European surveillance of travel associated legionnaires' disease JA2015 - GPSD [705038] START DATE: 02/01/2004 END DATE: 02/01/2007 DURATION: 36 month(s) CURRENT STATUS: Finalised PROGRAMME TITLE: First Programme of Community action in the field of public health (2003-2008) PROGRAMME PRIORITY: - CALL: Health Threats (Ht 2003) TOPIC: Enhancing the capability of responding rapidly and in a co-ordinated fashion to health threats EC CONTRIBUTION: 1009813 EUR KEYWORDS: PORTFOLIO: Communicable diseases Page 2/12
SUMMARY General objectives The objectives of the EWGLINET projects were: - To develop and improve the EWGLINET scheme for travel associated legionnaire`s disease. - To rapidly detect outbreaks of travel associated legionnaires` disease and ensure that early warning and response mechanisms are in place for controlling these outbreaks. - To support a network of laboratories in the development and maintenance of improved methods for detection of legionellae and the diagnosis of infections they cause. - To capacity build through the delivery of training courses for environmental microbiologists. Strategic relevance and contribution to the public health programme EWGLINET is supporting work done by the European Union network for the epidemiological surveillance and control of communicable diseases established by Decision 2119/98/EC of the European Parliament and the Council. Methods and means - An electronic database accessed through a dedicated website to enable the nominated national authorities in the 36 countries in EWGLINET to report their travel associated cases of legionnaires` disease to the coordinating centre in London. The database is searched for clusters linked to the same accommodation. Cluster alerts are forwarded to all collaborating countries, the Community Network (surveillance component) of Decision 2119/98/EC and WHO. Under procedures outlined in the European guidelines, the country of infection must urgently organise an investigation and control measures to be implemented at the cluster site. Follow up information is collated in London and made available through the website and through regular reports to all centres and the Community Network (surveillance component) of Decision 2119/98/EC. Laboratories in each collaborating country participate in EWGLI EQA schemes and receive coded water samples, diagnostic specimens and legionella strains four times yearly for them to analyse. This enables them to evaluate their detection and diagnostic abilities and contribute to the development of standard methods for use in all legionella laboratories. - The training programme tol be run from London using the skills and expertise of those managing the epidemiological and microbiological parts of EWGLINET. - The further development of the EWGLI website to allow wider access to EWGLINET data, laboratory protocols, reports and specialist advice on legionella infections for health professionals and others. Page 3/12
Expected outcomes period - Immediate cluster alerts to collaborators in 36 countries, WHO and the Community Network (surveillance component) of Decision 2119/98/EC, and other relevant bodies. - Monthly newsletter to EWGLINET collaborators, WHO, the EC and the parties to the Community Network (surveillance component) of Decision 2119/98/EC. - Provision of information, including newsletters and tables on EWGLI website. - Provision of an annual European dataset of all cases of legionnaires` disease reported from 36 countries. - Provision of a European dataset on environmental investigations carried out in response to cluster alerts. - Quarterly distribution of analytical reports to participants in the EQA schemes. - Promotion of the European guidelines in European countries. - Publication of surveillance and research data in peer reviewed journals.
