INTRODUCTION The following Protocols are for the information and delivery of Bicultural Support to approved education and care services by Ethnic Community Services Co-operative on behalf of Children s Services Central and with reference to: Professional Support Program General Funding Agreement for all Contracts, 2013 2016 Inclusion and Professional Support Program Guidelines 2013 2016 NSW IPSP Communication Protocols Bicultural Support provides eligible ECEC services with access to an interpreter or other bilingual/bicultural person to support the service to enroll and settle a child/children from culturally and linguistically diverse, Indigenous, or refugee or humanitarian intervention backgrounds. NSW IPSP Communication Protocols November 2011 INTRODUCTION The Inclusion and Professional Support Program (IPSP) is funded by the Australian Government and is delivered in accordance with the IPSP Guidelines 2013-2016. The IPSP is an integrated approach to supporting and enhancing the professional development needs of education and care services and promotes good practice and continuous improvement in service delivery. The following is an excerpt from the IPSP Communication Protocols and provides approaches and guidance to support communication between the NSW providers of the IPSP therefore enhancing the delivery of support, professional development and inclusion. Explanation of the IPSP The below visual representation and IPSP Forum approved marketing materials will be used by IPSP Providers to assist in explaining and promoting the IPSP to education and care services and the children s services and related sectors. Communication Protocols IPSP Providers should read and follow the Communication Protocols listed in all sections. Communication Protocols for Inclusion Support Agencies are included under each section due to the role of the ISA in facilitating access for education and care services to IPSP program supports. Indigenous Professional Support Unit (IPSU) Inclusion Support Facilitator (ISF) to contact IPSU by email when a request has been received by the ISA from an Indigenous Service. ISF will contact the IPSU about the outcome of the request. IPSU will email the ISA when an Indigenous service requires support from the ISA. The IPSU will inform the ISA via email about the training or support they will be offering an Indigenous service. BICULTURAL SUPPORT PROTOCOLS 2016 5/24

IPSU will email ISA when support is delivered to a non-indigenous service within their ISA region. IPSU will refer requests on resources or training to ISA, NISSP or PSC, from a non-indigenous service, where appropriate. ISA and IPSU will encourage services to share information from visits (i.e. Service Support Plan (SSP) or IPSU plan documentation) with other IPSP Providers supporting the service. Professional Support Coordinator (PSC) The PSC will continue to email ISAs when services accept offers for supports such as those outlined above. The PSC (Project Officers and Manager), ISA team leaders and IPSU representative will continue to meet at six monthly intervals. These meetings will be utilised to identify what program supports child care services are accessing, to inform programs and products provided by the IPSP, and to feedback information. Six monthly meetings between the ISA, PSC and IPSU will support the development of and information sharing about the ISA s Region Plan, PSC s State Plan and IPSU s State Plan. The NISSP will be involved if related issues are identified prior to the meeting or arise as a result of the meeting. ISAs and IPSU will provide feedback to the PSC on the professional development of program staff and all will engage in discussions regarding meeting these professional development needs. ISAs will provide written feedback to the PSC on PSC training attended. Specialist Equipment Provider ISF to discuss Specialist Equipment Provider (SEP) with child care service. Service Director sends the application to the SEP. SEP advises the ISA when equipment has been sent to a service. Bicultural Support Bicultural Support to contact IPSU by email when a request for an Aboriginal worker is made by an eligible service. Bicultural Support to notify both the child care service and the ISA directly regarding the outcome of a request for Bicultural Support. The ISA, if contacted by Bicultural Support or service, will assist the service to complete a SSP, where required, and request for Bicultural Support. National Inclusion Support Subsidy Provider (NISSP) The NISSP will notify ISAs about the outcomes of ISS applications using the email address as per the ISA application. The NISSP will notify the child care services directly regarding the outcome of their ISS application. In the instance that questions arise regarding the application, the NISSP may contact the child care service and/or the ISA. ISAs will assist services to submit complete applications and to notify the NISSP of changes within care environments, such as changes to children s attendance or the service need for ISS. The NISSP will provide program updates to ISA team leaders via email. BICULTURAL SUPPORT PROTOCOLS 2016 6/24

The NISSP provides an ISS Info Box email facility for ISAs and child care services. Written responses are made within 48 hours. The NISSP provide a toll free number for ISAs and child care services to use. The NISSP can hold telephone conferences or visits with ISA teams on request. An agenda for these meetings must be given to the NISSP prior to the discussion. The NISSP can provide regular contributions for IPSP providers to use in their own communications. Each ISA should contact the NISSP if they have any specific content requirements. Department of Education, Employment and Workplace Relations (DEEWR) DEEWR will respond to requests in writing from IPSP providers within 5 working days. Where appropriate, DEEWR will make a general response to requests for information available to all IPSP Providers. DEEWR will provide a regular update of eligible child care services. DEEWR (SO) will host and facilitate IPSP Forum meetings per annum. DEEWR (SO) will maintain relationships with other funded programs and act as a conduit for information between these agencies and IPSP Forum members. DEEWR will invite representatives from appropriate external agencies to the IPSP Forum when requested by the Forum members. DEEWR will provide feedback on their IPSP Reports and Plans. Feedback IPSP provider to child care service If a child care service has a complaint to make about an aspect of the IPSP service, the child care service will be encouraged to look at the individual provider s complaint handling policy and to make the complaint directly to the provider of the service. IPSP provider to IPSP provider Feedback on individual program delivery should be given directly to the IPSP Provider and will be addressed using the provider s policies and procedures. Feedback may provide an opportunity to clarify service delivery expectations between providers within the IPSP. If a member of the IPSP has a complaint regarding another provider s service delivery of the IPSP, they should follow the provider s Complaints Management policy. Where necessary, feedback and issues should be taken to the Communications Working Group or IPSP Forum for discussion to inform the continuous improvement of the IPSP. NSW Professional Support Co-ordinator BICULTURAL SUPPORT Background Bicultural Support provides eligible ECEC services with time-limited access to an interpreter or other bilingual/bicultural person to support the service to enrol and settle a child/children from culturally and linguistically diverse, Indigenous, or refugee or humanitarian intervention backgrounds. Bicultural Support is run by Ethnic Community Services Co-operative on behalf of Children s Services Central. Children s Services Central is the NSW Professional Support Co-ordinator. What does Bicultural Support provide? Bicultural Support provides support, either on or off-site or a combination of on-site and off-site, from an appropriately experienced interpreter, or other persons able to provide specific language and cultural assistance to eligible ECEC services free of charge. Who is eligible for support? Long day care services Outside school hours care (including vacation care) Family day care Occasional care In-home care Flexible/innovative services Mobile ECEC services Multifunctional Aboriginal Children s Services Indigenous playgroups Indigenous outside school hours care and enrichment programs Crèches Innovative ECEC service centres How Does Bicultural Support operate? Eligible ECEC services can make requests for Bicultural Support through the ISA, PSC or IPSU. The request must be accompanied by a IIP, approved by an ISA (or with a commitment to complete the IIP as specified in the IPSP Guidelines, 2013-2016, p.65). Support strategies delivered by Bicultural Support may include: Facilitating communication between ECEC services and families by: Assisting educators in communicating with culturally diverse families and children (for example, interpreting meetings between parents and educators, providing verbal translation of enrolment documents, and providing educators with key words and phrases that can be used to communicate with the child). Facilitating cultural awareness by: Assisting eligible ECEC services to better understand particular ethnic backgrounds, cultural experiences and child rearing practices of the children and families. Enabling the exchange and sharing of information between educators and parents about the child and family life. Bicultural Support in NSW is delivered by Ethnic Community Services Co-operative on behalf of Children's Services Central, the NSW Professional Support Co-ordinator. Providing educators with an understanding of relevant cultural issues. Supporting curricula or programming by: Advising on culturally and linguistically appropriate practices and a culturally inclusive curriculum. Advising on programs or resources that support the maintenance of the child s bilingualism and home language. Advising on programs or resources that support the development of English as a second language. Advising on programs or resources that assist newly arrived children and families from refugee backgrounds. Supporting resources and linkages by: Providing educators with information, where available, about relevant community resources and services to support the inclusion of culturally diverse children and families. Providing bicultural advice and support to ISAs. Bicultural Support cannot be used for: Regular interpreting and translating assistance for families or eligible ECEC services. Supervision of a child or group of children. Providing settlement and community support services to families and children. Providing support that is available through existing programs, e.g. clients of the Adult Migrant English Program (AMEP) using child care while they are attending English language tuition. Bicultural Support can include: Providing hands on specific language and/or cultural assistance support to children, parents and staff to assist with the enrolment, settling in and inclusion of children from CALD, refugee or Indigenous backgrounds. Encouraging the maintenance of the child s home language by developing and presenting culturally appropriate experiences. Providing specialist support to educators and supporting the implementation of inclusive programs/curricula. Delivering support/resources on multicultural/refugee/indigenous perspectives. Providing information on community resources and services to support the inclusion of CALD, refugee or Indigenous children and families. ! NSW Professional Support Co-ordinator HOW DOES BICULTURAL SUPPORT WORK IN MY SERVICE? Q&A Is there a cost involved? There is no cost involved. Bicultural Support is available free of charge. It is time limited on and off-site support provided to eligible education and care services. How is support carried out? A referral is made via Children s Services Central and/or your Inclusion Support Agency (ISA), and involves the development of a Inclusion Improvement Plan (IIP). A request/referral does not automatically guarantee that on-site Bicultural Support will be placed. Placement involves the availability of a Bicultural Support Worker who speaks the child s language and/or the cultural background required in the requested ISA Region. Allocation of Bicultural Support to services is ongoing and as the need arises. Time allocation Services may request on-site Bicultural Support during for example, the intensive, initial settling in period. Services may request an extension to existing Bicultural Support (i.e. the Service will need to re-apply). Requests/referrals are actioned within 5 business days. What do we expect from the service? Provide as much information as possible through request (i.e. number of children involved, days of attendance, age group, why is support required, does the child have additional needs or are there any special circumstances - child in foster care or from a refugee background, SSP). Any issues arising in relation to the Bicultural Support allocation (i.e. work performance related, industrial, personnel), should be directed to Bicultural Support ASAP, by the Director/Coordinator of the service. Let Bicultural Support know if the child is away on a designated Bicultural Support Worker day (so that we can inform the Bicultural Support Worker). If the Bicultural Support Worker turns up, the service can consider using the Worker to assist in other areas of the service in relation to bicultural support. Let Bicultural Support know if the Bicultural Support Worker is away and you haven t heard from the BSW - we are more than happy to contact the Bicultural Support Worker and get back to you. How can I get the best value from my support? The role of the Bicultural Support Worker is hands on in the first instance and it involves the Bicultural Support Worker working with all children in the allocated group/room to promote and assist the inclusion of children from CALD and Indigenous backgrounds, including language support. The Bicultural Support Worker can assist with and/or be involved in: Basic form of translating and interpreting. Engaging in daily service routine as part of the team. Planning for the duration of time that he/she is with the service. Services to provide the Bicultural Support Worker with: Relevant operational service Policies and Procedures (e.g. Behaviour Guidance, OHS, etc). Bicultural Support in NSW is delivered by Ethnic Community Services Co-operative on behalf of Children's Services Central, the NSW Professional Support Co-ordinator. A copy of any reports/documents in relation to children as applicable, and appropriate (including the IIP). A safe, friendly and supportive work environment with clear communication strategies. A buddy - A consistent permanent staff member to direct and work alongside the BSW (eg the Room Leader). Bicultural Support cannot be used for: Regular interpreting and translating assistance for families or eligible Children s Services. Supervision of a child or group of children (e.g. to meet staff-to-child ratios or to provide staffing to relieve staff). Providing migrant settlement and community support services to families and children. Providing support that is available through existing programs (e.g. clients of the Adult Migrant English Program (AMEP), using child care while they are attending English language tuition. Bicultural Support Workers Entitlements Bicultural Support Workers are employed by Ethnic Community Services Co-operative, who ensure that their workers: Have Working with Children background clearance checks with the NSW Commission for Children and Young People. As employees of ECSC, Bicultural Support has record of this information on file, and will only make this information available to ECEC Services available in exceptional circumstances, or by written request. Are covered by the Ethnic Community Services Co-operative Insurance Policy while working in the service. The service is required to ensure that workers: Have a Tea Break 10mins tea/coffee break on a 3-4 hrs per day allocation or arrange to leave 10mins earlier on the allocated time (i.e. the Bicultural Support Worker will need to let the Director/Coordinator know when they will take this break). Have access to the service s equipment (i.e. photocopier or fax). What happens if a Bicultural Support Worker is not available? Where it is difficult to marry requests/ referrals with Bicultural Support Workers, the service will be: Contacted by phone with resource support alternatives discussed (e.g. telephone support by another Bicultural Support Worker or Consultant from another region). Sent interim resource support (i.e. cultural information packages key survival words, information about culture, child rearing practices etc).
