2 What is CDIA? Mandate Cities Development Initiative for Asia Investing in Asia's urban future CDIA is an international partnership initiative, established in 2007, by the Asian Development Bank and the Government of Germany, with additional funding support from the governments of Austria, Sweden, Switzerland, and the Shanghai Municipal Government. CDIA provides assistance to medium-sized Asian cities to bridge the gap between their development plans and the implementation of their infrastructure investments. CDIA supports the identification and development of urban investment projects and links them with potential financiers.

5 Khulna city Challenges: Highly vulnerable to climate change Stagnating poverty rates (around 40%) Annually affected flooding, low elevation Inadequate infrastructures to cope with current and future climate conditions 5
6 Pro-poor and Green urban transport in Khulna CDIA carried out a preparatory study on the pro-poor and green urban transport in Khulna, for KfW co-financing to City Region Development Project (CRDP) in German Financial Cooperation through KfW is 10.5 million Euro grant. Local Government Engineering Department (LGED) is the Executing Agency and Khulna City Corporation (KCC) is the Implementing Agency for KfW co-financed component of CRDP. 6

Adaptation to climate change Strengthening resilience of road and transport infrastructure to extreme weather events Road network development with focus on provision of drainage Improving road function as river embankment / flood protection Other embankment protection e.g. at ferry river crossings Coordination with ADB funded drainage measures Embankment Road Joragate Area

11 Pro-poor and Green urban transport in Khulna Project Component Contribution: Protect the transport infrastructure from the impacts of climate change (increased flooding). Reduce the urban poverty impact by prioritising the needs of non-motorised traffic and pedestrians, and creating safe, high quality and user-friendly transport facilities. Project Components thus address poverty while making the population less vulnerable to the con-sequences of climate change.
