1 Republic of Mozambique MINISTRY OF GENDER, CHILD AND SOCIAL ACTION STATEMENT OF HER EXCELLENCE Mrs. CIDÁLIA MANUEL CHAÚQUE OLIVEIRA, MINISTER OF GENDER, CHILD AND SOCIAL ACTION, ON THE OCCASION OF THE GENERAL DISCUSSION OF THE 61 st SESSION OF THE UNITED NATIONS COMMISSION ON STATUS OF THE WOMAN NEW YORK, 15 MARCH 15, 2017
2 Ladies and Gentlemen It is with great honor that I address this august assembly on the occasion of the 61st session of the United Nations Commission on the Status of Women. I would like to congratulate the President of the session and the members of the Bureau for the wise conduct of the proceedings of this session. I would also like to express deep appreciation to the Secretary-General of the United Nations for his commitment to keep gender issues at the heart of the priorities of the United Nations global agenda and for the Report on Challenges and Achievements in the Implementation of the Millennium Development Goals for women and girls. We are sure that the recommendations encompassing in the report will be the added value for the implementation of Agenda 2030 for Sustainable Development. Mozambique associates itself with the Statement of the African Group, SADC Member States and Group 77 + China, respectively delivered by the distinguished Ministers of Nigeria and Swaziland and Permanent Representative of Ecuador. The theme of this session is of particular importance as gender disparities in access to decent jobs and the employability of women persist. The challenges women face in accessing the available productive resources exacerbates this situation. 2
3 This is of particular concern for women living in rural areas, as limited access to land and funding continues to threaten the full enjoyment of their potential to contribute to the growth of the rural economy and the improvement of their living conditions. It is in this context that the Government of Mozambique has created gendersensitive laws and has been developing measures to accelerate the economic empowerment of women, with emphasis on rural women, who constitute the majority of our population. These initiatives are aimed at promoting associativism as a best way of strengthening capacity building and dissemination of new agricultural production technologies at a time of increasing challenges posed by climate change and the consequent demand to create resilience. At the same time, the Government has been encouraging the establishment of rural women's associations. Indeed, one of the results of this exercise was the establishment of the Mozambican Movement of Rural Women, a forum for advocacy of the needs of rural women. The economic empowerment of women in Mozambique comprises the implementation of the Employment and Vocational Training Strategy, which one of its main objectives is the promotion of the right to decent work and creation of new jobs and the adoption of socio-economic systems that ensure employment and work. In this context, in 2016, 277,647 jobs were created, 66,256 of which benefited women; 4302 professional internships have advanced1285 women. 3
4 The successful implementation of these actions and policies adopted by the Government are due to the strengthening of the national financial sector. The country has been implementing the National Financial Sector Development Strategy ( ), which has made it possible to increase the supply of credit and financial products at affordable rates. The percentage of women with access to formal credit has been growing significantly, as a result of the positive reimbursements by women. The set of measures established by the Government for the economic empowerment of women, it is also important to highlight the Gender Strategy for the Environment and Climate Change. Since 2000, driven by the Millennium Development Goals, maternal and child health actions have been carried out in Mozambique, contributing to promote social participation and strengthening civil society in the prevention of maternal and child mortality. The Employment Policy, which calls for the creation of more jobs and an increase in employability, is being implemented in our country. Immediate measures are designed to reduce the high level of unemployment by adopting special intervention programs aimed at attracting labor-intensive investment, creating employment in priority sectors (namely agriculture and fisheries, industry, tourism, mineral and energy), substantially increasing the budgets of the these areas. 4
5 In the framework of the actions aimed at the economic empowerment of women in Mozambique, we would like to share a good practice that we are addressing since 2010, focusing on the empowerment of women s business skills in 8 districts and benefiting about 200 associations composed of more than 30 women each. The African Development Bank supports the initiative. This action is significantly changing the living conditions of local communities and due to its positive impact, a national program involving the African Development Bank and UN-Women is underway at the moment. This initiative and other ongoing programs reflect the implementation of the Sustainable Development Goal 5. In conclusion,, I would like to reiterate the commitment of Mozambique to continue implementing national and international instruments to safeguard the women's rights in general and for their economic empowerment in particular.
