be assessed. However, if you participate in the Seamless Summer Option (SSO) and an overclaim is identified with a future SSO Claim for Reimbursement, the overclaim amount will be added to the above assessment and a new fiscal adjustment amount will be calculated. If the new assessment exceeds the $ threshold, fiscal action will be required.
