Appendix J Environmentl Justice s This ppendix identifies minority nd low-income popultions tht re locted in the potentil project res for the Strtegic Petroleum Reserve (SPR) expnsion. To identify these popultions, DOE followed Council on Environmentl Qulity (CEQ) guidnce (CEQ 1997). CEQ defines the following groups s minorities: Blck/,, Islnder,, nd Hispnic popultions (regrdless of rce). According to CEQ, minority popultion exists where either: The minority popultion of the ffected re exceeds 50 percent; or The minority popultion percentge of the ffected re is meningfully greter thn the minority popultion percentge in the generl popultion or other pproprite unit of geogrphic nlysis. CEQ defines low-income by using the nnul sttisticl poverty thresholds from the U.S. Census Bureu. A low-income popultion exists when the low-income popultion percentge in the re of interest is meningfully greter thn the low-income popultion in the generl popultion. For purposes of the nlysis of low-income nd minority popultions, DOE used both the United Sttes nd the stte in which city, town, or county/prish is locted s the generl popultion. In other words, popultion is lowincome if its percentge of low-income residents is greter thn the percentge in either the United Sttes, its stte, or both. In ddition, DOE used the popultion below the poverty level to define low-income popultion. DOE s methodology to identify the potentil environmentl justice popultions consisted of the following three steps, which dhere to CEQ guidnce: DOE first identified the potentil project res. DOE identified the potentilly ffected res for ech proposed new nd expnsion site by mpping the loction of the proposed storge site, support fcilities, rw wter intke, pipelines, nd oil distribution fcilities nd identifying their corresponding counties or prishes. Cities nd towns within 5 miles (8 kilometers) of the proposed storge sites nd within 2 miles (3.2 kilometers) ssocited infrstructure were lso included. DOE used this ssumption becuse potentil significnt dverse environmentl nd humn helth impcts generlly would be limited to this re. If DOE hd found ny potentil high nd dverse impcts, DOE would hve considered exmining broder popultion res. For this nlysis, DOE did not include towns with popultion of fewer thn 1,000 people. DOE supplemented this informtion with Census block informtion in few instnces where there were no towns of greter thn 1,000 people ner proposed fcility. DOE gthered 2000 Census dt for ech of the Census trcts nd jurisdictions in the potentil project res nd for the Sttes of Louisin, Mississippi, nd Texs. These dt predte Hurricnes Ktrin nd Rit, which my hve hd systemtic demogrphic effects on mny of the potentilly ffected res. DOE could not void this limittion becuse detiled post-hurricne dt re not yet vilble. J-1

Using the Census dt, DOE compred the minority nd low-income popultions in ech potentilly ffected jurisdiction to the sme dt for the United Sttes nd the relevnt stte. To be conservtive, this nlysis identifies ny percentges tht were greter thn tht of the United Sttes or the stte s potentil environmentl justice popultions, no mtter how smll the difference. DOE clculted the totl minority group percentge of the popultion by subtrcting the Census-reported percentge of the white, non-hispnic popultion from 100 percent. The following tbles J-1 through J-7 present the results for ech proposed new nd expnsion site nd its ssocited infrstructure.
