Fifth Annual PA EMS 911 Event Hershey Lodge and Convention Center, Hershey, PA The Pennsylvania EMS Providers Foundation will be hosting the fifth annual PA EMS 911 Event: A Tribute to our Past and Present EMS Heroes on Thursday, September 8, 2011. The function, a fundraiser for the Foundation will be held at the Hershey Lodge and Convention Center in Hershey beginning at 6:00 pm. The dinner is normally held on September 11th and the date was chosen specifically to honor the emergency responders who gave their lives on September 11, 2001; the emergency medical services (EMS) personnel who responded to the Flight 93 disaster in Somerset as well as to honor all Pennsylvania EMS providers for the efforts and importance of the job these everyday heroes provide to residents of this Commonwealth. This year marks the 10th anniversary of the tragic events of that day. We have moved the date to September 8th for this year so that we do not conflict with commemorative ceremonies. We have also added the first EMS Memorial Service to honor the memory of that day and the lives lost in the Line of Duty. These individuals, dedicated to the public they serve, are often forgotten in our day to day lives until the time they are needed. Working long hours in a profession that offers little pay has caused young men and women to no longer choose EMS as a career choice. Newspaper articles from around the country reflect the crisis in EMS staffing showing that recruitment and retention for this important, essential service has become a major concern for the future. The Ambulance Association of Pennsylvania identified the need to recognize and retain our current providers as well as to recruit new providers to insure the future of EMS in Pennsylvania. The first annual event was a way to honor our current providers and to begin the formation of a Foundation, now known as the PA EMS Providers Foundation. Retention Our legislature, through passage of tax incentives and other SR60 recommendations has begun to recognize the importance of emergency services and the heroic efforts of this industry. This dinner is an opportunity for every provider in Pennsylvania to honor their heroes. This year, the Foundation will be awarding three grants to EMTs who will be continuing their education and career to become Paramedics. Does your service have an outstanding provider? See the enclosed form to honor and reward your service s heroes through our Stars of Life Program. Recruitment The Foundation was started to specifically address recruitment issues. The specific mission and purpose is to serve the Pennsylvania emergency medical services community, to ensure public confidence in emergency medical services, to develop the next generation of emergency medical services providers, educate the public of their services and generally to further the cause of Pennsylvania emergency medical services through education, outreach and philanthropy. The Foundation will support the welfare of Pennsylvania emergency medical services providers and will serve other proper functions of a charitable, public foundation as needed.

Guest Speaker: The Honorable Eli N. Avila, MD, JD, MPH, FCLM Secretary, Pennsylvania Department of Health Eli N. Avila, MD, JD, MPH, FCLM is a practicing physician, attorney and public health executive. Until recently, he held the office of Chief Deputy Commissioner of Health Services for Suffolk County, NY the 7th largest county in the United States, where he managed an annual budget of over $400 million and oversaw a staff of almost 1,500 employees. In the recent past, he practiced law in New York City for an environmental biotechnology company and practiced administrative/clinical medicine as the Senior Examining Occupational Medicine Physician for the Department of Health and Human Services Federal Occupational Health Service in the Capital Region of New York. His academic degree includes, Phillips Academy, Brown University, Brown Medical School, St. John s University School of Law (cum laude) and the Mount Sinai School of Medicine s Program in Public Health (highest honors). He has trained in internal medicine, ophthalmology, and occupational and environmental medicine. For twelve years, he held an academic/clinical faculty position at Columbia s College of Physicians and Surgeons in the Department of Ophthalmology. He is a frequently invited lecturer on public health law and worker safety throughout the country in medical, law and public health schools. He co-chaired the New York State Bar Association s Medical Research and Biotechnology subcommittee and sits on the Executive Committee of the Health Law Section. In addition, he has served as a sworn medical legal expert before the New York State Legislature s Health Committees, where he has explained federal jurisdiction, medical policy, and recent federal court decisions and appeals on cases that directly impact pending health legislation in New York State. He is a Fellow of the American College of Legal Medicine, sits on the Ad Hoc Committee for Legislative and Executive Affairs, and is board certified in legal medicine by the American Board of Legal Medicine. His volunteer and community service includes participation in several county medical reserve units, the role of medical director for the Suffolk County Urban Search and Rescue Team, and consultation as a police surgeon for several law enforcement agencies. During his tenure at Suffolk County, he worked with local law enforcement on the establishment of the first formal integrated tactical medicine unit in New York State. In addition, he has been included in the Who s Who of Hispanic Americans since 1994. A confirmation letter will be emailed to all attendees. $200 per couple $125 per individual ($125 for the first reservation and $100 for each additional reservation) $800 per table of 8 Cancellations Cancellations made prior to August 26, 2011 will be subject to a $25.00 administrative fee. No refunds will be made for cancellations after August 27, 2011.

Inaugural EMS Memorial Service Capitol Fountain Area on Commonwealth Avenue, Harrisburg PA Memorial Service begins at 1:00 pm The FIRST Pennsylvania EMS Memorial Service will be held beginning at 1:00 pm on September 8, 2011. All EMS Agencies from across the Commonwealth are welcome to participate in the ceremony by displaying an Emergency Vehicle as, together, we honor and remember EMS providers lost in the line of duty. We ask that you register so that we can provide the Department of General Services and the Capitol police an accurate count and allow for enough space for all vehicles. More information will be provided in your confirmation. All Pennsylvania EMS Agency honor guards are encouraged to attend.
