Prject summary Our Open Access (OA) Pathfinder, a cllabratin between the University f Nrthumbria and the University f Sunderland, aimed t develp and share tls and best practice t enable HEIs with limited external resurces t effectively and creatively respnd t the challenges and pprtunities presented by OA. T achieve this we identified fur discrete prject bjectives and a methdlgy which emphasised engagement lcally and with the ther HEI s that cmprised the wider prgramme. Imprtantly, the wider cntext f this fcus was ur recgnitin f the glbal mvement twards pen research and an impact agenda which demnstrates and rewards value fr mney frm public investment. Subsequently, thrughut ur prject activity we aimed t explre and develp extensible mdels, plicies and prcedures which g beynd OA cmpliance t engage with and shape these wider debates. Thrughut the prgramme we disseminated ur preliminary findings and nging thinking via ur prject blg (http://apathfinder.wrdpress.cm) as well as fra including cnferences and wrkshps. By the end f the tw year prgramme, ur prject had successfully delivered against the fur bjectives and in s ding demnstrated tangible impact. Crucially, fr each aspect f ur prject further wrk is needed t refine and develp slutins and practice t meet the challenges and pprtunities presented by OA. We believe that against a backgrund f a rapidly evlving plicy and funding landscape JISC are uniquely psitined t facilitate a cmmunity f practice t play a pivtal rle in making this happen. Main bdy f reprt Aim and bjectives The prject aim was t develp and share tls and best practice t enable HEIs with limited external resurces t effectively and creatively respnd t the challenges and pprtunities presented by OA T achieve this aim we identified fur key bjectives: 1. Develp a custmisable OA mdelling tl t allw a wide range f HEIs t prduce a tailred cst mdel t assist internal plicy and investment decisins. 2. Develp fur case studies reflecting the experience and respnses f fur representative institutins, including lessns learned s far in implementing OA, hw funds have been deplyed t implement OA plicies (if any), and the balance f internal/external funding fr OA. 3. Develp and share best practice plicy, wrkflw and prcedures drawing n the mdelling evidence frm Objective 1, case studies in Objective 2, emerging sectr standards and funder mandates. 4. Design a quick reference decisin tree and clearly presented supprting materials t guide authrs and supprt staff thrugh the plicy and prcess. Methdlgy and apprach It was established very early in the lifecycle f the Pathfinder prgramme that tangible, measurable and impactful utcmes, prduced n an nging basis thrughut the prgramme, were a pririty fr everyne invlved. Cnsequently, we attempted t frmulate methdlgies that culd deliver utputs t achieve this. Our methdlgy varied by bjective and invlved bth cllectin f qualitative and quantitative data fr analysis and / r slutin design, and cnsistently emphasised stakehlder engagement. The cst mdelling tl we anticipated wuld be f mst use t HEIs in receipt f a lw r nn existent RCUK blck grant, and can help thse institutins lking t create an Article Prcessing Charges (APC) fund fr pen access publishing draw up a business case that can be presented t senir management. The cst mdelling tl was a develpment f wrk initially undertaken at Nrthumbria in 2014 which led t the University Executive apprving a 100K/annum internal fund fr Gld Open Access csts. Cmprising tw Excel files, ne blank and the ther with sample values t shw a wrked example, the tl is based n financial data cllatin and analysis using techniques emplyed in a typical HEI Finance Department as well as parameters and variables infrmed by lcal scenari planning fr research assessment. Bth files include a Pwerpint Quickstart guide embedded within the hme page t prvide a user walkthrugh n mdel custmisatin. Custmisable variables in the mdel include average APC csts based n a variety f different surces, verheads fr bth Gld and Green OA, target staff FTEs fr REF submissin and average numbers f articles per FTE. Once these have been set the user can view varius cst prjectins ver five years fr different balances f Green/Gld OA. Main bdy f reprt 5

The case studies present bth best and actual practice frm a small but diverse grup f HEIs frm acrss the UK. We aimed t btain a rbust sample acrss the spectrum f UK HEIs and selected fur very different institutins t achieve this. Each f these institutins face specific challenges in implementing pen access requirements, and the case studies prvided an pprtunity fr stakehlders frm different departments t cnsider their appraches t OA, and t discuss their respnses and cncerns. Case study data cllectin invlved field wrk based n facilitated semi structured participatry wrkshps and interviews. Questins and discussins were gruped arund five tpics: cst management, structure and wrkflws, institutinal plicy and strategy, advcacy and systems. Preliminary drafts were shared with each HEI case study participant grup fr cmment and validatin. Opprtunities t update each case study were prvided t reflect ptential changes in lcal apprach and experience ver the duratin f the tw year prgramme. In additin t this prcess being valuable fr thse invlved, the case studies are als useful as a reference pint fr ther HEIs t benchmark their wn OA practice and plicies. The OA decisin making tl fr researchers was created by the Resurce Discvery and Access team at Nrthumbria University based n the cmmnly used Libsurveys platfrm. The tl allws researchers t explre the pen access ptins available t them based upn their respnses t questins abut their research utputs. The tl presents a simple interface that gives users clear guidelines as t hw they can best meet bth internal and external pen access plicy requirements. Prject management was via regular (apprximately every tw mnths) meetings at bth institutins, chaired by Nick Wlley the Prject Directr. These meetings were well attended, and enabled the team t update n prgress f the varius wrk packages and respnd flexibly t changes in the prgramme and wider OA plicy Main bdy f reprt 6

cntext. Prject wrking grups were frmed arund each wrk package and these were led by different members f the prject team. Disseminatin Members f the prject team presented prject utputs and utcmes acrss ten different events, cnferences, wrkshps r webinars, and, mre infrmally, thrugh netwrking pprtunities at every prgramme event. Twenty seven psts n the prject blg prvided up t date reprts f ur prgress and findings thrughut the prgramme, including publicatin f dwnladable cst mdelling tl files and gd practice case studies. Hw t be innvative in Open Access with limited resurces (Oct 2014 wrkshp) The prject presented many pprtunities fr the team t engage with stakehlders frm a number f UK HEIs. Prject wrkshps invlving stakehlders frm ther HEIs were themed arund creative uses f resurces and turning OA challenges int pprtunities and these events stimulated psitive discussin in a fcussed but infrmal envirnment. The prject team als participated in and actively reprted n wrkshps run by ther Pathfinders, fr example the Open Access and the Research Excellence Framewrk Wrkshp run by the Glasgw led End t End Open Access Pathfinder. We were als active in natinal level training and develpment n OA, c delivering a sessin at the Assciatin f Research Managers and Administratrs Cnference in June 2015, a wrkshp n Green vs. Gld OA at the Repsitry Fringe, 2014, and a webinar n Defining an Open Access Service which synthesised a number f Pathfinder prgramme utputs n practical strategies fr OA management. Engagement with stakehlders in HEI s utside the prgramme membership became a specific fcus fllwing ur mid pint prject review and we rganised and facilitated a successful wrkshp with clleagues frm Sheffield Hallam University and Manchester Metrplitan University in March 2016. Further disseminatin pprtunities are being actively explred, including publicatin f an article in the ARMA Vistas jurnal aimed at research management prfessinals, which is currently under peer review. Secnd prject update ARMA (June 2015) Prject Manager develped and delivered part f a jint Pathfinder sessin n the wrk f the prgramme, including utputs t date. The sessin was presented t an audience primarily f research managers and administratrs at the main annual cnference fr the prfessin. The webinar, Defining an Open Access Service, cnsidered the principles underpinning a successful OA service, lking at practical steps t embed wrkflws n a human and technical level and giving examples f methdlgies and techniques which highlight gd practice. 62 delegates registered t attend and the webinar was recrded and shared via YuTube. Institutinal case studies (June December 2015) A key aim f the prject was t sharing gd practice and challenges faced by different types f institutins (large and small, research intensive and teaching led). We aimed t create institutinal case studies which wuld give a reasnably cmplete at a glance picture f the varius appraches t OA which are being pursued by UK HEIs. We held semi structured interviews with members f staff at fur UK HEIs, fcusing n five areas f OA implementatin: 1) Csts, 2) Structure and Wrkflws, 3) Institutinal Plicy and Strategy, 4) Advcacy, training and awareness, 5) Metadata and Systems. Despite the very real challenges in research infrmatin management faced by HEI s (e.g. capturing and relating funding and publicatin data) the biggest OA challenges identified in ur prject were achieving successful advcacy, engagement, and plicy respnses t translate int effective prfessinal practice, rather than thse relating whlly r largely t technical systems. Cnsequently, we infer that the pririty fr develpment shuld be n peple and sft systems rather than technlgical slutinism which in sme areas culd be perceived as remving imprtant tuchpints in the lcal jurney t OA. Imprtantly, HEI s and the wider cmmunity must keep a fcus n OA as an enabler f pen research rather than exclusively reacting t the next plicy change instigated by funders. Interestingly, ne f the mst prmising slutins t achieving OA is the wrk being led by Imperial Cllege n explring a schlarly cmmunicatins licence fr the UK. Cllabratin between library and research ffice was a frequently cited critical success factr t achieving a crdinated and integrated institutinal respnse t OA, particularly at the plicy level, in the institutins that were the subject f ur case studies and that participated in the wrkshps we facilitated. This strngly triangulated with the experience at Nrthumbria and Sunderland. Furthermre, the Pathfinder Prgramme prvided anther pprtunity fr clleagues frm bth prfessinal areas t engage cllabratively n OA. Impact Immediate impact Identifying and attributing impact directly t the Pathfinder prject is challenging, particularly when many f the prject team have been simultaneusly preparing fr and implementing pen access plicy within their wn institutins. Over the perid f the prject we have seen increased engagement with and interest in OA amng academic staff, evidenced fr example by steadily rising depsits in ur institutinal repsitries and the implementatin f a University Open Access plicy mandating the depsit f authrs final manuscripts t the research repsitry. At Nrthumbria, there has been increased engagement with ur internal OA fund leading t a rise in RCUK OA plicy cmpliance frm 0 83% frm 2013/14 2014/15. These changes are undubtedly due t a number f factrs including majr funder plicy changes, nging advcacy wrk by prfessinal services and supprt staff and a brader increase in emphasis n and familiarity with OA acrss the sectr. It wuld be difficult t directly link this increased internal engagement directly t the Pathfinder, althugh all prject participants are cnfident it did have a psitive impact n their wider OA wrk. Having said this there are clearly areas where the prject has made a significant psitive difference, fr example: Participatin in the Pathfinder prgramme has enabled the team t regularly validate and sense check the appraches they have taken t supprting OA within their wn institutins thrugh cnsultatin and discussin with equivalent staff in ther universities, fr example thrugh the wrkshps, case studies and prgramme meetings. Given that the aim f the prgramme has been t share gd practice n OA, this has clearly cntributed t meeting that aim. Fr many f the prject team it has added t ur internal credibility as authrities n OA within ur wn institutins. Our Pathfinder s cst mdelling tl utput featured in Jisc s tp tips publicatin Implementing Open Access: sme practical steps yur institutin can take. This has given added weight t ur internal advcacy effrts, demnstrating that we are n the leading edge f OA practice. Nrthumbria s plicy and OA practice was shared as an example f gd practice during the Nrthern Cllabratin Learning Exchange n Embedding Open Access in May 2016. At Sunderland there has been interest within Faculties in the prject which has in turn led t greater engagement with OA generally including mre requests fr supprt frm individual academics and at a departmental level; the result f this has been a dramatic rise in the number f crrect versins being upladed, and, mre generally, a better understanding f OA. The case study wrk in particular has fed back int discussins and advcacy within the University, and the Library and Research Office are nw wrking mre clsely tgether. Mrever, because f the invlvement in this Pathfinder the University Library has been mre clsely invlved in develping OA plicy. Develping strng and sustainable links between the Research Office and Library has been ne f the key best practice findings f ur Pathfinder prject. We have actively been prmting this, nt just in ur Main bdy f reprt 13

wn institutins, but in the wider cmmunity. Our Sheffield Wrkshp in March 2016 saw Libraries and Research Offices equally represented frm Nrthumbria, Manchester Metrplitan and Sheffield Hallam. This was a shared space t examine OA frm individual perspectives and t demnstrate what yu can d practically when there is a gd wrking relatinship between these key supprt departments. Our blg (http://apathfinder.wrdpress.cm/) has als seen ver 4,000 views ver the prject perid. Mst views were frm the UK (3,123), but f the remainder there were significant numbers f views frm the United States, Australia, and ther Eurpean cuntries. Sme f the mst ppular psts were thse which gave direct access t the tls and case studies the prject develped, with the cst mdelling tl the mst ppular f these (373 views). Future impact Participatin in the Prgramme has cntributed t ur prfessinal develpment and enabled us t establish new cntacts, netwrks and partnerships which have been and will cntinue t be beneficial t ur prfessinal practice. The Cmmunity f Practice established by the Prgramme is hugely valuable (fr example, the ability t quickly ask and answer questins related t OA) and shuld be sustained beynd the funded life f the Prgramme. Our rle in the End f Prject Events has enabled us t further disseminate ur wrk and will hpefully lead t cnstructive feedback n the utputs which we are highlighting (the case studies and cst mdelling tl). Fr example, at an event n OA cst management at the University f Bath n July 15 th 2016 we received expressins f interest in reviewing and ptentially using ur cst mdelling tl utput frm representatives f: Open University, Oxfrd Brkes, Bath Spa, UCLAN, and Suthamptn. Representatives frm Bath and Imperial als expressed interest in expanding the mdelling tl t incrprate finer grained lk at Green OA csts and t mdel csts fr different types f OA utput (e.g. bk chapters, mngraphs). We will fllw up with the participants in this event and Jisc t discuss carrying ut further wrk n the tl fllwing the end f the prject. Our invlvement in these events als enhances ur reputatin as OA practitiners, which we anticipate will cntinue t be beneficial t ur institutinal and prfessinal netwrks thrugh further wrkshps, discussins and develpment activities. Cnclusins Our prject has achieved the fur bjectives agreed. The extent and validity f ur findings relating t each bjective reflects the level f engagement achieved with clleagues frm ther HEI s thrughut the duratin f the prgramme. Cnsequently, we are cnfident in ur synthesis and analysis f the case studies, Main bdy f reprt 14

but feel mre cmmunity participatin is required befre we can draw mre cncrete cnclusins regarding the cst mdelling and nline wrkflw tls. Our prject has revealed that every institutin faces similar and significant challenges and pprtunities relating t OA, and that, regardless f the level f funding, n ne has achieved ttal success in the key areas f advcacy and engagement. A critical success factr in this regard is the develpment f an effective wrking relatinship between the library and research ffice. On the whle prfessinal practice in HEI s ver recent years has been reactive t funder plicy. There is a need t rebalance the fcus f activity t accentuate the wider benefits f pen research and understand the rle schlarly cmmunicatin, as a brader activity than OA, can play t realise this. The fcus in HEI s and arguably the wider knwledge cmmunity shuld emphasise engagement rather than technical slutins and prcess. Recmmendatins Invlve clleagues acrss university services and academic departments t assist in the develpment and disseminatin f a single and cnsistent apprach t the challenges and pprtunities presented by OA. The relatinship between the library and research ffice is key in this regard. Ensure that the benefits and mral arguments fr OA as an enabler fr pen research are part f advcacy rather than a fcus n cmpliance t encurage rather than threaten academic clleagues int actin. Key stakehlders frm HEI s shuld participate in a cmmunity f practice t ensure crdinatin, alignment and sustainability f apprach t OA. This cmmunity f practice shuld invlve librarians, research managers and Faculty and wrk acrss every level f OA related activity frm strategic t peratinal, and seek t articulate the value and impact f prfessinal supprt. JISC are uniquely psitined t facilitate a natinal cmmunity f practice and pprtunities fr engagement f that cmmunity with ther stakehlders including funders and publishers. Future prgrammes culd maximise the cllective expertise and experience f all participant prject partners. Fr example, any individual prject data cllectin culd encmpass all ther HEI participants as a matter f principle. This wuld enable the creatin f higher quality evidence bases and synthesis, and als reduce effrt in securing subjects. Survey activity culd als be similarly crdinated t maximise sample size, avid survey fatigue, and t avid any duplicatin r gaps in evidence cllectin. We had planned events but withut knwledge f ther Pathfinder intentins at the utset it meant that there were ccasinally prblems f verlap. We addressed this by targeting ur events at specific institutins t try t differentiate them and maximise the impact.
