15/03/02 CHILD SEXUAL EXPLITATION AWARENESS The Chair introduced Katie Proudman and Lynne Casserley to the Council meeting. He advised that it was agreed at the last meeting to ask a local expert to give a presentation on Child Sexual Exploitation. It was highlighted that the Jay and Casey reports had previously been brought to the Council and that CSE was everyone s responsibility Katie advised members that she was a CSE trainer across Barnsley and had worked on CSE for 15 years. Members were given a presentation titled What I should know and what I should do which covered the following;- - The definition of CSE - The Structure of how criminal gangs and groups operated - Examples of CSE and how children were groomed - Barriers to victims coming forward Members has a discussion around the complexity of CSE and barriers to addressing this issue such as the perpetrators using technology and the early intervention of vulnerable children to stop them being groomed. Members submitted their questions as follows: Mr Philip Watson queried if the Jay Report had sparked a changed in the local authority and social services. Lynne Casserley advised that there had been a change and some local authorities were moving at a faster paste than others with regards to scaling up their safeguarding. It was queried if the public sector funding cuts was affecting funding for support for victims of CSE. Lynne Casserley advised that local funding was very limited and that the majority of income at BSARCS was through fund raising. It was highlighted that victims of sexual abuse were more likely to go to alcoholism or substance misuse therefore not tackling CSE impacted on the wider economic system. It was highlighted that last year BSARCS worked with 1000 victims of sexual abuse and that currently there was an 8 week waiting list which was a concern for members of the Council. Mr Chris Millington advised that the Police and Crime Page 2 of 6
Commissioner for Yorkshire had committed 0.5million to tackle CSE and queried if South Yorkshire Police and Crime Commissioner was doing anything similar. It was advised that the Police and Crime Commissioner was currently working on a Sexual Violence Strategy and meetings with him had been really positive, but there had been no committed actions as yet. Mr Mike Austin queried if there was internet page where GP s could visit if they suspected CSE on a patient. It was advised that BSARCS would welcome the opportunity to work with GP s and that there currently was web links and YouTube videos on CSE that could be used. Members held a discussion on how to move forward and it was advised that: - Children attending services needed to be asked about CSE such as GP visits ect - Honesty should be rewarded as past events showed that CSE was covered up by services in fear of what would happen - Primary School children needed to receive lessons on what healthy relationships were as some abuse victims were of Primary School age - More CSE training for front line officers across all organisations on identifying CSE was needed It was highlighted that the awareness session should give Council members the tools to highlight CSE and ask the relevant questions in other forums that members attended. It was agreed that there was no simple solution to CSE and that CSE needed to tackled by society as a whole and was not just the responsibility of the police and social services. The Chair and members thanked Lynne Casserley and Katie Proudman for their awareness session on CSE. GENERAL 15/03/03 MINUTES OF THE PREVIOUS MEETING HELD ON 25 FEBRUARY 2015 The minutes of the previous meeting held on 25 February 2015 were verified as a correct record of the proceedings. 15/03/04 MATTERS ARISING REPORT The Council received the Matters Arising Report and marked all items as complete. AGENDA ITEMS 15/03/05 REPORT OF THE CHAIR The Chairman presented the Council with the monthly Chairman s report and the following main points were discussed: BHNFT Financial Position: It was noted that the Trust continued to work to its recovery plan and reported to be on target. It was advised that next month would provide a clearer picture for the CCG in terms of it s spend on activity on CCG contracts. YAS: The Chair advised that the CCG would be meeting with YAS senior managers and feedback would be given at the next meeting. CM 29.04.15 Child Sexual Exploitation: Members received the March Governing Body Child Sexual Exploitation update for information. Reference Group Project: Members were informed that good progress was being made in the development of PRGs but the work was not complete. It was added that an extension of funding to enable the project to run for a further 6 months has been sought to allow continuity over the interim period whilst the Practice Delivery Agreement (PDA) is being implemented. Primary Care Federation The Council noted that there was currently 12 practices in the Barnsley GP Practice Federation. Treat and Return procedure for heart attack patients in South Yorkshire: The Chairman informed members of a new procedure which Page 4 of 6
would increase the number of patients receiving intervention in a timely manner, and improve the clinical outcomes for heart attack patients. He stated that in previous years a patient with a heart attack confirmed on an ECG by a Paramedic was conveyed directly to Northern General Hospital (NGH) in Sheffield. In future, patients with a suspected heart attack but without the ECG would be stabilised at the local hospital and the diagnosis confirmed. The patient would then be transferred to NGH by ambulance for a I, and returned the same day to their base hospital. Chairman s Contract The Chair advised that he was initially appointed for 2 years for the role of Lay Member for and Public Engagement for the CCG. He stated that the role had recently been changed to incorporate the Commissioning of Primary Care. He added that for this reason and due to other personal commitments he had withdrawn from re-applying for the role. The Chairman thanked all Council members for their contribution and hard work over the last few years and equally Marie Hoyle, Lynne Richards and Mike Austin in supporting the Council. The Chairman added that this meeting would be his last and that his successor was Chris Millington who would take over as Chair from the next meeting. Ms Marie Hoyle thanked the Chairman for his role in the Council over the last 3.5 years and highlighted that he had shown commitment, knowledge and tremendous support in ensuring the Council had a voice. Mr Philip Watson especially thanked the Chair in that without his efforts the Council would not have been set up. The Council gave the Chair their gratitude and best wishes and congratulated Mr Millington on his new role as Chair. 15/03/06 ANY OTHER BUSINESS Mr Adrian England tabled a leaflet for National Autism Week which highlighted a creativity event at St Marys Church on 27 March 2015. Mr Adrian England advised that he had been a Consultee for The Shape and Care Review which related to the training of nurses and health care workers. He added that the review had come out of the findings highlighted in the Francis report and stated that a summary of the review was attached to the papers for information. 15/03/07 DATE AND TIME OF THE NEXT MEETING: The next meeting of the patient Council will be held on Wednesday 29 April 2015 at 6.15 pm at Barnsley College, Church Street, Barnsley.
