POSITION INFORMATION Project name: Addressing Gender Based Violence in Emergency (GBViE) Post Title: GBV Humanitarian programme officer Number of Positions: 1 Type of Contract: Service Contract (National) Post Level/Grade: SB4 Duty station: UNFPA Country Office (Roving in districts) Duration of contract: 12 Months (with a possibility of renewal, subject to performance and fund availability). Starting date: October 1, 2017 Source of Funding: OR II. ORGANIZATIONAL CONTEXT (Organization Location and Job Purpose ) Bangladesh is ranked as the sixth in the World Risk Index (2015), indicating the country s extreme exposure and high vulnerability to natural hazards even when Bangladesh has not experienced any Level 3 disaster in recent years. In humanitarian settings, women and girls are disproportionately affected. In the 1991 cyclone in Bangladesh for instance, 90% of the deaths were among women. If law and order break down in an emergency situation, or social support and safety systems (such as extended family or community groups) fail, women and girls are also at greater risk of gender-based violence (GBV), gender based discrimination, and harmful practices, including forced or child marriage. According to the 2015 Violence against Women (VAW) Survey conducted by the Bangladesh Bureau of Statistics, Bangladesh has an extremely high prevalence of VAW with 72.6% of married women experiencing some form of violence by their husbands, 49.6% experiencing physical violence and 27.3% sexual violence. This shows that women and girls are already at risk of GBV in normal times - emergencies make their vulnerability even bigger, while collection of data on GBV in humanitarian settings remains a challenge. Against this backdrop, the new 7th Five Year Plan of the government of Bangladesh mentions the vulnerability of Women as one of the priority areas in disaster management. UNFPA is the lead agency for GBV in the UN Country Team in Bangladesh and the prevention and mitigation of GBV remains as one of the priority areas for UNFPA s current 9th Country Programme for Bangladesh ( ). UNFPA is addressing gender equality as both a cross-cutting issue and a separate outcome in its Country Programme. Guided by the principles of the global Cluster Approach and drawing upon previous natural disaster experiences in the country, UNFPA successfully advocated for the formation of a Gender-Based Violence (GBV) Cluster under the national humanitarian architecture in Bangladesh, co-chaired by MoWCA and UNFPA. In addition, UNFPA is leading the GBV sector in Cox s Bazar and implementing programmes in both host and Rohingya Refugee Communities, especially for the undocumented Myanmar nationals residing in makeshift camps. UNFPA, through it s GBV cluster/sector, is now contributing to a more coherent, comprehensive and coordinated approach to GBV in humanitarian settings in the country, including prevention, care, support, recovery, and efforts to hold the perpetrators accountable. In addition, based on the Country programme, UNFPA will support further

2 operationalization of GBV clusters at the subnational level. Under the guidance of the Gender Unit Chief, the GBV humanitarian programme officer facilitates the implementation of UNFPA s GBV programming in humanitarian emergencies in intervention districts. GBV programming in humanitarian emergencies is multi-sectoral and involves organizations and actors from the displaced and host communities, NGO and government implementing partners, UN agencies, and other national and international organizations that engage in comprehensive prevention and response initiatives. Key duties include: assessment and planning, GBVIE programme management, partnership development, development of SOPs/guidelines, contributions to resource mobilization for emergency programmes, capacity development training and sensitization on GBV in emergency settings for the UNFPA s GBViE partners and UNFPA staff. The GBV Humanitarian Programme Officer will support the GBV Cluster and the GBV Cluster coordination mechanism at the district level under the guidance of the GBV cluster coordinator. The GBV programme officer will be based in the UNFPA Bangladesh Country Office (CO) in Dhaka, from where s/he shall undertake frequent field missions to UNFPA supported districts, especially in Cox s Bazar. S/he shall closely work with UNFPA s other units (Humanitarian, Sexual and Reproductive Health and Rights, Population, Planning and Research, and Adolescent and Youth). S/he shall report to the Chief of the Gender Unit, UNFPA. III. FUNCTIONS/KEY RESULTS EXPECTED (Major Activities and Expected Results ) Programme Development and Implementation Conduct field assessments and liaise with Implementing Partners to determine implementation/management bottlenecks for GBV prevention and response and provide technical support to address them. Develop with colleagues and implementing partners appropriate GBV specific prevention and response interventions, in line with UNFPA minimum standards for Prevention and Response to Gender-Based Violence in Emergencies; Provide technical support to GBViE implementation partners, including Women Friendly Spaces (WFS), psycho-social care services and GBV case management and referral, in line with UNFPA minimum standards for prevention and response to Gender-Based Violence in Emergencies; Support the implementation of activities funded through humanitarian appeals, and the UNFPA Emergency Response Fund, as well as any other emergency projects in the country; Proactively engage with donors to raise additional programme funds/resource mobilization including the flash appeal and advocacy plan in line with over-arching vision and work plan; Support implementation of multi-sectoral response services to GBV survivors in emergency situations Support the implementation of programme activities under direct UNFPA execution (DEX), such as coordination of researches/studies, organization of seminars/workshops/events, and facilitation of consultants work related to GBV, legal and Human rights, in collaboration with other colleagues within the unit and beyond. Programme Management and Coordination: Prepare procurement plans with distribution lists of equipment and supplies, including emergency supplies for GO, CSO and private sector programmes, and ensure necessary follow-up to facilitate timely and efficient delivery. Work closely with GBV Cluster Coordinator, Humanitarian Specialist, Sexual and Reproductive Health and Rights, Adolescent & Youth units in country and district offices and also the Population and Development unit

3 in relation to evidence/data related to GBV in emergency settings. Where possible, ensure that GBV issues are integrated into others assessments. Assessments should consider the needs of women, girls, boys, and men separately and should focus on identifying gaps and trends to improve programming. Support effective coordination to respond to the GBV needs of the humanitarian situation in Bangladesh, in cooperation with other UN agencies and stakeholders; Provide technical advice and support to the GBV Cluster Coordinator to ensure adequate mainstreaming and inclusion of GBV related issues into the Bangladesh Humanitarian Architecture; Establish linkages between existing Gender, SRHR and Humanitarian initiatives of UNFPA to ensure synergies between programmes that maximize programme impact. Maintain close liaison with the Deputy Commissioner (DC), District/Upazila Women Affairs Officers, Upazila Disaster Risk Reduction Committee, Nari Nijaton Protorodh Committee (NNPC), Community Watch Group (CWG), and other players, addressing GBV in emergency settings including NGO/CBO/CSO support networks. Advocacy, Knowledge Management and Capacity Development: Assist advocacy and communication efforts related to GBViE of the Country Office by preparing project summaries, activity briefs, fact sheets, and participating in donor meetings and representing UNFPA at public information events, as needed. Facilitate training sessions on GBV in Emergencies for UNFPA s GBViE partners in disaster prone districts, and national and sub-national level GBV cluster members, as well as to government actors, such as health care providers, social sector s workers, law enforcement personnel, and beneficiaries related to GBViE; Provide technical support in conducting training on addressing GBV in humanitarian settings for Bangladesh (to integrate the most recent international guidelines and standards, in particular, UNFPA Minimum Standards for preventing and responding to GBV in Emergencies and Inter Agency Standing committee (ISAC) Guidelines for Integrating GBV in Humanitarian Actions). Facilitate capacity development training for UNFPA s partners for the effective implementation of WFS Sensitize implementing partners, UN sister agencies and national authorities around the existence and implementation of the Guidelines for Integrating GBV Interventions in Humanitarian Action; Identify and document lessons learned, evidence of success and constraints and best practices to promote knowledge sharing within UNFPA, implementing partners, donors, and other stakeholders. Assist to plan and implement the capacity development interventions of 22 pre-selected NGOs to implement GBV programme in emergencies. Partnerships Maintain solid working relationships, with the GBV Interagency Coordinator(s) and all humanitarian partners and agencies; Provide regular and comprehensive updates related to UNFPA s progress to address GBV; As requested, represent UNFPA in relevant humanitarian coordination bodies, including the GBV cluster to ensure that GBV issues are adequately considered in the context of the humanitarian response efforts. Ensure effective communication, networking and collaboration with all partners including NGO/CSO networks of the Gender Unit and relevant stakeholders. This includes coordinating with members of the development community, including UN and bilateral agencies at the national and district level and sharing information relating to GBV programming in emergency settings. Support development of concept notes and proposals for programming in line with Gender Unit program strategy for GBV in emergency settings.

4 Monitoring, Evaluation and Reporting Monitor GBV emergency assistance provided by UNFPA through implementing partners to crisis affected populations. Monitor and supervise the quality of activities and provide feedback to partners and concerned staff members in UNFPA, developing as far as is possible, best practices and documentation; Support quality assurance of documentation/reports related to humanitarian GBV initiatives of UNFPA CO Gender Unit. Undertake regular field visits to monitor and evaluate the implementation of GBV programme activities by keeping a close record of activities, such as capacity building and implementation of relevant SOPs and guidelines. Analyze programme status and recommend appropriate adjustments together with support from the UNFPA Country Office and prepare routine reports on the results of visits and the programme progress. Ensure timely reporting on accounting utilization of UNFPA s assistance by implementing partners. Provide technical support to the partners to implement standardized GBV incident report/intake forms and other forms and collect and critically analyze data obtained to inform evidence based GBV emergency programme implementation. Any Other Duties Perform any other duties as required by the Deputy Representative, UNFPA. IMPACT OF RESULTS/ DELIVERABLES Work plan developed on time to a high quality, and revised as necessary with justification. GBViE programmes implemented in emergency affected districts and Upazilas in line with UNFPA minimum standards Concept note, project proposal developed for resource and fund mobilization to support GBViE preparedness and response programme Advocacy product developed for the inclusion of GBViE in relevant national law/act/policy/legal framework/action plan/strategy/protocol and programmes. Multi-sectoral support services initiated at selected district to provide coordinated and comprehensive services for GBV survivors in emergency settings. GBViE Knowledge product including lessons learnt, evidence of success and good practices developed GBV cluster functionalized at district level Strong linkage developed between different units on humanitarian initiatives Developed capacity of GO-NGO stakeholders to address GBV in emergency situations. CSO allied with UNFPA to advocate on GBV in Emergencies, consistent with national priorities. Quality result based reports, produced on time. Monitoring visits undertaken and mission reports produced with clear recommendations and way out. V. RECRUITMENT QUALIFICATIONS Education: Master degree with specialization in areas such as social work, environmental science, disaster and climate change, gender, humanitarian affairs, international relations, and/or other related social science disciplines. Knowledge and Experience: At least 5 years professional experience with 3 years of relevant experience in GBV programming and implementation, particularly in a humanitarian context Sound and in-depth understanding about the existing international guidelines, tools, and standards addressing GBV in a humanitarian context Prior experience in GBV case management and referral using a survivor centered approach Solid knowledge and experience in GBV Psycho social support Experience in developing guidelines and tools for GBViE response and protection interventions Strong expertise in capacity development, including developing and delivering GBV training as well as knowledge management Direct experience providing support to GBV survivors is an asset Proved knowledge of the Bangladesh humanitarian architecture Excellent understanding and practice in results-based project management, financial management and

6 project assurance, including monitoring and audit. Demonstrated / proven experience in coordination and liaison with government counterparts and other stakeholders, including NGOs and communities Maturity and confidence in dealing/engaging with senior and high ranking officials, representatives of national and international organizations, both governmental and nongovernmental. Demonstrated leadership and management experience within a multinational and multicultural environment Proven communications and inter-personal skills including ability to express ideas and concepts clearly and concisely, both in written and oral forms.
