If Germany were to implement a similar EHR for everybody, what would be the biggest obstacle? 1. Data security, i.e. preventing unauthorized access to EHR information. 2. Standards and technology, i.e. too difficult to establish a full country or region EHR. 3. Healthcare incentives, i.e. German healthcare does not motivate and reward stakeholders to participate. 4. National ambition and legislation, i.e. no national initiative similar to Obamacare for establishing a national EHR within a few years. 5. Attitude, i.e. we do not want a national EHR for everybody in Germany.
