The basis of this Act is to avoid criminalization and to provide drug treatment services to select clients at a local level. The client base is specifically defined in the Act and by the California Code of Regulations. The County is required to prepare and annual plan and budget to describe how the provision of the Act will be implemented and how services will be provided to this client group in the future. The matter before the board, at this time, is the adoption of the resolution, approval of the FY 2006-07 plan and budget and signing the agreement to authorize the California Department of Alcohol and Drug Programs to reduce the FY 2006-07 allocation. Our intention is to utilize rollover trust fund dollars and have the State withhold our FY 06-07 allocation. Even with this action we will still have approximately $350,000 in trust at the end of FY 06-07. SUBSTANCE ABUSE CRIME PREVENTION ACT OF 2000 Fiscal Year 2006-07 Plan Narrative 1. Collaborative Process : Describe the collaborative process used during the current fiscal year to plan services. Describe how county entities, community parties, and others participated in the development of this plan. If one or more of the required agencies or entities did not participate in the collaborative process (Part 11, Plan Questions, Item 2 and 3), explain why. [ref: 9515(b)(2)(A)] An oversight committee coordinates the plan development. The oversight committee consists of the District Attorney, Public Defenders, (Court) Judges, Parole Officers, Rural Human Services, (a community based organization), Probation Department, Del Norte County Mental Health Drug and Alcohol Programs, and United Indian Health Services. The committee meets once a month and provides continuing input into the plan development. County services for SACPA clients will be coordinated as follows: The County will utilize the currently in-place Drug Court collaboration effort coordinated through the multi-agency teams that implemented Drug Court, whereby eligible clients will receive a continuum of services. This process is a continuation of the process that has been in place since the inception of the Substance Abuse Crime Prevention Act of 2000 (SACPA). 2. Coordination of Services and Client Flow: (a ) Describe how involved entities coordinate multiple services as clients progress through program completion. (Referral, assessment, placement, court monitoring, supervision, case management etc.). Describe specific roles and activities of court, probation, parole, county alcohol and drug treatment, and treatment providers. [ref: 9515 (b)(2)(a)] The Del Norte County Probation Department will provide referrals via the courts for the SACPA clients. A joint process used by the Probation Department and Drug and Alcohol Services will determine the level of need for, placement in and referral to drug treatment and other services for each client. The process used by the Probation Department will include a standard probation assessment of the client's community risk factors to determine appropriateness for services and referral. A full time employee will be utilized to assist probation in following cases through the court process and assisting to expedite Prop 36 eligible clients into treatment. Drug and Alcohol Services will use the Addiction Severity Index (ASI) and the American Society of Addiction Medicine (ASAM) Levels of Care to determine the client's level of treatment need. The probation department will perform court monitoring and supervision of court referred clients. Parole violators will be screened by the Board of Prison terms to determine their eligibility for services under the provisions of SACPA. If a violator is eligible, the board will issue a Special Condition Treatment Order. Parolees who accept the order will be referred by his/her parole officer to Del Norte County Drug and Alcohol Services for assessment and treatment program referral within seven (7) days pursuant to Penal code Section 3063.1(c). The Board will conduct an initial face-toface hearing to confirm the treatment referral. Subsequently, the treatment provider will submit the treatment plan to the board within 30 days of referral. The Board will conduct a second hearing to adopt the treatment plan and make any necessary changes to the conditions of parole. The treatment provider will monitor progress in treatment and provide quarterly progress reports pursuant to Penal code Section 3063.1(c) and report on violation behavior as needed. Drug and Alcohol Services staffs weekly with the clients' parole agents to monitor progress in the program. At completion of treatment, the treatment provider will notify the Board of Prison terms. do not accept treatment or who fail treatment would be returned to prison or be subject to other sanctions. Drug and Alcohol Services, probation, parole and the Courts all work together to provide for the coordination of services. We have weekly staff meetings with involved entities in order to coordinate multiple services for SACPA clients. 3. Drug Treatment and Additional Services Assessment Process: Describe the assessment process and tools that will be used to determine clients ' level of need for both drug treatment and additional services. [ref: 9515 (b) (3) (B)] Each client referred will be interviewed and an assessment based on the ASI/ASAM will determine the level of participation needed to successfully complete the process. Based on the assessment, clients will be assigned to one of the following levels of treatment: Level 1, Education, primary education and case management Level 2, Outpatient-education/treatment/case management, up to 12 months with a 6-month aftercare component Level 3, Residential placement for 60 days or intensive outpatient treatment for 90 days including education/treatment/case management up to 12 months with a 6-month aftercare component. Level 4, Not applicable, because we are a small rural community and there is no available medical detox centers in this area. The services to clients will vary based on the client's ability to respond to treatment and the progress the client makes during the treatment process. Additional services are based on the results of the assessment, case management with involved agencies, as well as any other information gathered in the interview process, and expanded on during the course of treatment. 4. Drug Treatment, Aftercare and Additional Services. Describe the types of treatment, aftercare and additional services the county provides to clients after assessment. Describe the intensity and length of treatment and other services, and client flow among services. If services (e.g., residential, narcotics replacement therapy) are unavailable in the county, identify how services will be provided to clients whose assessments indicate the services are needed. [ref: 9515 (b) (3) (B) (D) (E)] Del Norte County Drug and Alcohol Services will provide services as follows: a) Treatment Education: A group that meets once per week, is assignment driven, and consists of education and group process. This is the least restrictive treatment component and the length of treatment is from six (6) months to one year. b) Dual Diagnosis: The group meets twice-weekly, and the counselor works closely with Mental Health to insure clients remain medication compliant and receive the necessary psychiatric and/or psychological therapy if indicated. The length of this program is one year with six (6) months of aftercare. Department of Alcohol anddrug Programs 5

c) Drug Treatment Groups : Multiple groups are available days and evenings. These groups meet twice weekly and are 12-step oriented. The length of these groups is one year with six (6) months of aftercare. d) Perinatal Program: This program consists of two phases; Phase I meets four (4) times per week for three (3) months of intensive outpatient treatment. Phase II meets two (2) times per week for nine (9) months plus six months of aftercare. e) Aftercare: A six (6) month program in which the group meets once per week to provide on going support and relapse prevention services. f) Residential Treatment: These services are provided via contracts with Skyway House and Jordan House. Clients who complete the residential programs will return to Drug and Alcohol Services for continued treatment. SACPA clients will be expected to meet the same aftercare requirements as any other client. Narcotic Replacement Therapy: NRT is not available in this area, but the possibility does exist for out of county programs. Additional Services : Referrals to various outside community based organizations to provide educational, vocational training and literacy training. 1. Rural Human Services will provide literacy and vocational training. 2. The County Mental Health will provide individual and/or family counseling. 5. Quality of treatment Services and Additional Services. Describe the criteria and tools the county will use to monitor services and assure clients receive the type and level of treatment services and additional services as determined by their assessment. [ref: 9515 (b) (3) (C)] Primary alcohol and other drug treatment services provided by the County Drug and Alcohol Services department will be monitored via a regular review of the individual clients' progress through the treatment process. This will be done with case management conferences conducted during regular weekly staff meetings. Each client's file will be reviewed every 90 days to monitor progress. Clients' may have files reviewed more often if warranted. For example, more frequent reviews may be conducted if a client tests positive for drug use, or reveals that they have used again. The residential treatment services provided via contract with Skyway House and Jordan House is continually monitored by conducting exit interviews with all clients when they leave that level of treatment. The Literacy and Vocational Training services will be monitored via exit interviews with each client who is referred to those services. The clients will be asked about their satisfaction with the services provided, and if they have been able to integrate what they learned into their current lifestyle. The family counseling provided through the Mental Health Department will be monitored via the various satisfactions surveys that are required as part of the Mental Health Plan for Del Norte County. Weekly staff meetings will monitor this plan. Goals and objectives will be updated, as clients' needs change during the course of treatment.
