CURRENT WORK PROGRAMME 1. The IPPC standard setting work, including the status (as of December 2006) of topics under development, is given in Annex 1. Technical standards 2. Technical panels with a specific subject area are placed on the IPPC standard setting work by the CPM and, under the direction of the Standards Committee (SC), are mandated to develop technical standards in their relevant subject area using the fast-track process. There were several additions of topics for technical standards (including annexes and supplements) by the SC in 2006, and they are outlined below. Technical panel on diagnostic protocols 3. In May 2006, the SC agreed to the addition of the following diagnostic protocols to the work of the Technical panel on diagnostic protocols: Fungi and fungus-like organisms: - Fusarium moniliformis / moniforme syn. F. circinatum - Puccinia psidii Insects and mites: - Bactrocera dorsalis complex - Dendroctonus ponderosae syn. Scolytus scolytus - Ips spp. - Liriomyza spp. For reasons of economy, this document is produced in a limited number of copies. In November 2006, the SC agreed that two additional diagnostic protocols be added to the work of the Technical panel on diagnostic protocols: Insects and mites: - Tephritidae: Identification of immature stages of fruit flies of economic importance by molecular techniques Plants: - Sorghum halepense. Technical panel on forest quarantine 5. In November 2006, the SC agreed to add the following topics to the work of the Technical panel on forest quarantine (priority indicated in brackets): International movement of forest tree seeds (high) International movement of wood (high) Forestry surveillance (normal). Technical panel on fruit flies 6. At its meeting in November 2006, the SC agreed to the addition of the topic Determination of host susceptibility for fruit flies (high priority) to the work of the Technical panel on fruit flies. Technical panel on phytosanitary treatments 7. In May 2006, the SC agreed to the inclusion of treatments for fruit flies as a topic area on the work of the Technical panel on phytosanitary treatments, in addition to the other two topic areas already on the work (irradiation (ISPM No. 18) and wood packaging (ISPM No. 15)). The SC also agreed to make a call for the submission of treatment data on these topic areas. 8. Submissions were received and reviewed. As a result, 14 irradiation treatments will be considered by the SC in 2007 before member consultation under the fast-track process. II. BIENNIAL CALL FOR TOPICS FOR THE WORK PROGRAMME 9. In June 2007 the IPPC Secretariat will call for submissions for topics to be included in the standard setting work. The call will be sent to contracting parties, NPPOs, RPPOs and the WTO-SPS Secretary, and will also be posted on the International Phytosanitary Portal (IPP, www.ippc.int). Other organizations (such as the Convention on Biological Diversity), the CPM subsidiary bodies and IPPC expert drafting groups can submit topics through the Secretariat in response to the call. The call is made every two years. 10. Detailed proposals for new topics or for the revision of existing ISPMs will be submitted to the Secretariat (ippc@fao.org) no later than the 31 July 2007, using the submission form for CPM work topics available on the IPP. Submissions should identify the applicable criteria for justification of the proposed topic and provide justification data where possible. Submissions should preferably be made in an electronic format.

CPM 2007/24 3 11. Both the Informal Working Group on Strategic Planning and Technical Assistance (SPTA) and SC noted that the standard setting work requires long term planning. Keeping this in mind, suggestions for topics for the standard setting work are encouraged. 12. The CPM is invited to: 1. Note the IPPC standard setting work in Annex 1; 2. Note that calls for nominations of experts will be made for expert drafting groups to develop topics on the standard setting work, and encourage submission of nominations by NPPOs and RPPOs; 3. Encourage submission, in response to the Secretariat s biennial call, of topics for new or revised standards by 31 July 2007.
