9 Situation analysis The Interim Constitution 2007 of Nepal has visualized several provisions emphasizing on inclusive, democratic and progressive restructuring of the state to bring an end to the discrimination based on class, caste, language, gender, culture, religion and region. Part 3, Article 13, 14 and 21 of the Interim Constitution, ensures rights to equality, rights against the caste discriminations and rights of social justice.

11 1.Basic Information on Chhaupadi Chhaupadi is one of the superstitions prevailing mainly in the western part of Nepal. Achham is one of the heavily affected districts of the Chhaupadi system. Girls/women are not allowed to enter inside the house up to four days while having menstruation and after delivery. During this period they mostly sleep in a hut outside their common house or in a cowshed. Touching plants and water taps is not allowed.
12 2.Overall goal To eliminate the Chaupadi system from the society and reinforce the human rights of all women and ensuring their empowerment in the community.
13 3.Objectives Within the framework of the overall goal of the project, the following objectives will be achieved: a) To shift them in the house from the cowshed at the time of menstruation /delivery period. b) To eliminate the discriminative behavior and various violence against women during menstruation and delivery. c) To raise awareness about hygienic food, personal and reproductive health and sanitation. d) To increase the number of girls at school during menstruation period
14 4.Major Activities 1. Identification of working partners, CBOs, Communities and human resources. 2. Reproductive health camps and exhibition. Distribution of reproductive health material to the needy groups.
15 3.. Awareness raising of the Priests, teachers, Dhami and Jhankri, political leaders, social workers, elder men/women of the targeted population 4. Training of gender, reproductive health and adolescence education for target groups
16 5.Production and dissemination of IEC materials (publicity, radio program, street drama, posters,drama etc. in local language.)
17 6. Institutional capacity build-up of the local communities. 7.Management of observation tours and follow-up visits - Local and central level. Discussion with watch group members of Oligaun Discussion in district monitoring
18 Adolescence girls and women who are suffering from various forms of violence and discriminative behavior due to chhaupadi system in the area of project implementation 5.Target Group
19 6.Project Budget & Duration Total budget for the year 2008 is Rs. 50 millions. Norms of expenditure will be as per the Implementation Guidelines, This project will be for a duration of three years ( ). In this Project, the major funding Agency would be save the Children Norbey and Government of Nepal.
20 7. Major Issues (A) Situation related issues Due to small space or only one room in house, people are not able to keep chhau inside if they want. Chhau goth
21 (B) Program related issues Low participation in several awareness programs due to nominal allowance for participants. Lack of IEC Materials in training, workshop and interaction program. Lack of Budget.
22 8.Measures to tackle the obstacles Strengthening the capacity of community based organizations. Capacity building of the local Leadership through advocacy.
23 9. Expected Outcomes Awareness level of community will increase. Target people will be aware about the negative effects of chhaupadi system Girl's attendance in school will continue during menstruation. Lead to empowerment of rural women. Health condition of women will improve. Functional network and coordination among stakeholders will be strengthened. Child marriage will decrease.
