Introduction to the Estates Modernisation Programme We have developed an exciting new programme to deliver better healthcare services and facilities for our patients. The Estates Modernisation Programme (EMP) is a project which seeks to revolutionise the way mental health services are delivered in south west London for generations to come and will also provide new facilities for our local community. The programme will be entirely self-funded, partly through selling surplus land no longer needed for our services. Through the programme we will be investing 160 million in our services which will deliver: Two new campuses with 1st class in-patient facilities delivering the best care for our patients Extensive community healthcare treating people closer to their families and their home Brand new homes building houses for local families A 32 acre public park providing a new outdoor space for our community Over 5 million for new transport facilities boosting transport links for local residents in Wandsworth Estates Modernisation Programme 3
The EMP and Richmond Borough The Trust is committed to delivering high quality mental health services across all the boroughs we serve. We will be retaining a presence on both the Barnes Hospital site and at Richmond Royal. Staff and service levels will not be reduced in the borough and we are working closely with Richmond Clinical Commissioning Group (CCG) to develop the services we can deliver in Richmond. We are looking at options to expand community services, improve travel access to our Springfield and Tolworth sites and develop modern community healthcare facilities at both our Richmond Royal and Barnes Hospital sites. We are also looking for new locations to provide care from within the borough and will be delivering more services at the Maddison Centre in Teddington. Through establishing new locations, developing our Richmond Royal and Barnes Hospital sites, and integrating services into the community, we hope to improve the experience of our services for patients and their families and to establish a better working environment for our staff. What does EMP mean for Richmond Royal? Inpatient services have not been provided at the Richmond Royal site for almost 40 years. Richmond Royal s listed status has made it a difficult site to bring up to modern standards but we are committed to delivering first class facilities to our patients. In light of the conditions at the Richmond Royal site we explored options for the site to determine how it can best be used in the future to secure optimum value for the NHS. 4 www.swlstg-tr.nhs.uk
After listening to the views of local stakeholders and taking into account the 2014 public consultation findings we declared the Richmond Royal site surplus in December 2015. We will be maintaining a presence at Richmond Royal and are currently developing plans for the site. These plans will establish which services will continue to be provided at the site and which services should be integrated into the community or moved to the Maddison Centre. The marketing process for the Richmond Royal site will begin by February 2017. All third party tenants, such as organisations like Richmond MIND, have been given notice to vacate the Richmond Royal site and the Trust will continue to offer support in finding alternative venues to provide their services from. What does EMP mean for the Barnes Hospital site? Inpatient services have not been provided at Barnes Hospital since 2013. The site is underused and its condition and design make it unsuitable for developing modern mental health inpatient care. Consequently, the Trust will be placing approximately 75% of the Barnes Hospital site on the market. The marketing process will begin by February 2017 and the sale aims to deliver: Excellent mental healthcare services Mixed community uses New housing The healthcare services will be delivered on the remaining 25% of the site from the Garden House building and all surplus funds from sales will be used to fund our two new hospitals. Will my care be affected in any way? If so, what support is available? Some teams will be asked to work from another location within the borough and staff will work closely with patients and carers to ensure they are fully aware of any changes to their services. Care will continue to be provided throughout the course of the programme and relocations are currently being agreed with the input of clinicians to ensure new locations reach the needs of our patients and carers. Once relocations have been agreed, the Trust will establish poster sites, distribute leaflets, update our webpages and work with key external partners such as service user/carer groups, local GPs, Healthwatch and Richmond CCG to ensure all the people we serve are aware of any changes. How long will the process take? We want to ensure the preferred bidder for our Richmond Royal and Barnes sites deliver excellent value for the NHS as all the funds received will be reinvested into our services. In order to achieve this, the process for selecting the preferred bidder is anticipated to be completed by the middle of 2017. To ensure the continuation of services, the process for the relocation of our teams will be slightly shorter. We are currently working with our Early Intervention Service (EIS) to create a smooth transition process to the Maddison Centre and establishing a new location for our Child and Adolescent Services (CAMHS). We anticipate the new locations will be agreed by February 2017 and the relocation process will begin in March 2017. 6 www.swlstg-tr.nhs.uk

The Trust currently operates from many old buildings which are costly and takes money away from our frontline services each year. It is also a crucial opportunity to develop and integrate mental health services into the community. Through delivering care closer to peoples homes we can help our service-users recover quicker in the environment most comfortable to them.
