Welcome and Introductions Jo O Connell and Amanda Frost welcomed everyone to the meeting. Notes from the last meeting Terri Woolfrey to contact Bournemouth People First about getting feedback about the easy read Assessment Form. Hayley to ask Terri to talk to Bournemouth People First. Planning Group to agree if the Joint Board has sound recordings of the meetings. This is on the agenda for the next planning group. Bournemouth People First to invite the Bournemouth and Poole Safeguarding Adults Board Training Officer to a Management Committee meeting. Send out Anita s update with the minutes from the meeting. 4
Anita to let Bournemouth People First know if there is someone with learning disabilities at the next Steering Group meeting. Amanda P and Anita to meet outside of the board meeting to talk about the Mortality Review meetings more. Amanda P to let Jo know what the Bournemouth Board decided about the meetings on the 10th November 2016. Sarah to send a Care Direct Crib Sheet through to Terri to send onto Board members. Terri was not at the meeting. Hayley to check with Terri this has been sent. Tim to make a link between Adult Social Care Policy and Care Direct about the Accessible Information Standards and training for Care Direct Staff Team. Sarah to find out the number of referrals to Care Direct about people with a learning disability in the last year. The numbers will be sent out with the minutes of the meeting. 5
Bournemouth People First to tell Sarah about some of the problems they have had in the past making referrals to Care Direct. Tim to arrange to meet with Terri to talk about reablement. Terri and Amanda P to meet and talk about the Action Groups and see who comes to which groups in the future. They had a date to meet, but had to cancel at the last minute. Jo suggested they wait until after the next Joint Board Meeting in May. The next Joint Board will be talking about the future of the action groups. Terri and Sam Pavey to meet to talk about parent carer involvement. They met and Sam had a coffee morning in December with some parent carers in Bournemouth. The Joint Board needs to decide if the Care Act will go on a future agenda.. This is on the agenda for the next Board Planning Group meeting. 6
What We Do In The Community Action Group to write to Neil Bond about the problems around transport. This group has not met yet. Amanda P to ask the Council about having a link to the Partnership Board information on their website. Amanda P has not spoken to the council about the Partnership Board information. The What We Do In The Community Action Group have written to the council about accessibility of the website. This needs to be done first. Bournemouth People First to email feedback from the What We Do In The Community Action Group to board members with the minutes from the meeting. Where We Live Action Group Update The group did not meet between the end of 2015 and beginning of 2016. They made a new Terms of Reference when they started meeting again. Please see Where We Live Action Group Update presentation for more information. 7
Dan - Why not have an easy read tenancy agreement instead of easy read guidance? Tracey said they are looking at having an easy read tenancy. They are hoping to have 1 made by May 2017 for new housing they are building. Dan - What is easy read guide for tenancy agreements? Tracey said it is for support workers to help people to make the right choices. Natalie - What happens if people break their tenancy agreement? Tracey said it depends on how serious it is. Sometimes people are given warnings and sometimes they have to move out. There are people who can help if this happens. Dan - Who are the Bournemouth and Poole Allocations Panel and what do they do? Tracey said there is not a panel in Bournemouth at the moment, but there is 1 in Poole. They are a group of different services who match people with the right type of housing. Amanda F - We did not understand what people not having capacity and the Court of Protections is. Tracey said that not having capacity means that someone might not understand their tenancy. If they are not able to understand the tenancy they cannot sign it. The Court of Protections helps to make the decision for someone if they do not have capacity. 8
Natalie - Can Bournemouth People First help with the training? Tracey said that the training will be delivered by Bournemouth People First. Stacey - What do you mean to develop Shared Lives? The Big Plan says that they need to look at Shared Lives and see how well it is working. They want more people to be part of Shared Lives. In Bournemouth Shared Lives is run by Tricuro. In Poole Shared Lives is run by Poole Council. Anthony - What happens if the Shared Lives family want to move to Christchurch? Tracey said that there would be no change. The person would still get supported. Dan - How are you going to keep services informed about changes to welfare reform? Tracey said that sometimes changes happen really quickly and sometimes they do not happen when they should. Tracey said that they will agree how to keep services informed as they go along. It will depend on what the changes are. Les said that people with learning disabilities need to be told about the changes to welfare reform too. Dan said people get confused. 9
Amanda P - How would the housing options booklet be used with people before going to the panel? Tracey said that it is different for everyone. The housing options booklet would be used to get an idea about where someone would like to live. Using the housing options booklet means that some people might not need to go to the panel. There was no time to do the group work for this presentation. Board members to email comments or ideas about how to find people who live in their family home with older carers to Tracey Kybert. Bournemouth People First Update Bournemouth People First talked about: Events, including the Big Night Out Speaking up, including the Clinical Services Review and Fairways Court Project Group Projects and Funding, including LifeLink, Sex and Relationships Courses, Witness Profiling and easy read information. Witness Profiling Update Funding, it started in Bournemouth in 2009. Poole have funded part of it since 2010 and Poole Crime Commissioner Fund has put in money since 2016 The number of people Paul works with goes up each year. 82 of the 89 cases that have gone to court have had a guilty result, restraining order or community resolution. Please see Witness Profiling Update presentation for more information. Stacey - What is community resolution? Paul said that it means that the victim and the defendant agree on what will happen before it gets to court. Les - What is a restraining order? Paul said a restraining order is something that stops the defendant being able to go near the victim or witness for a certain amount of time. Hayley - Do you think you will have enough time to work with everyone this year? 11
Paul said that his work is now all about working with people through the court. In the past Paul has been paid to do work on Safe Places too. Paul also said that he now has someone who does his paperwork for him which means he has more time to meet with people. Amanda P also said that Paul can work with up to 45 people a year. Anita - The project was funded in 2016 by Police Crime Commissioner Fund. Will it be funded again in 2017. Emily said that it was funded in August 2016 for a year. They will apply again for more funding this year. Transitions Update They want to: change the name to becoming an adult service because it is easier to understand. start working with people from a younger age. This is because young people have said that they feel they have been left in limbo. They have done a lot of work to make things better for people in transitions. Please see Transitions Update presentation for more information. 12
Les - How are you working with young people and carers? Hayley said they are talking to children s services and groups that are already out there. Amanda F - How are you working closer with housing? Hayley said that the Transitions Operational Group includes Tracey Kybert from housing and Jo O Connell. Stacey said that the presentation was not very easy to understand. Hayley said she would make it easier to read next time. Natalie - What is happening with the Transitions Action Group? It has not met in ages. Hayley has paid for a review of learning disability services. She will be working with Bournemouth and Poole to start the group again. Jo said that we will be looking at Action Groups at the next Board Meeting. Amanda F - What is happening with the Transitions Plan? When is it ready and in easy read? Hayley said it has been to the Children s Overview and Scrutiny Group. It has not been to the Adults Overview and Scrutiny Group yet. 13
Natalie - How can Bournemouth People First members be involved in helping people in transitions? Hayley said that Bournemouth People First are experts and that she needs to do more work with Bournemouth People First about Transitions. Health Action Group Group Work The Board did group work answering the question There are not enough meetings outside of the Health Action Group to do the work on the action plan Email ideas with minute from the meeting Keeping Safe Action Group Update There are no red actions on the Keeping Safe Action Plan. They have had problems with people not coming to all meetings. They want people to understand the links between domestic abuse and learning disabilities. Please see Keeping Safe Update presentation for more information. Dan - Places need to be lit up more at night. Andy said that this is a problem. He said that the streetlights changed to LED lights and lots of people are not happy about it. 14
Andy said that if there was a particular area to let Andy know and he will look into it. Natalie - Can everyone have a personal alarm? Andy said that he will talk to Bournemouth People First about an alarm that people could get. Amanda F - Can Bournemouth People First Committee go to the Boscombe CCTV room? Andy said that he might be able to arrange this. Sam said that she would like to go too. Andy to try and arrange a trip to the Boscombe CCTV room. Stacey said that not all police are trained to talk to people with learning disabilities. Andy said the police all have training before they start. Andy also said he will tell the police about Stacey s comment. Hayley - is there learning disability awareness training for town rangers? Andy said that learning disability training would be good. The town rangers do know about the safe places. The board members talked about how to get more people to understand the links between domestic abuse and learning disabilities. 15
Future Meetings All Board meetings will now be Joint Bournemouth and Poole Partnership Board meetings. The planning group will sit down and talk about agendas for the future meetings. The next meeting is 11th May 2017. Any Other Business Hayley said that this would be her last board meeting as she has a new job in North Somerset.
