Challenges (III) Regulation of FCMs not consistent with other chemical regulations: Some substances authorized under the European FCM Framework Regulation (1935/2004) were listed as Substances of Very High Concern (SVHCs) under REACH 1 Examples: four phthalates, one primary aromatic amine Problem: Use in FCM is exempted under REACH because FCM Framework Regulation is assumed to cover human health risks from use in FCMs Result: relevant migration of these SVHCs into food is possible. 1 Geueke & Muncke (2017) Packaging Technology and Science

Challenges (III) Regulation of FCMs not consistent with other chemical regulations: Some substances authorized under the European FCM Framework Regulation (1935/2004) were listed as Substances of Very High Concern (SVHCs) under REACH Geueke & Muncke (2017) doi: 10.1002/ pts.228
