Purpose The purpose of the presentation is to: 1) Share latest information regarding the regulation of recreational cannabis; 2) Propose a consultation plan for consideration and discussion; 3) Discuss next steps 2

Information Recreational Cannabis

Timeline & Important Dates Council Reports ADMIN-2018-0028; Cannabis Legalization PLS-2018-0068; Cultivation and Processing September 10, 2018 Cannabis is legalized across Canada October 17, 2018 Deadline for municipalities to Opt-out of brick/mortar retail January 22, 2019 Ontario Legislature : Bill 36 The Cannabis Licence Act, 2018 September 27, 2018 Bill 36 supporting regulations released November 15, 2018 Ontario private retail model to be launched April 1, 2019 4

Bill 36 The Cannabis Licence Act Set the deadline for Opt-Out as January 22, 2019 Made amendments to the Smoke Free Ontario Act (previously paused) allowing consumption of Cannabis wherever tobacco is consumed Authorized the Alcohol and Gaming Commission of Ontario (AGCO) to act as registrar to license and regulate retail brick and mortar stores Established restrictions on municipal authority to use licensing or land-use by-laws to control location or density of stores 5

Enforcement Role of the Halton Regional Police Service Will continue to respond to and investigate complaints involving: The alleged illegal sale and distribution of cannabis, particularly occurrences involving the sale of cannabis to youth; Incidents of drug-impaired driving; Youth (under the age of 19) who are possibly possessing or consuming cannabis, regardless of the location; and Cannabis consumption in a motor vehicle or on a vessel (boat). The Halton Regional Police Service will not be responding to incidents where the sole complaint is that of nuisance cannabis smoke or cannabis consumption not involving youth or a motor vehicle/boat. 7

Enforcement Role of Halton Region Health Department Enforcing requirements of the amended Smoke-Free Ontario Act, 2017, which came into force on October 17, 2018. Prohibits smoking/vaping: enclosed workplaces, enclosed public places and other specified places such as school property, recreational facilities, sports fields, children s playgrounds, hospital grounds and restaurant patios. Halton residents who wish to report complaints about cannabis use in prohibited places that don t involve youth or a motor vehicle are directed to contact the Halton Region Health Department at 311. 8
