THE 2016 CIBHS LEADERSHIP INSTITUTE is limited to a maximum of 38 current leaders in public mental health/behavioral health and substance use disorder services. The tuition cost for the nine days of training is $4,800.00 per participant, plus travel and lodging. Participants must enroll and plan to participate for the full nine days. The County Mental Health Director/ Behavioral Health Director or Alcohol and Other Drug Administrator, or not for profit agency director, must recommend applicants as indicated on the LI Application. Transformational system leadership is essential to improve the quality and experience of care that results in better outcomes and lower costs. Cross system leadership skills are necessary to support the reduction of health disparities in our diverse communities and improve population health. Health care and payment reform, Medi-Cal expansion and Criminal Justice Realignment are but a few of the challenges faced by local leaders. This is the 15th year of the CIBHS Leadership Institute, which is offered in collaboration with the University of Southern California s Sol Price School of Public Policy. Current and former County Mental Health/Behavioral Health Directors, and statewide policy/advocacy organizations--including County Behavioral Health Directors Association of California (formerly known as CADPAAC and CMHDA) have provided guidance regarding the essential knowledge and skills required to lead complex local systems. THE FORMAT: A group of up to 38 participants will engage in a total of nine days of highly interactive training with a nationally/internationally recognized faculty and are expected to identify and apply learning to workplace challenges. Peer to peer consultation processes also support the application of learning and encourage networks among participants. RESIDENTIAL MODULE: The program begins with an initial three days of training scheduled for Wednesday, February 3, through noon on Friday, February 5, 2016. A dinner/reception will be held on the evening of Tuesday, February 2nd to provide an opportunity for participants and faculty to meet each other. THE CURRICULUM: The curriculum includes but is not limited to: personal leadership assessment, leadership effectiveness, quality improvement for systems change, public policy analysis, understanding legislative processes, history and current issues in behavioral health policy and funding, health care reform and care integration, health equity and cultural humility, cross system leadership, understanding organizational networks, and negotiating and leading through influence. California County Mental Health/Behavioral Health Directors, County Substance Use Disorder Services Administrators, Deputy Directors, those who are preparing to assume executive level leadership roles such as deputy level or director level positions, as well as Executive Directors/ executive level leaders of community-based, nonprofit agencies that provide public mental health or substance use disorder services. The participation of leaders/emerging leaders reflecting the diversity of our communities as well as with lived experience as mental health clients/ persons in recovery, parents or family members is strongly encouraged. Your application must include a recommendation from your Behavioral Health/Mental Health Director, Substance Use Disorders/AOD Director, or Agency Executive Director. REGISTRATION FEE: The LI program registration fee is $4,800.00. This includes the four program modules and material. Travel and overnight room accommodations are additional and not included in the registration fee. ADDITIONAL EXPENSES FOR POMONA MODULE: For those participants staying at the Kellogg West Conference Center and Hotel, the overnight room accommodations and meal costs are $548.00. CIBHS will book the hotel and pay in advance for your reservation. For those participants who are not staying overnight at the Kellogg West Conference Center and Hotel, an additional commuter fee of $192.00 is charged to cover meal expenses (meals included are the September 8th introductory dinner, continental breakfast, and lunch only. (Other dinners are not included.) The overnight and commuter fees are to be paid directly to CIBHS. FOR THE MARCH AND MAY MODULES IN SACRAMENTO: A light breakfast and lunch is provided as part of the registration fee. Participants are required to make and pay for their own travel and hotel arrangements. Hotel information will be sent upon your acceptance into the program. Registration fees and additional expenses may be paid to CIBHS in three installments due on January 18, 2016, March 11, 2016 and April 19, 2016 or through one payment due April 19, 2016.
