5 Congressional Mandate Title IX, Section 904(a) of the Violence Against Women and Department of Justice Reauthorization Act of 2005 (VAWA 2005), Pub. Law No (codified at 42 U.S.C. 3796gg-10 note), as amended by Section 907(a) of the Violence Against Women Reauthorization Act, Pub. L. No Research Program Purpose: Examine violence against Native women including domestic violence, dating violence, sexual assault, stalking, trafficking, and homicide; Evaluate the effectiveness of federal, state, tribal, and local responses to violence against American Indian (AI) and Alaska Native (AN) women; and Propose recommendations based on study findings.

6 Program Research Questions & Goals Research Questions What are the factors that place Native women at greater risk for victimization? What strategies hold promise for improving the outcomes of this violence when it does occur? Research Program Goals To use methods of inquiry based on, and sensitive to, local customs and values. To provide research findings that have clear, practical implications.

7 Section 904(a)(3) Federal Advisory Task Force Its purpose is to assist NIJ and OVW in the development and implementation of the program of research and assist with recommendations to improve effectiveness of these responses. Task Force Composition: Tribal governments, National tribal organizations, and National tribal domestic violence and sexual assault nonprofit organizations. Seeking Nominations: September 20, 2017 to November 14, 2017 Next planned Task Force Meeting Spring 2018

8 National Baseline Study Tribal Study of Public Safety and Public Health Issues Facing American Indian and Alaska Native Women Nationally representative study of federally recognized tribes Face-to-face interviews with adult Native women in randomly selected tribal households in tribal communities Survey Content: opinions about safety issues in their communities, their experiences with violence (lifetime & past 12 months), types of support available to them, and their views about law enforcement

11 Five Things About ViolenceAgainst American Indians and Alaska Natives 1) Most American Indian and Alaska Native adults are victims of violence. 2) Men and women are victimized at similar rates but in different ways. 3) Victimization rates are higher for American Indians and Alaska Natives. 4) Female victims are more likely to need services, but they are less likely to have access to those services. 5) Interracial violence is more prevalent than intraracial violence.
