European QA/QC programme for PM10 A joint JRC-AQUILA proposal Objectives: To provide information on comparability of PM10 implemented by NRL with ERLAP on comparability of routine PM10 Measurements at network monitoring stations with ERLAP About the state of practical use of correction factors for automatic monitors in the networks Support the enforcement of quality systems 18.05.2004 Folie 8

European QA/QC programme for PM10 The intercomparison will involve all Member States (EU- 25) and Candidate Countries wishing to participate. In each country NRL and JRC will select 1 to 2 urban background sites. For the comparison parallel measurements are made by ERLAP, National Reference Laboratory, Routine network monitoring station Institution performing assessment of correction factors for the particular station. Minimum number of parallel measurements: 14 18.05.2004 Folie 9

Discussion and Conclusions for PM measurements 1. The use of gravimetry does not automatically ensure that DQO of the 1st DD are met. 2. AQUILA supports the PM10 Guidance Document concerning application of correction factors for continuous measurement methods with heated probes. Due to the variability depending on monitoring site, climatic conditions, seasons, levels of concentrations,..., these correction factors should be evaluated with respect to these influencing conditions. 3. More systematic intercomparison trials for determination of correction factors will be necessary to meet DQO. 18.05.2004 Folie 10

Discussion and Conclusions for PM measurements 4. The PM2.5 draft standard is a significant improvement and will bring better comparability across the EU. 5. As PM10 and PM2.5 concentrations may be highly correlated in many cases, collocated sampling should be kept to a minimum for the efficient use of resources. 6. It is necessary to carry out QC studies on existing PM10 networks, this will be done by JRC jointly with AQUILA. 7. AQUILA encourages strongly the development of intra- European cooperations. 18.05.2004 Folie 11
