Four workshops have been organized to finalize implementation arrangements of the impact evaluation: impact evaluation protocol workshop, community-based health insurance workshop, training of the surveyors and targeting of the poor workshop. The Ministry of Health launched baseline data collection in October 2013 in all 24 health districts (8 regions). Data collection "implemented by the "MURAZ Page 1 of 6

2 Center" covers 864 health centers (including 507 intervention health centers and 357 control health centers). The IE was approved by the "national Ethic Committee" was done in October 2013 and by the "Scientific Committee" in November The data collection of the performance based financing Impact Evaluation will end on December 2013 and all main activities will take place on first semester of The extension of community based health insurance and community-based targeting of the poor is expected to be completed shortly, alongside roll-out of PBF in 12 more health districts. The PBF implementation in the 3 pre-pilot health districts is ongoing; with the delivery of health minimum package and payment of PBF fees based on the results (Leo, Boulsa and Titao). 12 more districts will start PBF activities at the end of January after the completion of the impact evaluation baseline survey data collection. Project training of trainers at regional level and training of the district management teams have been launched in November 2013; national level training for the managers will be carried out in March Component B: (i) Strengthening demand and delivery for family planning and reproductive health services, 15 local NGOs have been selected for community-based distribution of contraceptives; the training of 120 community midwifes has started in October 2013 (the project plans to train 120 midwifes/nurses: 60 skilled birth attendants and 60 general nurses). RBF implementation continues in 3 health districts where minimum health packages are being delivered including maternal and child health/reproductive health.
