If the principle item sold by the business is alcohol, all non- employees must be out of the establishment, the lights off and doors locked during the prohibited hours. Employees may be on premise for cleaning, taking stock or other work during the prohibited hours. Establishments belonging to the American Legion and the Veterans of Foreign Wars are not subject to closing laws in. Sunday Sales In the Parish of Bossier, it is illegal to sell alcohol between the hours of 2:30 a.m. Sunday and 7 a.m. on Monday. Holders of a Class B Off- premise consumption license may sell beer on Sundays between the hours of 7 a.m. and Midnight. All other alcohol beverages must be kept separate and locked up and inaccessible to customers on Sunday. Restaurants that have been open for at least three years and who have 70% or more in food sales may serve alcohol between Noon and Midnight on Sunday only if the alcohol is served with a meal at a dining table. Restaurants that have a separate lounge or bar area, must keep that separate area closed and locked between 2:30 a.m. Sunday and 7 a.m. on Monday. However, bars and lounges may be open between noon and midnight on Sunday if they are not open to the public and serve only as a service bar for alcohol going to tables where food is being served. Leaving premises with alcohol In the Parish of Bossier, it is illegal for anyone to have an open container of alcohol in a private vehicle unless the container is in the trunk of the car or in a part of the vehicle that is not occupied by passengers. Local Licensing of Servers and Local Server Training The Parish of Bossier does not require any form of alcohol server permit, Bar Card or ABO Card. The Parish of Bossier does not require any form of local server training. The new state law that requires servers to attend this course also says that servers do not have to attend local server training courses if they participate in a state- approved course. By 2000, you will have to participate in state- approved courses. Other Regulations Sale of beverages containing more than 3.2% alcohol by weight is prohibited in Ward Three, outside the Town of Plain Dealing, and in Wards Four, Five and Six. City of Bossier Hours of Operation In the City of Bossier, it is illegal to sell or serve alcohol between the hours of 2 a.m. and 7 a.m. Monday through Saturday and between the hours of 2 a.m. on Sunday until 7 a.m. on Monday. Businesses where alcohol is the main thing sold must remove all patrons from the premise and have the lights off and doors locked by 2:30 a.m. every day. The proprietor of the establishment and employees may remain on premise for the purpose of cleaning, taking stock or other work. Sunday Sales Responsible Alcohol Service for In the City of Bossier, there are laws prohibiting sale of alcohol on Sunday (see above). Bona fide restaurants may receive a special permit from the Mayor that allows them to sell and serve alcohol between the hours of noon and midnight on Sunday. Restaurants with a separate cocktail lounge must close and lock the lounge during the prohibited times on Sunday. Businesses with a Class B Off- premise Consumption License may sell packaged alcoholic beverages of less than 6% alcohol by volume between the hours of 7 a.m. and midnight on Sunday. All other alcoholic beverages must be locked up in such a way, as customers will not have access to these beverages. Festivals and fairs approved by the city council may sell and serve packaged beverages of not more than 6% alcohol content by volume between the hours of noon and midnight on Sunday. Local Licensing of Servers and Local Server Training The City of Bossier anyone who works for a business that sells or serves alcohol, that may be in the establishment while alcohol is being sold, must get an Alcoholic Beverage Handling Employee Card from the Department of Public Safety. The card costs $10 and is good for a period of one year. The card is good at any licensed establishment in Bossier City so long as the department of public safety has been notified of the name and address of all the employees of a licensed establishment. Any employee under the age of 18 that is not directly involved in the sale and service of alcohol at a bona fide restaurant must obtain a special minor s work permit prior to employment for a cost of $5. In the City of Bossier, it is illegal for anyone with a city occupational retail license, except for businesses licensed as retailers of alcohol to permit possession or consumption of alcohol at their business. In the City of Bossier, it is illegal to sell or serve alcohol to any person unless they actually enter the establishment. In the City of Bossier, an employee of a licensed establishment may not, in any way, solicit drinks for themselves or any other employee from any patron.
