March 2016 Minutes; Page 3 of 9 Secretary Report: ***written/read aloud by Nichole M*** Not a whole lot to report for this past month. I printed off new fliers. One of the Serenity Café fliers was confusing, so I called the name on the flier. Apparently the fireworks take place in Madison the weekend before. She updated the flier and posted it on region s website again, and sent me a copy. That was the most excitement for this position I ve had all month. I had no expenses this month. Beginning balance was $191.48. The ending balance is the same. Thank you for letting me serve. Web Servant Report: ***written/read aloud by Nichole M*** We didn t have any emails from the website this month. I updated the meeting list with region and with world. Not much else to report as far as that goes. The website was viewed 37 times by 28 different people. About 65 % of these were new visitors. Our visitors stayed about an average of half a minute per session and viewed about two pages. Sorry I couldn t make it today. Had to help a friend move under an emergency to the Milwaukee area. I am completely wiped out. Your ever faithful web servant. March 2016 Minutes; Page 4 of 9 Thanks, Public Relations Report: emailed/spoken aloud I did update the phone line again this month to add the Thursday Attitude Of Gratitude Meeting back to the list. We did receive a message on the Info line from a addict wanting to know what K.I.S.S. stands for on the Ladysmith meeting. Nichole did return her call. She did call back and left another message after going to the meeting that said we need to update our meeting information, as there was no meeting in Ladysmith on Sunday and the information posted at the club door was different than our meeting info. We did receive 7 other WI calls this month that did not leave a message. Two of those calls were an operator from the local 211 information line. I would again encourage you all to double check your meetings info on the phone line and everywhere else that we list it, As that is one of the most important things we can do as an Area and you, as a GSR, Group Service Representative, is to make sure that addicts, and the professionals that may be referring addicts to our meetings, will find our meetings with the information we have available. One number wrong in an address or the wrong time, and addicts may not find the meeting they are looking for. As of last week i have contacted every High School principal, in every town that we currently have meetings in. Some of them i received no response at all and a couple of them i was told the email had been forwarded to the "appropriate person". We do have a Presentation scheduled for Tuesday, March 8th at the Elk Mound High School. This will be for approximately 30 staff at the school. I am also working with the Director of Student Services for the Eau Claire School District, to get a presentation scheduled with all of the counselors. There are more than 30 counselors between the 2 high schools and 2 middle schools in the Eau Claire school District. Tentatively this will be in early April. She is reviewing a sample packet of the literature to see if they might like to have some on hand for the counselors to distribute, when the need arises. As well as looking at the possibility of class size presentations for the students. This is a huge step forward from two years ago when we were told by the district administrator that they would not even allow us to donate books to the school district libraries. After the Elk Mound Presentation we will only have about 40 IP packets left so I will be submitting a motion to pay for a literature order of IP's to use for the Eau Claire School District so we have them if the presentation we are working on gets scheduled before next Area or if they want the counselors to have some available for the students. March 2016 Minutes; Page 5 of 9 Hospitals and Institution Report: written/spoken aloud We received 20 SWGs last month from NAWS after going back & forth with the Fellowship Services guy and finally asking for 100 sets of literature, he was willing to send us 20 step working guides to support our H&I efforts. The 3 functioning H&I commitments continue to run smoothly thanks to efforts of John M in Black River, Jerry at Chippewa Treatment Prison, and Shawn coordinating Arbor. The women s meeting at Chippewa Jail has not gotten developed and we just do not have women willing or able to commit at this time. Policy and Procedure Report: emailed/spoken aloud The official CVA 'Policy and Procedure' PDF document is dated (9/5/2014) and available for download on the Area web site. There are other copies floating around which contain discrepancies and are dated sooner, which gives the impression that they are the latest revised version, but are not and should be disregarded. This has caused some confusion and I was even using the wrong copy at the last ASC meeting. The Word Docx, which has been used for committee purposes and was distributed via the Area email list, is protected by the 'Office track changes' feature, which updates the date on the header automatically when opened and prevents editing from going unnoticed. Presumably, this was so that, (P&P) would not be unilaterally changed without proper authorization by a 2/3 rds majority from the ASC. So, please make sure that you have the correct copy. I began archiving policy motions on a single document and found the approved change, of which I inquired, in the June 2014 Minutes; to Participation in Section (VI, B) which now states, "Any Narcotics Anonymous member present may make and second motions...etc." Also, items (1 & 2) in Subsection (N & O) under (IV) Area Meeting Format, Old and New Business, are in fact, include in the official version. I was mistakenly looking at Old & New Business under the Minutes Section (V) when I sent the mentioned email inquiry to Area trusted servants. Concerning the question raised last month regarding in general, the use of personal funds to purchase NA related goods and services, and in particular, the Treasurer reserving the pavilion for the (4 th of July) picnic by means of personal electronic payment. From my reading of the 'Policies' and the 'Acknowledgement of Financial Responsibility' form, this was handled properly, there is no clear contradiction, and I don't recommend a policy revision. Under Title (VII) Financial, sections (G & J), prior approval for this expenditure was sought and received from the Committee, and so with a receipt, reimbursement can be made. I believe the intent of "All merchandise and literature purchases need Area approval." was to prevent members from feeling free to spend money for NA out of pocket without consent, and then expect reimbursement. The concept of prior approval is also stated in the financial responsibility form as; "I agree to use fellowship money... only as directed by... NA." As for the clause, "I agree to avoid mixing fellowship money with my own money...", although the term mixing is somewhat ambiguous; I think it's fair to say that this means to not use NA funds for personal expenses or not to be confused about what belongs to me and what belong to NA. If an administrative Chairperson or Subcommittee with a budget or working reserve does not hold NA funds as cash for instance, I wouldn't say that we expect them to open a separated bank account so as to, not 'mix' NA money with their own.

March 2016 Minutes; Page 6 of 9 The fact that, time was of the essence to secure the Function site and that, do to unfortunate circumstances, the Activity Committee's working reserve and a Chairperson were unavailable, although important, was in my judgement irrelevant in terms of Policy. As far as recurring expenses like the P.O box and web site hosting etc., prior consent is implied and I don't believe these costs require re-approval every time a bill comes due. Making an exception to CVA Policy was neither necessary nor do I think it ever should be. If a situation arises, in which the ASC deems an exception to our guidelines is required then I would recommend that guidelines be properly changed to accommodate the situation, that is, if there is no conflict with the 12 Traditions and the 12 Concepts for Local Service.
